RECOMMENDATION COMMITTEE (SPARC) AND NEXT STEPS
On May 22, 2024, the City Council created the SPARC ad hoc committee. The SPARC is led by the Mayor and the Mayor pro tem who are authorized to appoint individuals to the SPARC to consider the future development of Saturn Park.
The Mayor and Mayor pro tem met on May 29
th to identify potential committee
members. Individuals will be contacted in the next few days to see if they are able to serve on the SPARC.
The ad hoc committee also discussed the potential for a moratorium on new development within Saturn Park during the time period that the SPARC considers options. There are inquiries currently pending with the City for new businesses at existing location based upon the current zoning regulations. If directed by the City Council, the City Manager and City Attorney would prepare documents for the next City Council meeting in June to consider whether a moratorium temporarily pausing new land use applications should be adopted. Any such moratorium would require a 4/5 vote of the City Council; would place an initial 45 day hold on land use applications; and may be subsequently extended for 10 months and 15 days (there is also the possibility for a subsequent extension of one year).
It is anticipated that the SPARC would have four total meetings and would wrap up consideration of new land uses in late August or September. Any recommendations from the SPARC would then be brought to the City Council pursuant to Monterey Park Municipal Code § 2.56.020(c).
