COMMITTEE AGENDA REPORT
TO: Administration, Finance and Public Safety Committee (AFPS) FROM: Ky Spangler, City Clerk
DATE: 10/07/2026 Regular Meeting
SUBJECT: Consider Additional Question(s) to be Added to Application Form for Citizen Service on City Council Appointed Boards, Committees, and Commissions
DISCUSSION
On September 2, 2026, the Administrative, Finance, and Public Safety (AFPS) Committee, comprised of Mayor Enegren and Councilmember Castro, directed staff to return to the Committee to consider the possibility of revising or adding additional questions to the existing application for citizen service on City Boards, Commissions, or Committees.
The questions currently included on the applications are designed to be consistent across each of the Boards and Commissions (except for the Arts Commission and Area Housing Authority, which use slightly different phrasing based on specific functions or criteria of the board, committee, or commission), and to collect information on the experience and background of applicants. A copy of the current questions is included as an Attachment to this report.
Any changes requested by the Committee will be incorporated into an updated application form and presented to the full City Council for consideration at its meeting on October 21.
Recruitment for the three primary Commissions - Planning, Parks and Recreation, and Arts - will open on Monday, October 26, and will run for five weeks ending on Sunday, December 6. Council will interview and appoint Commission applicants at its meeting on December 16. This schedule facilitates appointments in time for Commission meetings commencing in January.
