DRAFT

CITY OF MOORPARK

SPEED HUMP POLICY
Recommended Guidelines for the Installation of Speed Humps on Public Streets within the City of Moorpark
The installation of speed humps is intended to reduce incidences of excessive vehicular speeding on residential roadways. These guidelines should be used to determine whether or not speed humps may be installed based on criteria for justification, effectiveness, and impact.

A. ELIGIBILITY CRITERIA POLICY FOR SPEED HUMPS
Requests for speed humps should be initiated by the property owner and be supported by written documentation. Residents may request for a speed hump to be installed on the street they reside on by submitting a Speed Hump Petition. Petition forms are available at the City. • Petition: Upon filing with the City a written Speed Hump Petition request must be signed by 75% or more of the affected property owners fronting along the street (One signature per property).

The City Council is to make the final determination on all speed hump installations. • Road Width: The road must not be wider than 40 ft.
• Travel Lanes: The maximum number of travel lanes shall be two. Roadways with two travel lanes and a 2-way left turn lane shall not be considered.
• Residential Street: The road must meet California Vehicle Code definition of a residential street and has a speed limit of 25 mph. The residential street shall not be a culdesac and shall be a minimum of a quarter mile (1,320 feet) in length.
• Street Grade: Speed humps shall not be installed on a street grade that exceeds a slope of 8%. • Traffic Volume: Streets should have a minimum daily of 2,000 vehicles per day (vpd) or 200 vehicles per hour during any peak period before humps are considered. This volume of traffic is the level at which the residential character of the street is compromised. This criterion may be reduced to 1,500 vpd if two or more of the following road conditions exist as determined by the City Engineer:
a. A school (grades K-12) is located along or adjacent to the street; b. There are no street lights;
c. There are no sidewalks;
d. The street experiences periods of high pedestrian or bicycle activity; e. Sight distance issues exist at cross street intersections that cannot be resolved by other engineering measures;
f. Short cutting from adjacent arterial streets exceeds 35 percent of total vehicle volume during two or more peak hour periods;
g. A park is located along the street;
h. The street width is less than 36 feet curb to curb;
i. The street has a curve radius of less than 300 feet at two or more points along the street. • Traffic Speed: More than 75 percent of vehicles exceed a speed of 25 mph. • Control of Approach Speed: The approach of the location of the first speed hump must be able to be effectively controlled via physical design feature as determined by the City Engineer. physical design of the road shall reasonably allow vehicles speeds to be effectively and safely controlled to the approach of the Speed Hump system. In most cases, and based on an engineering evaluation, speed humps shall not be installed on a street where the horizontal grade at any point exceeds a longitudinal slope of eight (8) percent. • Emergency Vehicle Response: Requested Speed Hump system shall not significantly increase emergency vehicle response time. Local Fire, Police, and Ambulance providers shall be requested to provide technical input during the engineering evaluation phase to determine if there may be a significant increase in emergency response time. The City Engineer shall have the discretion to implement speed cushions in lieu of speed humps where emergency response time may be impacted. Speed cushions typically consist of three or four raised, separated mounds that are similar to traditional speed humps in that they are designed to discourage speeding. Speed cushions allow emergency vehicles to pass through freely in comparison to a speed hump.

B. RULES AND REGULATION POLICY FOR SPEED HUMPS
• Petition Review: All requests for Speed Hump shall originate from the property owners “along the affected streets” in the form of a formal written petition and be circulated by the property owners themselves. Petition forms are available in the Public Works Department. The City shall conduct an engineering review and technical evaluation process and prepare a report. City employees shall not collect petition signatures. The purpose of the petition is to show general and strong neighborhood support for installation of Speed Humps. Each property owner’s signature shall be verified. Only one signature per property shall be allowed. Public Works staff shall notify the anticipated area of Speed Hump impact which is generally larger than the “petition area” since neighbors living in nearby streets may still be affected by the installation of the speed hump because of the potential for diverted traffic routes.
• Traffic Study: After compliance and completion of the above items, a Traffic Study shall begin the traffic review process. The review includes verification of petition of signatures, conducting traffic surveys to obtain traffic data, and comparison of road conditions with the Eligibility Criteria.

A Speed Hump Request shall meet ALL items in “Eligibility Criteria Policy for Speed Humps”. • Placement: If street lighting exists on the street, speed humps should be installed as close as possible to the lights for maximum illumination. Care should be taken to avoid driveways and manholes.

C. PROCEDURE POLICY FOR PROCESSING SPEED HUMP REQUESTS
• Meeting Schedule Process: If the 75 percent petition signature rate is met, a meeting of the Transportation and Public Works (TPW) Standing Committee shall be scheduled to review the request after staff has completed the necessary traffic data analysis. If recommended by the TPW Standing Committee, the request shall be presented to the City Council for final approval at the soonest available and reasonable meeting date. The lead petitioner shall be advised of the recommendation and meeting by staff. Staff shall also establish and distribute notices of the meeting to area residents in the “notification area.” “Notification area” encompasses the street where the speed hump is requested to be installed, as well as surrounding streets that may see traffic impacts from the installation of the speed humps. • Appeal Process: If the Transportation and Public Works Standing Committee denies the request, the speed hump review process is terminated unless an appeal to the City Council is filed within 14 calendar days after the date of denial. An appeal may be filed by any resident residing within the petition area. Every effort shall be made to schedule the appeal for consideration by City Council within ninety (90) calendar days.

• Decision Process: If approved and as directed by City Council, the design process begins for the installation of Speed Humps on the requested street. The decision of City Council is final.

Depending on the availability of City funding, the design process shall commence. After completion of Speed Hump design plans, requirements, and bidding procedures, if any, every effort shall be made to install the traffic calming measures within 20 weeks.

TRANSPORATION AND PUBLIC WORKS STANDING COMMITTEE

AGENDA REPORT
TO: Transportation and Public Works Standing Committee
FROM: Michelle Woomer, Senior Management Analyst

DATE: 05/12/2025 Special Meeting
SUBJECT: Review of Draft Speed Hump Policy

BACKGROUND
Upon research and outreach to the various Public Works departments of neighboring cities such as Cities of Agoura Hills, Calabasas, Simi Valley, and Thousand Oaks, staff has drafted a Speed Hump Policy. A Speed Hump Policy provides a pathway for residents to request for speed humps in their neighborhood. Residents who are concerned about speeding issues in their neighborhoods may initiate a speed hump installation request by engaging their neighbors in the process.

DISCUSSION
Speed humps are traffic calming devices generally designed for low-speed roads. They are usually less than four inches high but 10 to 12 feet in length; and are typically utilized on residential streets where speed limits do not exceed 25 miles per hour. Installation of speed humps are generally desired for the purpose of increasing the safety of residential streets and improving traffic flow throughout a residential area.

The positive impacts of speed humps are the potential to reducing vehicular speeds, potential to reduce accidents related to speeding and reduction of traffic related complaints from residents. The negative impacts of speed humps include causes traffic to divert to adjacent street so the issue regarding speeding may be moved to another portion of the neighborhood where speeding was not an issue.

Additionally, emergency vehicle response time may be affected due to the vehicles needing to drive over the speed humps very slowly. Creation of noise may also be a concern when speed humps are constructed due to vehicles driving over the speed humps. Lastly, installation of speed humps may cause accidents for vehicles that go over them at an accelerated speed.

The process request for speed hump installation must be first initiated by a property owner. The following are steps required to process a speed hump installation.
