CITY OF MONTEBELLO

CITY COUNCIL AGENDA STAFF REPORT

TO: Honorable Mayor and City Council Members

FROM: Arlene Salazar, Acting City Manager

BY: Arlene Salazar, Assistant City Manager

SUBJECT: QUIET CANNON - PAYMENT OF INVOICES AND AMEND FISCAL YEAR 2023-24 BUDGET

DATE: July 26, 2023

RECOMMENDATION(S):

It is recommended that the City Council:

1. Approve payment of invoices for “Campus Host Services” at Quiet Cannon and surrounding premises for the period of July 2019 through April, 2023 and

2. Amend the Fiscal Year 2023-24 budget by increasing appropriations to $212,100 in Account No. 610-66-6040.10 (Golf Course, Quiet Cannon Perimeter, Other Contract Services); and

3. Take such additional, related action that may be desirable.

FISCAL IMPACT:

Certain revenue and expense activity related to the Quiet Cannon is recorded in Fund 610 (Golf Course). For Fiscal Year 2023-24, it is projected the City will receive $500,000 in revenue related to the license/operating agreement with Quiet Cannon. Expenses related to the “Campus Host Services” invoices from 2019 through 2023 will be recorded in this fund (Attachment B). Amending the FY 2023-24 budget in the amount of $212,100 is required to pay these outstanding invoices (Account No. 610-66-6040.10, Golf Course, Quiet Cannon Perimeter, Other Contract Services).

BACKGROUND/DISCUSSION:

The City received a letter on June 7, 2023 from the Quiet Cannon General Manager (Attachment A). The letter included a summary of prior year invoices as well as back-up

Page 541 of 683 ends

CITY COUNCIL AGENDA REPORT - MEETING OF JULY 26, 2023

Page 2 of 2 ends

detail for each month (Attachment B).

As outlined in the attached letter, the lateness of presenting the invoices for these services was “due to Covid and change over in [the Quiet Cannon] accounting department” which caused a lag in preparing and submitting invoices in a timely manner. The City has an arrangement with Quiet Cannon to share one-quarter of the monthly cost of the “Campus Host Services.”

The campus hosts provide security and customer service to the areas in and around the Golf Course campus (i.e., Quiet Cannon, Hilton Garden Inn, Home2Suites, Bicknell Park and related areas). The campus hosts are trained to provide security and minimize occurrences of graffiti, vandalism, property damage, etc. The hosts patrol the campus and provide a visible deterrent to anyone looking to commit a crime. The hosts help minimize incidents which would require response by Montebello Police personnel.

Staff will work with the Quiet Cannon management team to ensure more timely submittal of invoices related to these services.

2. Approve a resolution adopting the compensation plan, table of organization and job classifications for Fiscal Year 2023-24 and,

Director Solorza was available to answer any questions.

Mayor Pro Tem Peralta asked clarifying questions and Department Directors and Assistant City Manager Salazar were able to provide clarification. She commented that she does not support the Fire Battalion positions and would like to see these funds directed to Firefighters instead.

Councilmember Tamayo proposed not having a Director of Information Technology to fund public safety rank and file positions.

Mayor Torres asked clarifying questions, Director Solorza and Director Razo provided clarification, along with Assistant City Manager Salazar. Mayor Torres requested staff to make an updated graphic of what the timeline would look like for the Paving-the-Way Program. He also recommended that the Fiscal Ad Hoc Committee take on the task of discussing what the budget could look like for next fiscal year.

Mayor Torres motioned to approve the item with the following recommendations: removing funding for additional battalion chiefs, directing staff into contracting support for the Traffic and Safety meetings, and updating the language for the Traffic Engineer to reflect the needs for that position, amending the language to clarify that this was based off the 2021-23 strategic planning session, and removing the funding for Director of Public Affairs and directing the Fiscal Ad Hoc to update what's included in the budget and how the City goes about the process of noticing and informing the public.

Assistant City Manager Salazar asked for clarification on the action regarding the Director of IT/Public Affairs, as this position is currently filled and not a new department. Mayor Torres noted that, per Councilmember Tamayos' comments, that the emphasis on funding should be on rank and file staff. Assistant City Manager asked another clarifying question if they are defunding a position that somebody is already in. Mayor Torres said that is correct.

Mayor Pro Tem Peralta motioned to approve the item with the aforementioned recommendations, seconded by Councilmember Tamayo.

Councilmember Jimenez made a substitute motion to approve the item as is, seconded by councilmember Melendez. The motion failed by the following vote:
