1. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Mayor Sos.
ROLL CALL
Councilmembers present: Mayor Renata Sos and Vice Mayor Teresa Onoda, Councilmembers: Kerry Hillis, David Shapiro, and Steve Woehleke Councilmembers absent: None
Mayor Renata Sos stated that there was no reportable action from the January 17, 2023 Special Meeting Closed Session agenda.
2. PLEDGE OF ALLEGIANCE
Town Manager Brian Dolan led the Pledge of Allegiance.
3. PUBLIC COMMENTS AND SUGGESTIONS
There were no comments from the public.
4. ADOPTION OF MEETING AGENDA
There were no comments from the public.
Motion and second, Onoda and Hillis, to adopt Meeting Agenda, passed unanimously.
STUDY SESSION
A. Informational Report on the 2023-2031 Moraga Housing Element and Related Documents
Mayor Sos introduced the item. Planning Director Afshan Hamid introduced the team and provided the staff report. Consultant Barry Miller of Barry Miller Consulting provided the presentations.

The report was presented in sections:
• General Plan Consistency Amendments
• Moraga Center Zoning Amendments
• Rheem Center Zoning Amendments
• Final Environmental Impact Report - presented by Darcy Kremin, Director of Environmental Planning, Rincon Consultants
• 2023-2031 Housing Element Update - presented by Stephanie Hagar, Principal, BAE Urban Economics
Planning Director Hamid and the consultants responded to Council's questions. Town Attorney Karen Murphy and Town Manager Brian Dolan provided clarification.
