Soil conditions, particularly in areas known to have high groundwater tables, rock, or filled ground, shall be prospected, and the results shown on the profile, if required by the City Engineer.
Grades.
The slope of the sewer shall be shown on the plans in feet of fall per 100 feet of horizontal distance, expressed as a percentage. Slopes used expressed in percentages shall be divisible, without remainder, by four in the hundredth column. For example,
0.36 percent complies with these requirements.
Main-line sewers--Alignment and location in street.
Where design considerations permit, main-line sewers shall have a straight alignment, and shall be located five feet from and on the northerly and easterly sides of the centerlines of streets or alleys, except on major or secondary highways where separate sewers shall be located in the roadway six feet from each curb line.
Main-line sewers--Depth.
1. The minimum depth for mainline sewers shall be seven and one-half feet.
2. Where groundwater is present, the depth for residential main-line sewers may be sufficient to provide for a house lateral with a minimum depth of at least five feet below the curb grade or centerline of street or alley grade at the property line.
3. Exceptions to the above minimum may be made only on the approval of the City Engineer.
4. House laterals--Specifications generally.
5. For each lot, a six-inch internal diameter house lateral sewer shall be provided in the street, straight in alignment and grade between the main-line sewer and the property line, with minimum depths as required by Section 15, and at right angles to the mainline sewer whenever possible.
6. Exception: House laterals constructed in the st reet under the provisions of the Monterey Park Plumbing Code, (as set out at [reference]) or house laterals provided in the street for lots restricted to single-family residential use under the provisions of [reference], may have an internal diameter of four inches.
City of Monterey Park

F-6
House laterals--Depth.
1. The depth of house laterals at the property line shall be sufficient to provide service to the lowest or farthest point to be served on the lot at a minimum grade of two percent, with the top of the pipe not less than one foot below the ground surface at any point.
2. The minimum depth for house laterals at the property line shall be six feet below the curb grade or the centerline of street or alley grade, except as set forth herein for locations where groundwater is present.
3. Where street-widening lines have been established by the Zoning Ordinance, as set out at [reference], the minimum depth shall be measured at such established line. If house laterals are constructed before the existing street is widened, the depth at the property line shall be such that extension at the same straight grade and alignment to the new property line will produce the required depth.
End structures--Location specifications.
1. End structures shall be placed at whichever of the following locations is farthest up grade:
2. Not less than 10 feet upgrade from the downgrade lot line of the last lot being served;
3. Not more than 40 feet downgrade from the upgrade lot line of the last lot being served, if there may be a future extension of the main-line sewer;
4. At a location where the house lateral and building sewer can be constructed in a straight alignment at right angles to the main-line sewer.
5. End structures shall be manholes.
Manhole structures.
Manhole structures shall be placed in the main-line sewer at all changes of alignment and gradient; the maximum distance between structures shall be not more than 350 feet. 2024 Sewer System Management Plan
H-2
Methods to Determine Spill Volume
Visual Method
A spills less than 50 gallons can be estimated using an “eyeball estimate.” To use this method, imagine the amount of water that would spill from a barrel. A barrel contains just over 50 gallons when full.
If the spill appears to be less the volume of a barrel, it may be designated as a Category 4 Spill provided it did not discharge to surface water.
Measured Volume Method
For a small contained spill, the volume may be measured as the impacted area times the average depth.
Duration and Flow Method
Volume is calculated as flow times duration.
Duration may be derived from data collected for draft and certified spill reports. The Draft Spill Report includes an entry for Estimated Start Time of Spill. The Certified Spill Report in an entry for Spill End Date and Time. The difference between the estimated start and end times of the spill represent the spill duration.
There is no practical method for direct measurement of flow from a spill. Flow may be estimated by visual comparison to the characteristics of known or calculated flows.
Flow Through Vent and Pick Holes
If flow is limited to vent and pick holes in a manhole cover, use the table below to estimate the flow.
Total flow is the sum of the individual flows.

