CITY OF MONTEBELLO

CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Raul Alvarez, City Manager

BY: David Sosnowski, Director of Recreation and Community Services SUBJECT: APPROVE PARTICIPATION IN THE LOS ANGELES COUNTY "PUBLIC POWER UP" PROGRAM FOR THE ACQUISITION OF ELECTRIC

VEHICLE CHARGING STATIONS AT CITY HALL
DATE: April 10, 2024
RECOMMENDATION(S):

It is recommended that the City Council:

1. Approve participation in the Los Angeles County "Public Power Up" Program for the acquisition of electric vehicle charging stations at City Hall; and

2. Authorize the City Manager to approve participation and sign any necessary interest forms; and

3. Take such additional, related action that may be desirable.

FISCAL IMPACT:

On September 27, 2023, City Council approved a participation agreement between the City of Montebello and Southern California Edison ("SCE") for the installation of electric vehicle ("EV") charging infrastructure under the "Charge Ready Program." To continue the process of installation of electric vehicle charging stations at City Hall, the City will be participating in the Los Angeles County "Public Power Up" Program to acquire EV charging stations. The EV charging stations will be constructed at City Hall and consist of 34 total EV ports.

SCE is covering the cost of the infrastructure for construction of the EV chargers and Los Angeles County's "Public Power Up" Program will be covering the cost of purchasing and installing the EV charging stations. Between these two programs, all the necessary funding to construct EV charging stations at City Hall is covered. Maintenance and operation costs are still being evaluated and staff will begin working with various network

operators and EV consultants to bring back an agreement for City Council consideration that covers the necessary funding for the operation and maintenance of the EV chargers, which is anticipated to be generated from energy sales from the EV charging stations.

BACKGROUND/DISCUSSION:

The State of California has partnered with SCE in establishing a "Charge Ready Program" to meet the need for electric charging infrastructure. The program launched on July 12, 2021, offering multiple programs and incentive options for existing commercial, multifamily, and public buildings to install EV charging ports across the state. The program covers "make-ready infrastructure" up to charging station stub-outs for EV charging stations. On September 27, 2023, City Council approved an agreement with SCE for the installation of EV charging station infrastructure at City Hall.

The next step in the project is the procurement of the EV charging stations. The City will be utilizing Los Angeles County's "Public Power Up" Program to cover the cost of the EV charging stations. The program provides no-cost Level 2 EV equipment, including charging stations, at public facilities in Los Angeles County's disadvantaged communities. The program's goal is to provide EV charging options for residents with limited access to privately-owned chargers. This program is offered exclusively to Southern California Regional Energy Network ("SoCalREN") enrolled agencies. SoCalREN is administered by Los Angeles County and aims to help promote energy efficiency and sustainability throughout Southern California and provides services such as project management, technical support, financing, and procurement and construction support. The City of Montebello is an enrolled agency and therefore is eligible for the program.

ANALYSIS:

The EV charging stations will be procured through The Energy Coalition (TEC), which is the agency that Los Angeles County utilizes for the "Public Power Up" Program. The City will be receiving 34 Level 2 EV charging stations with an estimated value of $191,775. City Hall has been identified as being the most practical location for use by the City's existing and potential future fleet of electric vehicles and plug-in hybrid electric vehicles, while also providing opportunities for City staff and the public to access the EV charging stations.

Participation in the Los Angeles County "Public Power Up" Program and procurement of the EV charging stations from the Energy Coalition will come at no cost to the City. Upon execution of the attached interest forms, staff will move forward with the purchase of the EV charging stations through the City's partnership with SOCALREN and TEC. All payments and purchasing of the charging stations will be handled by TEC under the "Public Power Up" program and the City will not need to provide any funding for this purchase. Staff is seeking authorization to permit the City Manager to sign all forms and

documents necessary to complete the purchase. Staff anticipate the EV charging stations will be installed and ready for use in Quarter 2 of 2025.

SUMMARY:

Staff recommends City Council approve participation in the Los Angeles County "Public Power Up" Program for the acquisition of electric vehicle charging stations at City Hall, authorize the City Manager to approve participation and sign any necessary interest forms and documents, and take such additional, related action that may be desirable.

Los Angeles County Public Power-Up
Program Interest Form
Public Power-Up provides no-cost Level 2 electric vehicle supply equipment (EVSE), including charging stations, at public facilities in Los Angeles County's disadvantaged communities. Our goal is to provide EV charging options for residents with limited access to privately-owned chargers, so facilities near multi-unit dwellings (MUDs) are eligible. Joining this program is an easy way for public agencies to support local, state, and federal climate goals while meeting the growing demand for EVs in vulnerable communities. This program is available exclusively to Southern California Regional Energy Network (SoCalREN) enrolled agencies. If you are not yet a SoCalREN agency, please register to learn more from a SoCalREN representative. 1 This interest form is nonbinding, meaning you are not committing to the participation requirements by signing this form. This is just our way of officially confirming your interest in the program. Please note that this is not a guarantee for project approval and/or funding. Reach out to your project manager (PM) to learn more.

ELIGIBILITY REQUIREMENTS
The City must complete an energy efficiency project in the 2024 calendar year. Please work with your project manager on the identification and implementation of this project.

Another program requirement that your project manager will help you assess is if your facility/facilities of interest are located within one-quarter mile of a multi-unit dwelling (e.g. apartment or condominium complex) residing in a Los Angeles County disadvantaged community, as defined by CalEnviroScreen 3.0 or CalEnviroScreen 4.0. 2 3 Participation Requirements
Please check the boxes below to indicate that your agency understands the commitment you will make should you decide to participate in the program.
