To whom it may concern:

I have been a resident of the City of Monterey since June of 2020, and in that time I have been thrilled to see the beautification of our local parks. I would love to be part of this wonderful committee to continue that work and enhance those efforts. I am currently the Managing Director of Admin and Compliance at Gathering for Women - Monterey, so I am no stranger to navigating complex laws and policies. Additionally, I have multiple connections and experience with other local environmental preservation groups that I would love to find ways to leverage to better serve the people of Monterey.

I have previously worked with the Ministerio de Ambiente y Energia (MINAE-SINAC) during my Peace Corps service in Costa Rica. This experience gave me invaluable insight on community and youth programs that engage people in outdoor spaces and conservation efforts. I have also participated in developing, implementing, and evaluating a study for Big Sur Land Trust in 2021 to determine realistic recommendations for their adult programing sector. This was the first time I stepped into the rich recreation space in Monterey County, and I think that connection will serve as a valuable reference point for me in working with outdoor spaces as they pertain to Monterey. I currently freelance with the Del Monte Forest Conservancy on their fundraising efforts and that work is very rewarding and informative as well.

I believe my current work with the Del Monte Forest Conservancy and my previous work with Big Sur Land Trust and the experience with Costa Rica's MINAE-SINAC Ministry during my Peace Corps service will be invaluable experience that I can bring to the Parks and Recreation Commission for Monterey. Additional details about my experience can be found on my attached resume. All questions can be directed to me via email or phone.

Best,
Kelli

Thank you for considering my application to serve on the City of Monterey’s Planning Commission. I bring nearly 20 years of public sector experience on the Monterey Peninsula, including 15 years with the City of Monterey, where I worked closely with the Community Development Department on a range of initiatives. I solicited public input for master plans, specific plans, and NCIP projects, and documented and celebrated major public projects and community planning efforts, helping strengthen connections between staff, stakeholders, and residents.

Currently serving on the City's Architectural Review Committee and recently appointed to the County’s Housing Advisory Committee, I have demonstrated the ability to thoughtfully balance staff analysis with community input, maintain positive working relationships with staff and elected officials, and engage the public in complex planning matters. Having lived here for the past 23 years, and with plans to call Monterey home for life, I am committed to supporting careful planning that protects the community’s unique character and quality of life.

Throughout my career and volunteer service, I have actively sought out opportunities to support local planning and community development efforts, and I see serving on the Planning Commission as an impactful way to continue that work. Thank you for the consideration.

Please find my resume attached.

Docusign Envelope ID: 18590381-D7B5-4AC9-90F9-5AE6FA09B27D I have been the alternate representative for the Glenwood Neighborhood for the past four years. Volunteering on this board has given me insight into how the City operates, helped me discover different parts of town that I wasn't familiar with, and I've developed a better appreciation for communicating viewpoints in clear, succinct ways. I work full-time as an Environmental Scientist for California State Parks, and do have a strong interest in the management of our City parks and greenspaces, which NCIP funds are often allotted for. I am also passionate about alternative transportation options, and making our city more pedestrian friendly. Facilitating the movement of residents that are sequestered at the top of Glenwood Circle down to the beach, recreation trail, or downtown area is very important for improving our community integrity, standard of living, and walkability. This is another topic that comes in front of NCIP regularly. I am glad to work with our main NCIP representative, Lee Whitney, and learn from her how to stay connected to people in our neighborhood, where most of us are renters or just passing through. I recognize the challenges of engaging these residents, and think that I can help Lee continue to do good work here. I hope I can continue to stay involved with the City and contribute to my community.

Docusign Envelope ID: AE30DEA9-3EE2-44DD-BB73-834DA9C9ABCF I have a Master's Degree in Public Administration from the Middlebury Institute of International Studies. I earned my degree studying housing policy and its implementation at the state and local jurisdiction level.

I worked for the Department of Housing and Community Development as a Housing Analyst from 2021-2022.

I worked in housing policy from 2022-2023 for a local housing and environmental advocacy organization, LandWatch. I also served as Director of Housing and Community Development for the Monterey Bay Economic Partnership, working with developers and architects on a regular basis to determine the feasibility of projects, residential, commercial, and mixed-use developments.

In 2024, I founded my own consultancy to focus my time on helping clients take advantage of new state and local legislation streamlining and lowering costs of affordable housing development while taking advantage of new zoning changes pursuant to the Housing Element update process. I also founded a Community Land Trust, the Opportunity Housing Trust, to acquire and steward land for affordable housing development on the Monterey Peninsula and in unincorporated Monterey County.

In January 2025, I was formally hired by a former consulting client, Re:Vision West (a cutting-edge workforce housing developer) as Policy and Research Specialist. I was just promoted to Vice President of the company for my exceptional work in business development, housing policy expertise, and fostering productive partnerships.

I also serve on the Board of Directors for Habitat for Humanity Monterey Bay, and will be the Secretary of the Board starting in July of 2025 as well as Chair of the Real Estate Committee.

Docusign Envelope ID: A1B1A409-1A30-43CC-9F1E-6E1D5D31A466 I have lived on the Monterey Peninsula for 20+ years after service in the Army at Fort Ord. I used to frequent the Del Monte Beach in the late 1990s and now I live here with my wife Karen in a condo we bought last year after renting other neighborhood for 2 years. I have been recently involved in the homeowners association here and have dedicated time to improving our neighborhood and our connection with the city and other neighborhoods. I support neighborhood improvement projects that are cost-effective and benefit the city and the neighborhood. I know rent controls are a hot topic and I generally support a well constructed rent control policy that respect, land owners, and renters alike.

NCIP is an important way for citizens to engage in a more beautiful and safe city.

I am excited to offer my experience and passion for community engagement in service to the City of Monterey. My background in litigation, particularly in premises liability and public infrastructure, has given me deep insight into risk assessment, liability, and the importance of safe, well-maintained streets. I’ve coordinated complex legal settlements involving sidewalk defects and pedestrian safety improvements, and I approach every issue with an analytical mindset sharpened by years of case preparation and project oversight.

As a residential and commercial real estate professional, I work with residents, investors, and business owners to improve neighborhoods and support thoughtful development. I understand zoning, property use, and housing needs, and my legal experience gives me a unique lens to evaluate public concerns and municipal impacts.

I also bring a heart for culture and connection. As an Ambassador and Special Events Committee member with the Monterey Peninsula Chamber of Commerce, I support local arts and community events. My degrees in Sociology and Spanish help me advocate for accessible and inclusive cultural initiatives.

Through years of volunteer service and leadership, including over 100 hours annually with the Boy Scouts, I’ve remained committed to building stronger, safer, and more vibrant communities in Monterey.

I have been lucky to live in Monterey for more that 30 years. The city's natural beauty, gorgeous parks and great city services all serve to support the health and joy of residents and visitors.

Until I retired 3 years ago, I was a family physician with my own practice and later, I worked in the Emergency department at CHOMP.

Now I am a docent at Point Lobos and am applying to continue as a Commissioner for Parks and Recreation. It is another great way to look after the health of the community.

I have served as a Commissioner for Monterey Parks and Recreation, I think, more than 10 years. It has been an honor to represent the residents of Monterey, and I would like to continue to do so.

Thank you,
Ellen McEwen, M.D.
