The City Council, the Financing Authority (MPFA), the Housing Authority (MPHA), the Geologic Hazard Abatement District (GHAD), and the Successor Agency (SA) of the City of Monterey Park held a Special Meeting of the Council in the Council Chamber, located at 320 West Newmark Avenue in the City of Monterey Park, Wednesday, May 24, 2023 at 5:30 p.m.
CALL TO ORDER:
Mayor Sanchez called the meeting to order at 5:34 p.m.

PUBLIC COMMUNICATIONS
- Molly Rhodes, represent ative of the Service Employees International Union (SEIU) 721 , request ed for a fair agreement. She stated that the State’s minimum wages is lower than the Los Angels County’s minimum wage standard and that there is a need to do better to keep people out of poverty. 71-145

- City Clerk Yee received and filed seven written communications from Lina Nguyen, Jose R. Garcia, Michael Le, Deborah Takahashi, Jesus Hernandez, Joel Toro, and John Lieu, requesting Council’s support for the SEIU labor negotiation and encouraging the approval of employees’ wage increase.
NEW BUSINESS
1. FISCAL YEAR 2023-2024 BUDGET
Consideration and possible action regarding the Fiscal Year 2023- 2024 Budget. Staff will present a brief overview of policy issues, financial prospect and economic development, challenges/solutions, goals and strategies associated with the budget including, without limitation, the following matters
• City 2023-2024 spending plan overview;
• Proposed staffing changes to reflect efficient core staffing mix; • Proposed capital improvement projects;
• Goals and Objectives presented by all departments.
Council may raise other development, policy, capital project and potential budget adjustment items for consideration as part of the Budget.
RECESSED AND RECONVENED
The City Council recessed at 8:04 p.m. and reconvened with all Council Members present at 8:14 p.m.
Action Taken: The City Council received and fil ed the Preliminary Budget documentation for Fiscal Year 2023-2024.
