I am interested in serving on the Park and Recreation Commission because Moraga’s parks, programs, and community spaces have played a meaningful role in my family’s life, and I now have the time and desire to give back in a more focused and consistent way. As a long-time resident and parent of elementary and middle school students, I see rsthand how these spaces support independence, well-being, creativity, and community connection.
At this stage, I have greater
exibility in my schedule and am intentionally seeking opportunities to be more engaged in the Moraga community. Serving on the Commission feels like a natural way to contribute my perspective, experience, and energy toward ensuring that parks and recreation o
erings continue to meet the evolving needs of residents of all ages.
I have not previously held an appointed position with the Town of Moraga. However, I have volunteered in a variety of community roles, including Moraga Juniors, several volunteer positions within local schools, and coaching Moraga students in Odyssey of the Mind. These experiences have allowed me to work closely with families, students, and volunteers while supporting youth development and community engagement.
At this time, I can reliably commit approximately 5–10 hours per month to this role, including attending meetings, reviewing materials, and participating thoughtfully in Park and Recreation Commission work. 11 Park and Recreation Commission
The Park and Recreation Commission consists of seven members appointed by the Town Council.
Duties:
x Attend meetings as an appointed member.
x Act in an advisory capacity to the Town Council and staff on the gerneral direction, policies, and emphasis of park, recreation, trail and open space trends and needs of the Town. x Review and make recommendations to the Town Council on the design and plans of park, recreation, trail and open space facilities.
x Review the Master Plans for the parks and make necessary recommendations to the Town Council.
x Perform other duties as may be required by the Town Council or the municipal code.
Term of Office: 2 year term
Meetings: Held on the third Monday of every month at 7:00 pm at the Council Chambers and Community Meeting Room, 335 Rheem Boulevard, Moraga.

13 1. What qualications, attributes or experience do you possess that you will bring to the Park and Recreation Commission?
I bring a combination of professional experience, community involvement, and lived experience as a Moraga parent. I am the parent of both elementary and middle school students who regularly use Moraga’s parks and amenities, including the skate park, basketball courts, community concerts and movies, festivals, and the Hacienda Nights. My children have also participated in multiple Moraga camps and after-school programs, giving me rsthand insight into how these facilities and programs serve families across age groups.
Professionally, I owned and operated an events business for nearly 15 years, specializing in high-prole sporting events and large trade shows. In that role, I worked extensively with municipalities, venues, vendors, and community stakeholders and am very familiar with multi-step approval processes, logistics, safety considerations, budgeting, and public-facing programming. This experience translates well to the planning, evaluation, and oversight responsibilities of a Parks and Recreation Commission.
In addition, I coached Moraga students in Odyssey of the Mind for four years, collaborating closely with families, schools, and volunteers.
This has strengthened my appreciation for youth programming, volunteer engagement, and the importance of accessible, well maintained community spaces that support creativity, teamwork, and inclusion.
2. Please describe the importance of recreation and parks in the Moraga community.
In a small community like our, parks and recreation are central to Moraga’s identity and quality of life. They provide essential spaces for physical activity, mental well-being, and social connection for residents of all ages. From youth sports and camps to informal recreation like biking, skating, and pick-up basketball, these spaces support healthy lifestyles and help children and teens develop condence, independence, and strong community ties.
As a parent of a middle schooler, I see these spaces becoming even more important as kids seek greater freedom and responsibility.
Moraga’s parks and community amenities o
er safe, welcoming environments where young people can explore independence, build trust, and engage with peers in meaningful, healthy ways. At a time when screens and social media increasingly compete for children’s attention, and can negatively impact their well-being, having accessible outdoor spaces that are fun, inclusive, and inviting for all age groups is more critical than ever.
Equally important, Moraga’s parks and recreation programming bring the community together. Concerts, festivals, and seasonal events create shared experiences that strengthen community pride and foster intergenerational connection. For families like mine, these spaces are where friendships form, routines develop, and a lasting sense of belonging grows. Well-planned and thoughtfully maintained parks are not just amenities—they are essential community infrastructure.
3. What area of Parks and Recreation are you most passionate about and why? Expanding opportunities for tweens and adults through classes and events that encourage connection, creativity, and lifelong learning is an area of particular interest. Past participation in a resin class at Hacienda highlighted how engaging and community-building these o
erings can be. There appears to be underutilized interest in additional adult and couples programming, such as dance classes (contra or salsa), creative workshops (resin, candle making, jewelry making, photography), and skill-based classes like mixology, cake decorating, grilling tips, or basic outdoor and survival skills. These types of programs create new entry points for residents to engage with Parks and Recreation beyond traditional youth o
erings.
Commons Park also presents an exciting opportunity as a central community hub with room for additional amenities. With mountain biking being a fast-growing sport in the region, a small dirt pump track or beginner course could be a high-impact, relatively low-cost addition. Many local mountain biking clubs are eager to contribute volunteer time and expertise to assist with clearing, building, and ongoing maintenance, making this a collaborative and community-supported enhancement.
4. Have you viewed a Town Council or Park and Recreation Commission meeting within the past year and why?
I have not yet attended or viewed a Town Council or Park and Recreation Commission meeting within the past year. Previously, my professional and family commitments limited my ability to engage at that level. I now have more exibility in my schedule and am
intentionally seeking opportunities to give back to the Moraga community in a more meaningful and consistent way.
As a longtime resident and parent who regularly uses Moraga’s parks and recreation programs, I am motivated to become more actively involved, learn from current committee and contribute thoughtfully to future discussions and decisions. 14 MICHELLE BARAR |

