Mayor Williamson called the meeting to order at 7:34 a.m. City Clerk Klein called the roll with the Council present as indicated above.
Consent Agenda
Consent: Resolutions
1. Adopt a Resolution Ratifying the Acting City Manager’s Proclamation of a Local Emergency Related to the December 2025 Storms (Order 25-001) (Exempt from CEQA Per Article 18, Section 15269.c)
Action: Adopted Resolution No. 26-001 C.S.
On a motion by Councilmember Rasch, seconded by Councilmember Smith, and carried by the following vote, the City Council adopted Resolution No. 26-001 C.S.:

Adjourn to Closed Session
Public comment was solicited, and not received, on the closed session items. The Council adjourned at 7:37 a.m. and took up the closed session in the Orca Room at 735 Pacific Street.

At 3:00 p.m. the meeting was adjourned to Sunday, January 11, 2026, at 12:30 p.m. in the City Council Chambers, at which time the Council reconvened to hear closed session items 3 and 4.

Agency Negotiator: Valerie Phillips (Bob Murray & Associates) (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061)
Action: On a unanimous roll call vote, confidential direction was given to the City's labor negotiator; Continued to January 20, 2026
