Staff Recommendation: 1) Disaster Council - Recommend approval of the 2022 City of Moorpark Emergency Operations Plan; and 2) City Council - Adopt Resolution No. 2022-4086, approving the 2022 City of Moorpark EOP, and rescinding Resolution No. 2014-3312, subject to EOP final language approval by the City Manager, and authorize the Mayor to sign a promulgation letter constituting the adoption of the EOP by the City of Moorpark. Consider Waiver of City Purchasing Procedure Pursuant to Moorpark Municipal Code Section 3.04.120 and Consider Service Proposal with FirstNet for Mobile Device Cellular Services. Staff Recommendation: 1) Authorize staff to waive the purchasing procedures set forth in Section 3.04.120 of the Moorpark Municipal Code; and 2) Approve Service Proposal with FirstNet and authorize the City Manager to execute the service in the amount of $54,595.36, subject to final language approval by the City Manager.