ESTABLISHMENTS REQUIRING GREASE INTERCEPTORS:
A pretreatment system/device such as a grease interceptor is required for any new and existing food service establishment or other establishments where FOG from food preparation is introduced/discharged into the sewer system, in quantities that may cause line or public sewer stoppage, interfere with sewage treatment or private sewage disposal.
The following criteria are used by EPD to determine whether a pretreatment system will be required:
1) All food establishments in the City of Lakewood.
2) Establishment is in an area determined by EPD to have potential sewer maintenance problems by excessive grease accumulation, due to a high concentration of food service operations, physical condition of the public sewer system or other factors. Currently identified areas include, but are not limited to, all or portions of the following:
ඵ City of La Verne.
ඵ City of Monterey Park.
ඵ City of Gardena.
ඵ City of West Hollywood.
ඵ City of Cerritos.
ඵ Hacienda Heights/Rowland Heights.
ඵ City of La Puente.
ඵ Marina del Rey.
3) Establishment has a seating capacity of 150 people or more. 4) Establishment discharges to sewer whose grade is less than the minimum grades established by local sewer maintenance agency. The following minimum grades established for those areas where PW is the agency responsible for sewer maintenance.
5) Establishment discharges to a sewer which is less than 8 inches normal diameter.
City of Monterey Park
2024 Sewer System Management Plan
I-5
6) Establishment discharges to a dead-end sewer or is located near the end of the sewer line with minimal or no upstream flow.
7) Establishment is engaged in food services where a significant portion of product produced is dispensed through delivery, drive-thru, or take out and/or foods served have initial fat content or are prepared using grills, fryers, stir-fry type (wok) ranges, barbecues, or similar devices where grease must be collected for disposal or utensils must be frequently cleaned.
EXEMPT ESTABLISHMENTS:
Food service establishments of all types may be exempted from grease interceptor installation requirements where the point of connection is to a sewer operated and maintained by a public agency other than PW or an Industrial Waste Control Program contract city and the jurisdictional agency does not require grease interceptor installation. Voluntary installations in such situations where the establishment is physically located within Public Work's jurisdiction shall be subject to this guideline.
Businesses whose operations are limited to the sale of beverages only and/or businesses that do not utilize any cooking equipment(s) may be exempt from installing a grease pretreatment device.
Depending on the local jurisdiction ordinances or at the discretion of the County Engineer, such businesses may still be subject to proposing/installing grease pretreatment devices. Even if a food service establishment may be exempt, the site will still be reviewed according to the LACC, Title 20, Division 2 by a County Engineer for consideration and/or approval. If the site is not located in Unincorporated Los Angeles County or one of the Industrial Waste Control Program contracted Cities, then the site will not be reviewed by EPD and must check with the local jurisdiction on the process for whether a grease pretreatment device will need to be installed.
GREASE INTERCEPTOR INSTALLATION REQUIREMENTS:
The proposed grease interceptor(s) shall satisfy the following criteria:
1. Grease interceptor shall be installed in the waste line downstream and as close as practical to fixtures or equipment where grease may be introduced into the drainage or sewer system.
2. Grease interceptor capacity shall be determined by following the California Plumbing Code 2016 Table 1014.3.6*, which are referenced below. Minimum sizing shall not be less than 750 gallons, and no more than 1500 gallons (upper limit for restaurants only), unless otherwise authorized by EPD.
City of Monterey Park
2024 Sewer System Management Plan
I-6
3. Grease interceptors shall be designed and constructed in accordance with Public Works Standard Plan No.2046-0 or other design specifically approved by EPD. Restaurant grease interceptor shall not include a sampling box, unless otherwise required and/or approved by EPD.
4. There shall be an adequate number of manholes to provide access for cleaning all areas of a grease interceptor, a minimum of two (2) per interceptor. Manhole covers shall be gas tight in construction having a minimum opening dimension of twenty-four (24) inches.
5. In areas where vehicle traffic may exist, the grease interceptor shall be traffic rated by the manufacturer to the loads designated for the installation location and cover.
6. Toilets, urinals, showers, drinking fountains, and other domestic sanitary waste fixtures shall not discharge through the grease interceptor.
7. Any waste generated from fixtures such as ice bins and ice machines, as well as condensate from walk-in coolers, refrigeration, and air conditioning units, need to be discharged to sewer line and not to the grease interceptor line to prevent the premature solidification of greases in sewer lines.
8. Discharges from hot fixtures such as dish washers as well as a temperature more than 140°F need to be discharged to sewer line and not to the grease interceptor line.
9. Unless otherwise approved by EPD, the following facilities/fixtures shall discharge through the grease interceptor: Mop sinks, pot sinks, stir-fry type (wok) range drains, hand sinks and floor sinks in food preparation, cooking, can, cart, and mat wash areas and other grease accumulating fixtures.
10. All wastes shall enter the first compartment of the grease interceptor through the inlet pipe only.
11. Grease interceptor shall be maintained in efficient operating condition by periodic removal of accumulated grease. No such collected grease from the oil bins (for instance) shall be deposited on-site or introduced into any drainage piping, street, gutter, storm drain or public or private sewer.
12. Approval of the location of the indoor pretreatment device by the department of Public Health and Safety is required.
13. Each grease interceptor shall be installed and connected so that it is easily accessible for inspection, cleaning, and removal of accumulated grease, at all times.
14. A grease interceptor shall serve only the establishment where facility was required. Special consideration may be given to multiple businesses establishment connections to a common interceptor where individual installation is not practical and:
a. all tributary establishments are under lease to a common property owner, b. the property owner agrees to be responsible for the interceptor maintenance, c. the interceptor is sized for the combined flow for all establishments served by the facility, and d. the property owner obtains and maintains in full effect an Industrial Waste Disposal Permit for operation of the facility.
15. The introduction of bacteria or similar product(s) into the grease interceptor or sanitary sewer system for the purpose of maintenance shall be subject to prior approval by EPD.
16. Unless specifically required and/or permitted by EPD, no food waste disposal unit (garbage grinder) shall be connected to or discharged into a grease interceptor.

ALTERNATIVE PRETREATMENT DEVICES:
Alternative Grease Recovery Systems in lieu of a restaurant grease interceptor may be authorized by EPD for establishments subject to the above criteria where one of the following can be demonstrated:
I. Inadequate slope exists or cannot be provided for gravity flow between:
a. the otherwise desirable grease interceptor location and the public sewer or collection lines, and/or
b. plumbing fixtures tributary to grease-laden operations and an acceptable grease interceptor location.
II. Inadequate room exists at the site for installation and/or maintenance of a grease interceptor.
INDUSTRIAL WASTE DISPOSAL PERMIT REQUIRED:
All pretreatment facilities weather required by EPD or installed voluntarily shall be maintained and operated under a valid Industrial Waste Disposal Permit (IWDP) for the operating life of the facility. The IWDP may be subject to conditions and limitations including a scheduled maintenance program for substandard or excessively loaded facilities.
Prior to EPD approving a proposed alternative pretreatment device, the applicant must submit the following for consideration:
I. Written justification.
II. Sizing calculations as outlined under the Formula for Sizing Restaurant Grease Interceptors.

ALTERNATIVE SYSTEMS
EPD has organized a list of Acceptable Pretreatment Facilities for Food Service Establishments and Food Processing Operations which is attached for the applicant’s reference. The purpose of this list is to narrow the applicant’s search for alternative systems by detailing previously approved devices which meet the County’s pretreatment standards. Alternative systems not described on the list may be proposed and will be reviewed according to the LACC, Title 20, Division 2 by a County Engineer for consideration and/or approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTEREY
PARK, CALIFORNIA, DECLARING AND RECOGNIZING THE MONTH
OF MAY 2024 AS MENTAL HEALTH AWARENESS MONTH
BE IT RESOLVED by the Council of the City of Monterey Park as follows:
SECTION 1: The City Council finds as follows:
A. Mental health is a state of mental well-being that enables individuals to cope with the stresses of life, realize their abilities, learn well and work well, and contribute to their community. Mental health is an essential part of one’s well-being, impacting individuals, families, and communities across the nation.