1. Why are you interested in serving the Town of Moraga on the Park and Recreation Commission? My wife and I purchased our home in Moraga in 2021. We plan to raise our young children (5 & 7) here, and parks and recreation are important to everyone in our family. I walk our dog every day in our local parks and open spaces (most frequently along Mulholland Ridge) and my children love to play sports and activities on the playgrounds. I am passionate about the outdoors, and love backcountry camping, rock climbing, and nature in general.
In the upcoming term I hope to support the P&R Department’s work in implementing the upcoming PROS plan, as well as to continue my efforts in supporting collaboration with our colleagues in Lafayette and Orinda, and in expanding access and awareness of our local trails and other recreational resources.
2. What other positions do you currently hold or have held in the past? What is the time commitment you can devote to this position?
I’ve been on the P&R Commission for the past two years, and am currently serving as Vice Chair.I also serve as the liaison for the Moraga Park Foundation, and am on the Trails Subcommittee and P&R Open Space Subcommittee.
I am also on the Board of the Moraga Community Foundation, and the Lion Scout Leader for pack 505 in Moraga.

VOLUNTEER
QUESTIONNAIRE
Please answer the following questions pertaining to the position you are applying for.
Park & Recreation Commission
1. What qualifications, attributes or experience do you possess that you will bring to the Park and Recreation Commission?
The first decade of my professional career was in the US Congress, working for a Member from the Bay Area, as well as in Congressional leadership and other capacities. I’m familiar with the process of advancing changes in collaboration with stakeholders, experts and other leaders, and would relish the opportunity to use my experience in support of our local community.
As the founder of a small business, I understand the importance of financial planning and fiscal discipline, as well as the complexities of managing a team of staff with limited resources and capacity. I’m highly organized, and have expertise in project management and prioritization.
I also enjoy being physically active. I enjoy “trad” (traditional) rock climbing (i.e. placing devices to set holds as you ascend), did a 200 hour yoga teacher training, and have backpacked across many countries across East Asia. Now that I’m a parent of two young children (and a dog), I’ve sold my motorcycle and dialed back the more extreme sports I previously participated in, but I still love going out and having fun outdoors. 18 2. Please describe the importance of recreation and parks in the Moraga community.
Part of what makes our community so special is the role played by our open spaces and recreation areas.
Moraga’s distance from Highway 24 and proximity to the Canyon and Open Space preserves make it distinct from any other community in the region. In addition to the beauty and charm provided by those factors, it also positions our town to play a critical role in supporting plant and animal ecosystems in the Bay Area. With the unique concentration of children, parents and retired populations in our town, Parks and Recreation also plays an important role in offering opportunities for the community to play, exercise and connect in social settings.
3. What area of Parks and Recreation are you most passionate about and why? My professional area of specialization is in digital marketing, and I would be interested in identifying ways of strengthening how the Parks and Recreation Department communicates with the public. I’m also excited about increasing opportunities for members of our community to experience our best in class natural environment, parks and other activities, supporting our Parks and Rec team in building fantastic playgrounds, trails and other ways for showing off what our area has to offer.
4. Have you viewed a Town Council or Park and Recreation Commission meeting within the past year and why?
Yes, as part of my responsibilities as a P&R Commissioner. :) _____________________________________________________________________________ 329 Rheem Boulevard • Moraga, CA 94556 • (925) 888-7021 • [email protected] • 19 ROB PIERSON

