CITY OF MONTEBELLO
CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Raul Alvarez, City Manager
BY: Cesar Roldan, Director
SUBJECT: APPROVE AMENDMENT NO. 1 TO AGREEMENT NO. 2937 BETWEEN
THE CITY OF MONTEBELLO AND SAN GABRIEL VALLEY WATER
COMPANY (SGVWC) ALLOWING FOR THE CONTINUED SERVICE OF
NON-POTABLE RECYCLED WATER FOR IRRIGATION PURPOSES AT
GRANT REA PARK FOR A PERIOD OF 10 YEARS
DATE: February 14, 2024
RECOMMENDATION(S):
It is recommended that the City Council:
1. Approve Amendment No. 1 to Agreement No. 2937 between the City of Montebello and San Gabriel Valley Water Company allowing for the continued service of non-potable recycled water for irrigation purposes at Grant Rea Park for a period of 10 years; and
2. Authorize the City Manager to execute Amendment No. 1 to Agreement No. 2937, in a final form approved by the City Attorney.
3. Take such additional, related action that may be desirable.
FISCAL IMPACT:
Proposed Amendment No. 1 to Agreement No. 2937 (Attachment A) provides the City of Montebello with a unique opportunity to continue receiving discounted recycled water at rates that yield approximately twelve thousand dollars ($12,000) in savings per year. The City receives a special contract rate for its recycled water usage based on 70% of LA-1, the Company’s General Metered Rate. As of August 1, 2023, the current LA-1 rate is $4.3048, and the California Alternative Rater for Water (CARW) surcharge is $0.2158 for a total of $4.5206 per hundred cubic feet (Ccf). The City’s contract rate is 70% of LA-1, including surcharges, for a current rate for recycled water of $3.1644/Ccf. In comparison, the current LA-6 recycled rate is $3.6591 plus the CARW surcharge of $0.2158, which
CITY COUNCIL AGENDA REPORT - MEETING OF FEBRUARY 14, 2024
equals $3.8749/Ccf. The tariffs are attached for reference (Attachment C).
The City currently utilizes recycled water for irrigation at Grant Rea Park, and pays for usage on a monthly basis. Expenditures are recorded in the appropriate General Fund account, and the Fiscal Year 2023-24 budget includes sufficient funding for water usage at the park. Therefore, no budget adjustments are needed as part of the recommended actions.
BACKGROUND/DISCUSSION:
The City entered into Agreement No. 2937 (Attachment B) with San Gabriel Valley Water Company (SGVWC) on March 13, 2014, to utilize non-potable recycled water for irrigation purposes at Grant Rea Park. Grant Rea Park is a 21.9-acre greenspace located north of Beverly Boulevard, south of Lincoln Avenue, east of Rea Drive, and west of the Rio Hondo Channel. Using non-potable recycled water is an environmentally sound solution that helps in the irrigation of the park, while conserving potable water. This processed water is subject to strict standards and is rigorously monitored by the State and Department of Public Health to ensure it continuously meets those standards. It should be noted that the Golf Course also utilizes recycled water for irrigation purposes.
SGVWV staff contacted the City to gauge if there was a desire to enter into an amendment to allow for the continued service of providing non-potable recycled water at Grant Rae Park. Section 6 of the Agreement (Effective Date and Termination) states. “…..this Agreement may be renewed by either party for an additional ten years by giving written notice to the other Party at Least sixty (60) in advance of the termination date”.
Pursuant to such provision, the City has the option to renew Agreement No. 2937 for an additional 10 years. If authorized by the City Council, Amendment No. 1 shall be executed by the City Manager on behalf of the City in a final form approved by the City Attorney’s Office.

D. Through its Parks and Recreation Division, the City strives to provide rewarding recreational programs and services for the community. CITY OF MONTEBELLO
CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Raul Alvarez, City Manager
BY: Cesar Roldan, Director
SUBJECT: AUTHORIZE AN INCREASE TO THE BLANKET PURCHASE ORDER
WITH HI-WAY SAFETY
DATE: February 14, 2024
RECOMMENDATION(S):
It is recommended that the City Council:
1. Authorize an increase to the existing Blanket Purchase Order with Hi-Way Safety in the amount of $95,000; and
2. Take such additional, related action that may be desirable.
FISCAL IMPACT:
The Public Works Department utilizes various companies to procure road and street signs used throughout the City. There is an existing blanket purchase order with Hi-Way Safety in the amount of $49,000. Public Works has reviewed outstanding invoices ($25,000) and projected additional replacement sign needs through June 30, 2025 and is requesting an increase of $95,000 to the existing blanket purchase order. Public Works staff estimates the additional funding will be sufficient to replace faded and dilapidated signs citywide for the remainder of Fiscal Year 2023-24. The increase is due in part to the enhancements related to street safety initiatives, such as street signs, perforated posts, and post anchors.
No budget amendment is needed as part of the recommended actions.
BACKGROUND/DISCUSSION:
A key component of Montebello’s commitment to public safety, efficient traffic flow, and well-maintained urban infrastructure is the Public Works Department’s maintenance of
CITY COUNCIL AGENDA REPORT - MEETING OF FEBRUARY 14, 2024
street signs. The City, as the custodian of public spaces and thoroughfares, undertakes the essential duty of installing, monitoring, and maintaining street signs throughout its jurisdiction. This responsibility encompasses a wide range of sign types, including regulatory signs, warning signs, street names, and informational signs, each serving a unique purpose in promoting safe and organized movement within the City.
Regular maintenance of street signs involves tasks such as cleaning, repairing, and replacing signs that may be damaged, faded, or otherwise compromised. A proactive approach to maintenance not only ensures compliance with traffic regulations but also contributes to the overall aesthetics and functionality of the city's streetscape.
Furthermore, increasing visibility of street signs facilitates smooth transportation, improves overall community well-being, and guides motorists, pedestrians, and bicyclists.
There has been a notable increase in community concerns regarding street signs, which are logged via the MyCivic App. Through the MyCivic App, residents inform staff that street signs are faded, damaged, unreadable, or missing. Staff take action to ensure that the street signs are replaced and in good condition and visible to the public. Staff rely on Hi-Way Safety’s products, due to their availability and low competitive costs as well as their prompt and reliable service. Furthermore, staff have utilized Hi-Way Safety for numerous years and are satisfied with their products and service.
As Montebello evolves and transportation needs change, the responsibility for street sign maintenance remains a dynamic and essential component of urban management. By prioritizing this aspect of infrastructure upkeep, the City demonstrates its dedication to the well-being of its residents and its commitment to providing a safe and efficient transportation network.

SUMMARY:
Staff is requesting an increase to the existing blanket purchase order with Hi-Way Safety in the amount of $95,000. The additional funds will allow for the payment of outstanding invoices as well as provide funding through the remainder of Fiscal Year 2023-24 for citywide sign replacement. No budget amendment is needed as part of the recommended actions.