B. Initiated by Mental Health America in 1949, May has been recognized as Mental Health Awareness Month and provides an opportunity to raise awareness and educate the public about mental health and reduce the stigma surrounding mental illness.
C. One in five American adults experiences a mental health condition each year and everyone faces challenges in life that can impact their mental health. Mental health remains shrouded in stigma despite its prevalence, preventing many from seeking help, and early intervention and access to quality care are crucial for managing mental health conditions and improving our overall quality of life.
D. Designated by its founding organization (Mental Health America), the 2024 theme of Mental Health Awareness Month, is “Where to Start: Mental Health in a Changing World.” Although society is getting more comfortable with discussing mental health, it is important to know where to start seeking help when pressures from work, school, relationships, and societal factors (e.g., politics, climate change, and the economy) begin to impact our daily lives.
E. The Monterey Park City Council encourages all residents to: educate themselves and others about mental health conditions, treatment options, and available resources; seek help if they are struggling with their mental health and encourage others to do the same; challenge stigma by speaking respectfully and inclusively about mental health; and create safe and supportive environments for open conversations about mental health.
F. Learning, acting on, and advocating for everyone’s mental health will help foster a community where everyone feels empowered to prioritize their mental well-being and seek help when needed. The Monterey Park City Council hereby proclaims the month of May 2024 as Mental Health Awareness Month to increase public understanding of the importance of mental illness and to promote early identification and treatment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTEREY
PARK, CALIFORNIA, DECLARING AND RECOGNIZING THE MONTH
OF MAY 2024 AS ASIAN AMERICAN, NATIVE HAWAIIAN, AND
PACIFIC ISLANDER HERITAGE MONTH
BE IT RESOLVED by the Council of the City of Monterey Park as follows:
SECTION 1: The City Council finds as follows:
A. Asian Americans, Native Hawaiians, and Pacific Islanders (AANHPI) strengthen our economy as entrepreneurs, business owners, and employees who initiate and expand opportunities for their families, communities, and country. Their languages, art, cuisine, and other cultural elements have enriched the American experience. Many have fearlessly responded to the call of duty to defend our freedom as members of our Armed Forces.
B. Approximately 21 million residents of the United States identify themselves as Asian and approximately one million residents of the United States identify themselves as Native Hawaiian or other Pacific Islander, totaling about 6.6% of the entire United States population.
C. In 1977, Congress introduced a House resolution to proclaim the first ten days of May as Asian/Pacific American Heritage Week, a celebration of Asians and Pacific Islanders in the United States. In October 1978, President Jimmy Carter signed into law a joint resolution that the President should proclaim a week, which included the seventh and tenth of the month, during the first ten days in May of 1979 as Asian/Pacific American Heritage Week.
D. During the next decade, U.S. Presidents passed annual proclamations for Asian/Pacific American Heritage Week until 1990 when Congress voted to expand the celebratory week to a month-long celebration. In May 1992, the month of May was permanently designated as Asian/Pacific American Heritage Month, and on April 30, 2021, President Joseph R. Biden officially signed Proclamation 10189, now recognizing the month of May as AANHPI Heritage Month.
E. AANHPI Heritage Month is celebrated in May to commemorate two key milestones: the arrival of the nation’s first Japanese immigrants (May 7, 1843) and Chinese workers’ pivotal role in building the transcontinental railroad (completed May 10, 1869).
F. The Federal Asian Pacific American Council (FAPAC) has announced that the 2024 theme for AANHPI Heritage Month is “Advancing Leaders Through May 1, 2024
City Communications - 6B
Innovation” which pays homage to the visionaries and trailblazers who have shaped the history of AANHPI and continue to influence their collective future.
G. Innovation, resilience, and a pioneering spirit are cornerstones of American leadership and numerous AANHPI leaders have made lasting contributions to our Nation’s economic prosperity, technological advancements, and social/political change through their ingenuity and creativity while navigating significant cultural and systemic barriers.