VOLUNTEER QUESTIONNAIRE
Park & Recreation Commission
1. What qualifications, attributes or experience do you possess that you will bring to the Park and Recreation Commission?
I currently have a couple of years experience on this Commission as well as the Local Tax Oversight Commission and I have learned that cumulative knowledge is pretty important to determine how to have an impact. I am a strategic focus individual and participated in the selection of the Parks Master Plan consultant and look forward to working with town staff (and consultant as deemed appropriate) during the plan creation and then during future implementation where we have an ability to expand on our already strong portfolio of assets/programs.
2. Please describe the importance of recreation and parks in the Moraga community.
As a town with limited commercial entertainment opportunities, there is a premium on using our parks and recreational/event opportunities facilitated by the town or other non-profit groups. Given most residents here are drawn by the pastoral beauty of the area (along with schools and safety) leaning into those opportunities is a natural fit. Also, given that this is a bedroom community kids activities and sports play a big role in daily life.
3. What area of Parks and Recreation are you most passionate about and why? Open space management due to personal interest in hiking, mtn biking and conservation. While my kids are getting older and aging out of some of these things, I would like to see more activities for teenagers in town. I have also become more active in local creek clean-up and conservation so those efforts while not necessarily overlapping with Parks and Rec Commission business to share similar DNA.
4. Have you viewed a Town Council or Park and Recreation Commission meeting within the past year and why?
Yes, I currently serve on the Parks and Recs Commission. 23 24

VOLUNTEER QUESTIONNAIRE
Please answer the following questions pertaining to the position you are applying for.
I have been practicing landscape architecture in the bay area for 23 years. I have experience working with the planning departments of many cities in the bay area as well as other states on the applicant side. Most of our projects must go through design and / or planning review to be built.
Most of our projects go through design review. I enjoy understanding the differences in how development is guided by planning code and general plan. I can bring knowledge of how codes in different cities have been successful and how they could be improved. I have reviewed the Moraga planning and zoning code as I developed concepts for my home and I have kept up with the general plan as I want to see more development in Moraga. I have submitted for CEQA permits on a few of my larger scale projects in the bay area and Monterey. I think the housing element is especially interesting as the state must provide more housing units, but it needs to be done in a responsible way to protect our local resources. 34 _____________________________________________________________________________ 329 Rheem Boulevard Moraga, CA 94556 (925) 888-7021 [email protected] www.moraga.ca.us
3. As a Planning Commissioner, what do you think are the key sources of information to guide your decision-making, and why?
4. As a Moraga resident, what do you see as the biggest land use and development issues facing the community?
5. What do you feel is the most important role of the Planning Commission more generally? The municipal code / general plan must guide our decisions as well as state mandates.
They are the laws that we must abide by in our decisions. We should lean on the planning department for clarification and look for their interpretations of the code. We must also listen to the general public as a government body.
I see the town as stagnent in growth and investment. While I think we need to have more investment in our town, I want to make sure that it is done responsibly. Growth needs to happen in a way that improves the lives of our residents while keeping the character of the town in tact.
To guide responsible development and to enforce our codes on a project to project basis. 35 Dustin M. Moore

VOLUNTEER QUESTIONNAIRE
Please answer the following questions pertaining to the position you are applying for.
I have served on the Town of Moraga's Planning Commission for the last four years.
I have worked in commercial real estate since 2005, including for the last year and a half at a developer in San Ramon called Sunset Development Company. Our only holding is Bishop Ranch, a 585 acre project slated to go from zero to 8,000 units of housing over the next decade plus.
In my time on the Planning Commission we have submitted and had approved the 6th Cycle Housing Element. Additionally, we updated the Town's General Plan for the first time in 20 years.

4. As a Moraga resident, what do you see as the biggest land use and development issues facing the community?
5. What do you feel is the most important role of the Planning Commission more generally? The Planning Commission is a quasi-judicial entity and therefore must make decisions based on the Town's General Plan and Municipal Code.
During my time on the Planning Commission the staff reports and recommendations, along with community feedback, have been very helpful in my decision-making process.
As I've stated many times during Planning Commission meetings, Moraga is not necessarily on the map for developers looking for opportunities, so the Town needs to hang a metaphorical "Open For Business" sign signaling our willingness to provide straightforward requirements for development and an openness to constructive dialogue with developers to encourage them to make decisions that benefit the Town.
The Town also needs to consider its place not just in Lamorinda, but also in the Bay Area and California communities when it comes to addressing the housing crisis.
The most important role of the Planning Commission is to represent the interests of the residents of Moraga in a respectful and dedicated manner. 40 NICK POLSKY (HE/HIM)
