City Council Staff Report DATE: June 8, 2022 AGENDA ITEM NO: 1 TO: The Honorable Mayor and City Council FROM: Diana Garcia, City Librarian SUBJECT: Appointment to the Library Board of Trustees RECOMMENDATION: It is recommended that the City Council consider: 1. Appointing one individual to fill a vacancy on the Library Board of Trustees; and 2. Taking such additional, related, action that may be desirable. EXECUTIVE SUMMARY: The second term of Library Trustee Jason Dhing will end on June 30, 2022, resulting in a vacancy on the Library Board of Trustees. The upcoming vacancy was advertised and the City Clerk's office has received three applications from residents interested in serving on the Library Board of Trustees: Travis Kaya, Bethelwel Wilson and Jasmine Pesantes. BACKGROUND: The Library Board of Trustees is a board established pursuant to the California Education Code and Monterey Park Municipal Code (“MPMC”). MPMC Chapter 2.80 regulates the Library Board (in addition to applicable California law). The Library Board of Trustees is responsible for administering the Monterey Park Bruggemeyer Library. The Library Board of Trustees also administers all library trust funds received by gift, bequest or devise. Education Code § 18910 provides that: “[t]he public library shall be managed by a board of library trustees, consisting of five members, to be appointed by the mayor … with the consent of the legislative body of the municipality.” This is reflected in MPMC § 2.80.020 which provides that: “[t]here is created and established a board of library trustees consisting of five members appointed by the mayor with the approval of the city council.” Pursuant to Education Code § 18911, the term of office for a trustee is three years. No person may serve more than two consecutive terms as a member of the board.

For 5 years I served as a Neighborhood Prosecutor for the City of Los Angeles, where I worked directly with LAPD, City Council, Neighborhood Council, Community Block Clubs, LAUSD, businesses, non-profit organizations, and residents to resolve quality of life issues in South LA. I regularly attended weekend and evening community meetings/events ranging from community clean-ups, public safety meetings, resource fairs, and other miscellaneous events. My experiences make me comfortable navingating competing community interests and interacting with various personalities within government and the broader community.

Bethelwel Wilson
I graduated from magna cum laude from UCLA in 2002 with a BA in Political Science and minor in Public Policy and in 2006 from UC Berkeley with a law degree.

I served almost 3 years as attorney/prosecutor for the City of Bakersfield, 3 years in the private sector where I represented school districts and medium-sized businesses in litigation disputes..

Since 2014, I have served at the Los Angeles City Attorney's Office as a prosecutor and general counsel for various departments, including the Mayor, City Council, Planning, etc.

My depth of knowledge with municipal law and experience advising local governments will allow me to make instant contributions in whatever capacity City leaders deem fit for me to serve.

If there are currently no suitable vacancies I am happy to wait until a vacancy arises.