H. Understanding history is essential for celebrating AANHPI Heritage Month. The AANHPI community has endured and overcome hardship and heartache. In the earliest years, tens of thousands of Gold Rush pioneers, coal miners, transcontinental railroad builders, and farm and orchard laborers were subject to unjust working conditions, prejudice, and discrimination, yet they excelled.
I. Even in the darkness of the Exclusion Act and Japanese Internment, Asian Americans, Native Hawaiians, and Pacific Islanders have persevered, providing for their families and creating opportunities for their children. We acknowledge these Americans for their contributions to government, industry and commerce, agriculture, science, literature, and the arts.
J. California is one of the states with the most prominent AANHPI populations.
We acknowledge the historical and cultural contributions of the AANHPI community in the development of the State of California and our nation.
K. The diversity of these groups includes Asian Indian, Bengali, Burmese, Cambodian, Chinese, Filipino, Guamanian, Hawaiian, Hmong, Indonesian, Japanese, Korean, Lao, Malayan, Okinawan, Pakistani, Samoan, Thai, Vietnamese, and others.
L. The City of Monterey Park is well-known for its vibrant AANHPI community.
More than 65.0% of its community members identify themselves as AANHPI which continues to contribute to the City’s melting pot of cultures, diversity, and sense of belonging.
M. The City of Monterey Park is also renowned for its cultural, educational, and festive programs celebrating the AANHPI community such as the Cherry Blossom Festival and Lunar New Year Festival. Both festivals attract thousands of visitors from all over the world annually to celebrate the rich tapestry of AANHPI culture through food, music, and cultural performances.
N. The people of the United States join together each May to pay tribute to the contributions of generations of AANHPI that enriched the history of the nation, and the Monterey Park City Council hereby proclaims the month of May 2024 as AANHPI Heritage Month.
SECTION 2: Electronic Signatures. This Resolution may be executed with electronic signatures in accordance with Government Code §16.5. Such electronic signatures will be treated in all respects as having the same effect as an original signature.
SECTION 3: Recordation. The Mayor, or presiding officer, is authorized to sign this Resolution signifying its adoption by the City Council of the City of Monterey Park, and the City Clerk, or her duly appointed deputy, may attest thereto.
SECTION 4: Effective Date. This Resolution will become effective immediately upon adoption and will remain effective unless repealed or superseded.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTEREY PARK DECLARING MAY 6, 2024, THE DAY OF INCLUSION OF THE 142ND ANNIVERSARY OF THE PASSAGE OF THE CHINESE
EXCLUSION ACT
BE IT RESOLVED by the Council of the City of Monterey Park as follows:
SECTION 1: The City Council finds as follows:
A. On May 6, 1882, President Chester A. Arthur signed the Chinese Exclusion Act, the nation’s first law to prohibit immigration solely based on ethnicity and national origin. The Act, renewed in 1892 and 1902, and made permanent in 1904, prevented Chinese laborers from entering the United States and denied Chinese individuals a pathway to citizenship for more than 60 years.
B. In 1943, Congress repealed the Chinese Exclusion Act which was then followed by laws that led to an immigration system that better reflects our current values as a nation of immigrants.
C. The U.S. Senate and House of Representatives unanimously condemned the Chinese Exclusion Act and affirmed a commitment to preserving civil rights and constitutional protections for all people in 2011 (Senate Resolution 201) and 2012 (House Resolution 683).
D. The Chinese community has endured and overcome hardship and heartache through the Chinese Exclusion Act. Despite the darkness of this Act, the Chinese community has persevered, providing for their families and creating many opportunities for their children.
E. America is a greater and more prosperous nation because we practice the ideals of inclusion, embracing everyone regardless of race, color, national origin, religion, or gender. As a resilient community, we must safeguard the rights of immigrants, refugees, and all communities suffering from dangerous rhetoric and policies to ensure history does not repeat itself.
F. The City Council of Monterey Park declares May 6, 2024, the Day of Inclusion on the 142 nd anniversary of the passage of the Chinese Exclusion Act. We recognize the ramifications of the Chinese Exclusion Act, which caused racially discriminatory immigration measures, and honor the contributions of all Chinese Americans who have enriched our communities.
