1. CALL TO ORDER
The regular meeting was called to order at 5:30 p.m. by Mayor Teresa Onoda.

2. PLEDGE OF ALLEGIANCE

3. PRESENTATIONS
A. Proclamation - Declaring October 2024 as Bullying Prevention Month Moraga Scout Troops 212, 234. 246 and 402, accompanied by Troop Leaders Wendell Baker, Anna Wah and Kimberly Anderson, took turns reading the Proclamation declaring October 2024 as Bullying Prevention Month.
B. Community Service Day
Katie Bidstrup presented information pertaining to the upcoming Community Service Day.
C. Lamorinda Arts Council
Sue Farmer and Ali Kozell presented on behalf of the Lamorinda Arts Council.

5. ADOPTION OF MEETING AGENDA
Motion: Sos / Second: Hillis
Approve modification to the meeting agenda with Item 9-A, Department Reports - Contra Costa County Library Commission Candidate Interview, to be considered prior to Item 6, Consent Vote: (5-0)
9. DEPARTMENT REPORTS
A. Contra Costa County Library Commission Candidate Interview Staff recommends Council interview, consider and appoint applicant, Amenda Kung to the open primary seat on the Contra Costa County Library Commission for a 4-year term of office.
Council asked clarifying questions and provided feedback.

Appoint applicant, Amenda Kung to the open primary seat on the Contra Costa County Library Commission for a 4-year term of office.

6. CONSENT CALENDAR
6.1 Approval of Minutes for the August 28, 2024, Regular and Special, Study Session meetings; and the September 11, 2024 Regular and Special, Joint Town Council and Planning Commission Study Session meetings of the Moraga Town Council.
6.2 Adopt a Resolution:
1. Awarding a Contract Services Agreement to Impec Group (Santa Clara, CA) for Janitorial Services for Town Facilities for $50,689 per year in a total amount of $103,937 for a Term of Two (2) Years; authorizing a 15% Annual Contingency of $7,603 in a total amount not to exceed $119,528; and
2. Authorizing the Town Manager to Execute a Contract Services Agreement in a form approved by the Town Attorney; and
3. Authorizing the Parks and Recreation Director to approve additional work for up to 15% of the agreement amount, if necessary.
6.3 Receive and Accept annual review of the Camino Ricardo (Harvest Court - Subdivision 9321) Development Agreement determining good faith compliance by the developer.

6.4 Adopt a Resolution adopting the Town's Business and Travel Expense Reimbursement Policy.

7. ANNOUNCEMENTS AND REPORTS ON ACTIVITIES
A. Council member Reports on AB1234 Activities, Council member Announcements Councilmember Sos made an announcement pertaining to the upcoming Pear and Wine Parade and Festival. Councilmember Sos thanked the 50th Anniversary Committee for their work on this event.
Councilmember Hillis provided a Marine Clean Energy (MCE) Board meeting update.
Councilmember Shapiro had no reports.
Vice Mayor Woehleke attended the September 5, 2024 Contra Costa County Mayors Conference and gave a meeting update. Vice Mayor Woehleke attended the September 18, 2024 MOFD Board meeting where a proclamation pertaining to the Town's 50th Anniversary was presented.
Mayor Onoda thanked the 50th Anniversary Committee for their work on the Pear and Wine Parade and Festival. Mayor Onoda gave an overview of the activities schedule for the day and went over the parade route.
B. Town Manager
Administrative Services Director, Katie Bruner, acting on behalf of the Town Manager, provided an update on street renovation, striping and storm drain projects.

9. DEPARTMENT REPORTS
B. Use of Military Equipment by the Moraga Police Department Update Report and Renewal of Military Equipment Use Policy
Accept the report detailing the Moraga Police Department's use of military equipment and adopt a resolution to renew the Town's Military Equipment Use Policy.
Police Chief, Jon King presented the item.
Council asked clarifying questions and provided feedback.
