The City Council, the Financing Authority (MPFA), the Housing Authority (MPHA), the Geologic Hazard Abatement District (GHAD), and the Successor Agency (SA) of the City of Monterey Park held a Special Meeting of the Council in Room 266, Second Floor of City Hall, located at 320 West Newmark Avenue in the City of Monterey Park, Wednesday, January 21, 2026, at 5:30 p.m.
1. Call to Order
Mayor Yang called the meeting to order at 5:39 p.m.
2. Roll Call
City Manager Inez Alvarez called the roll:
Council Members Present: Henry Lo, Vinh Ngo, Jose Sanchez, Thomas Wong, Elizabeth Yang
Council Members Absent: None.
Also Present:
City Attorney Karl Berger
Assistant City Manager Diana Garcia
Deputy City Clerk Cindy Trang
Virtually Present: None.

5.A. Appoint Labor Negotiator for Contract Negotiations with City Manager

Recommendations:
It is recommended that the City Council consider:
1. Appoint the City Attorney as negotiator for Closed Session Item No. 6A
2. Taking such additional, related action that may be desirable.
Action Taken: The City Council approved the recommendation.
Motion: Moved by Council Member Wong and seconded by Council Member Ngo, motion by the following vote:
Ayes: Council Members: Henry Lo, Vinh Ngo, Jose Sanchez, Thomas Wong, Elizabeth Yang
Noes: Council Members: None
Absent: Council Members: None

6. Closed Session
Upon conclusion of Closed Session, the Mayor and/or City Attorney will announce any reportable actions in accordance with the Brown Act.
The City Council adjourned to Closed Session at 5:40 p.m.
