1. CALL TO ORDER
The regular meeting was called to order at 6:30 p.m. by Mayor Teresa Onoda.

Councilmembers absent: David Shapiro

A. Friends of the Library
Sally Whittaker presented on behalf of Friends of the Library.

Hannah Mattioda presented on behalf of the Moraga Chamber of Commerce.

ADOPTION OF MEETING AGENDA
Town Council Regular Meeting Minutes 1 June 12, 2024
ACTION:

Approve modification to the meeting agenda with Item 10-A, Ordinances, Resolutions and Requests For Action - Art in Public Spaces Interview, to be considered prior to Item 7.

10. ORDINANCES, RESOLUTIONS AND REQUESTS FOR ACTION
A. Art in Public Spaces Candidate Interview
Interview and consider applicant, Rachel Smith for appointment to an open seat replacing one voting Community member on the Art in Public Spaces Committee for a three-year term of office.
The Town Council conducted an interview with applicant Rachel Smith for an open seat on the Art in Public Spaces Committee.
Council discussion followed.
There were no comments from the public.

Council appointed Rachel Smith to fill an open seat on the Art in Public Spaces Committee for a three-year term of office.

7. CONSENT CALENDAR
7.1 Receive Accounts Payable Claims for: April 30, 2024 - May 30, 2024 ($435,135.70).
7.2 Approval of Minutes for the May 06, 2024 Lamorinda Joint Special Meeting and the May 22, 2024 Regular meeting of the Moraga Town Council.
7.3 Authorize a Proclamation recognizing June 2024 as Pride Month.
7.4 Authorize a Proclamation recognizing June 19, 2024 as Juneteenth.
7.5 Adopt a Resolution calling and giving notice of a General Municipal Election on Tuesday, November 5, 2024, for the election of three (3) Town Councilmembers for a full four-year term; requesting the Board General Municipal Election with the Statewide General Election and provide election services; and setting specifications of the Election and Voluntary Candidate's Statement of Qualifications and other related actions.
7.6 Adopt a Resolution accepting a public art sculpture to be placed at the Moraga Library authorizing the Town Manager to execute a Public Town Council Regular Meeting Minutes 2 June 12, 2024
Artwork Donation Agreement with Bobbie Preston and appropriating $500 in Fund 134 for the Fiscal Year 2023-2024 Budget.
7.7 Adopt a Resolution establishing the FY 2024/25 list of streets to be funded by Senate Bill 1: The Road Repair and Accountability Act of 2017.
7.8 Authorize the 1st Amendment to the Town Manager Employment Agreement between the Town of Moraga and Scott Mitnick.
Consent Items 7.3, 7.4 and 7.6 were pulled for discussion by Councilmember Woehleke, Sos and Hillis.

8. REPORTS
A. Mayor and Councilmembers
The Mayor and Councilmembers provided updates on meetings they had attended along with events and activities in Moraga.
Vice Mayor Woehleke Attended the Fire Safety Community meeting on May 30, 2024. Gave a recap of the contents of the Fire Safety Community meeting. Recommended proactive approach to fencing surrounding homes pertaining to "zone zero". Town Manager, Mitnick mentioned there will be an upcoming meeting with the Fire District pertaining to zone zero.
Councilmember Hillis attended Director's meeting for RecycleSmart and gave a report out. Will attend a RecycleSmart Franchise Vendor Selection Ad Hoc Committee meeting.
Councilmember Sos Expanded upon Councilmember Hillis' report out on the RecycleSmart Franchise Vendor Selection Ad Hoc Committee, giving details on the committee's purpose.
Mayor Onoda nothing to report.

B. Town Manager
Town Manager, Mitnick referred the Council to Consent Item 7.7 and made reference to the street list pertaining to upcoming road work. Councilmember Hillis asked clarifying questions regarding the street repair list. Public Works Director, Shawn Knapp addressed Councilmember Hillis' questions. Town Manager, Mitnick, announced the Town received the GOA National Budget Award for converting from an Annual Budget to a Biennial Budget. Town Manager, Mitnick thanked Staff members Sylvia Wells, Donna Sullivan and ASD Director, Katie Bruner for the contributions to the Biennial Budget process.

10. ORDINANCES, RESOLUTIONS AND REQUESTS FOR ACTION
B. FY 2024-25 Street Lighting Assessment District No. 1979-1 Engineer's Report, Resolution declaring the Town's intention to levy and collect assessments, and set a public hearing for July 10, 2024
Adopt a Resolution approving the FY 2024-25 Street Lighting Assessment District No. 1979- 1 Engineer's Report.
Adopt a Resolution declaring the Town's intention to levy and collect assessments for FY 2024-25.
Set a Public Hearing date for July 10, 2024, to receive public input on Assessment District No. 1979-1 and proposed assessment, which is not proposed to increase from previous year.
Staff member, Shawn Knapp presented the item.

14. TOWN MANGER FOLLOW-UP AND ANNOUNCEMENTS
Town Manager, Mitnick announced the June 26, 2024 Town Council meeting and provided a budget update. Town Manager, Mitnick announced the Joint Town Council and Planning Commission meeting will take place on July 10, 2024. Upcoming events: June 30th, from 8am - 11am at CC's Cafe will be "Coffee with a Cop", Summer camps have begun, July 4" preparations are in the works, the Fall Activity Guide is in production, and the summer concert series starts on June 13th.
