2 SPECIAL MEETING - OPEN SESSION: 3a.

To: Honorable Mayor and Councilmembers

Subject: Candidate Interviews for Town of Moraga Art in Public Spaces Committee and Contra Costa County Advisory Council on Aging
Meeting Date: September 24, 2025

TOWN OF MORAGA STAFF REPORT

RECOMMENDATION
Staff recommends Council interview the following applicants:

Teresa Onoda for an open seat replacing one voting Community member on the Art in Public Spaces Committee for the duration of the term which expires March 2026; and Susan Wright for an open seat as the delegate from the Town of Moraga on the Contra Costa County Advisory Council on Aging for the duration of the term which expires September 2026.

BACKGROUND
There are two committee vacancies which need to be filled. There is one vacancy on the Town of Moraga's Art in Public Spaces Committee because the member resigned; and one vacancy on the Contra Costa County Advisory Council on Aging because the member resigned.

The Art in Public Spaces Committee’s mission is to bring the arts to Moraga. This could be in the form of sculpture, painting, poetry, video, pottery, murals, dance, or music. The Committee's goal is to put a spotlight on the arts, making the arts an everyday experience.

The Art in Public Spaces Committee (APSC) consists of seven members appointed by the Town Council and includes liaisons from Parks and Recreation Commission, Planning Commission, and Town Council. The remaining members are residents of Moraga.

The Contra Costa County Advisory Council on Aging's mission is to advocate for programs, legislation, and policies that support older adults, while also educating the community about the many resources offered by local non-profits and government agencies.

The Contra Costa County Advisory Council on Aging also serves in an advisory capacity to the 3 Contra Costa County Board of Supervisors on issues important to our aging population.

The Contra Costa County Advisory Council on Aging consists of 19 local committee seats which are appointed by city or local committee appointment.

DISCUSSION
The Town of Moraga has received notification of the resignation of Julie Staff, a voting Community member on the Art in Public Spaces Committee as well as notification of the resignation of Francisco Benavides, on the Contra Costa County Advisory Council on Aging.

Staff advertised the openings and received one application for the open seat on the Art in Public Spaces Committee as well as one application for the open seat on the Contra Costa County Advisory Council on Aging.

Town Council is being asked to review the applications, conduct interviews and consider the applicants for appointment on the respective committees.

The appointments would be for the unexpired term on the Art in Public Spaces Committee, which ends March 1, 2026 and for the unexpired term on the Contra Costa County Advisory Council on Aging for a term which ends September 1, 2026.

FISCAL IMPACT
These are a volunteer positions. There are no direct costs associated with these appointments.

CEQA COMPLIANCE
The appointment of Committee/Commission members is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code section 21000 et seq., and the CEQA Guidelines (14 Cal.Code Regs 15000 et seq.) as this is not a "project" that may cause a direct, or reasonably foreseeable indirect, physical change in the environment.

ALTERNATIVES

1. Do not interview the applicants keep the seats open in order to receive further applications; or

2. Do neither and provide alternate direction to staff.

NEXT STEPS
Depending upon the outcome of the interviews, Council will either appoint the selected applicants to their respective seats at the regular Town Council meeting on September 24, 2025; or staff will hold the positions open and seek additional applicants.
