21 CONSENT CALENDAR: 6.3
To: Honorable Mayor and Councilmembers
From: Jon B. King, Chief of Police
Subject: Resolution authorizing the Town Manager to Purchase a Police Vehicle for $52,919.23 Pursuant to the Town of Moraga Purchasing Policy.
Meeting Date: October 15, 2025
TOWN OF MORAGA STAFF REPORT
RECOMMENDATION
Adopt a Resolution authorizing the Town Manager to purchase a new 2024 Dodge Durango police vehicle for $52,919.23 from Elk Grove Auto Group in Elk Grove, California pursuant to the Town of Moraga Purchasing Policy.
BACKGROUND
The Moraga Police Department maintains a fleet of sedans and pursuit utility vehicles for use in patrolling the Town. Several years ago, the Police Department transitioned to the Dodge Durango Pursuit Utility vehicle and the Dodge Charger for use as patrol vehicles, both of which have served the Town well.
DISCUSSION
A new vehicle is currently needed to replace an aging 2018 Dodge Charger with approximately 97,000 miles for which maintenance costs are beginning to increase due to age, usage and mileage. A brand new 2026 Dodge Durango police vehicle is available from Elk Grove Auto Group in Elk Grove, California. The Town can acquire the vehicle for $52,919.23, including sales tax.
The Town’s purchasing Ordinance (MMC 3.04) requires Town Council authorization for all purchases over $25,000, requires an informal bid process for purchases between $10,000 and $50,000, and a formal bid process for purchases over $50,000. The State of California completed a formal bid process and awarded a contract to Elk Grove Auto Group (Contract 22 #1-22-23-23E). The Town is able to purchase a vehicle under this bid process, saving substantial staff time and benefiting from a competitive bid process. Staff is requesting that the Town Council authorize the purchase of a 2026 Dodge Durango police vehicle from Elk Grove Auto Group in Elk Grove, California. The purchase price of the vehicle from Elk Grove Auto Group is $52,919.23, which includes applicable sales tax. The vehicle will be equipped prior to deployment.
FISCAL IMPACT
The FY 2025/26 budget includes $75,000 in Fund 750 (Asset Replacement) for the purchase and equipping of a police vehicle.
CEQA COMPLIANCE
Approval of the purchase of the police vehicle is not subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. 15000 et.seq.).
ALTERNATIVES
1. Adopt the proposed Resolution; or
2. Adopt the proposed Resolution with modifications; or
3. Do not adopt the proposed resolution and provide direction to staff.
NEXT STEPS
Upon adoption of the resolution, Staff will purchase and pickup the vehicle from Elk Grove Auto Group. The vehicle will be fully equipped and outfitted to current Police Department standards prior to deployment.

BACKGROUND
Per Moraga Municipal Code 2.04.010, regular Town Council meetings are held on the 2nd and 4th Wednesday of each month.
