4 A PROCLAMATION RECOGNIZING
September 2026 as
Ovarian Cancer Awareness Month
WHEREAS, ovarian cancer is the fifth leading cause of cancer deaths of women in the United States and causes more deaths than any other gynecologic cancer; and WHEREAS, in the United States, a woman’s lifetime risk of being diagnosed with ovarian cancer is about 1 in 78; and
WHEREAS, the American Cancer Society estimates 21,010 cases of ovarian cancer will be newly diagnosed in 2026 and 12,450 individuals will die from the disease nationwide, including 2,430 new cases and 1,440 deaths in California; and WHEREAS, the five-year survival rate for ovarian cancer is 50 percent and survival rates vary greatly depending on the stage of diagnosis; and WHEREAS, there is not currently an effective diagnostic tool for screening and early detection does not exist; and
WHEREAS, ovarian cancer affects thousands of women and families each year, and because there is currently no reliable screening test for women at average risk, it is often diagnosed only after the disease has reached an advanced stage; and WHEREAS, each year during the month of September, Ovarian Cancer Research Alliance (OCRA) and Community Partner organizations hold a number of events to increase public awareness of ovarian cancer and its symptoms; and WHEREAS, the Town of Moraga is committed to promoting the health and wellbeing of its residents through education, prevention, and access to quality healthcare.

NOW THEREFORE, be it proclaimed that the Moraga Town Council recognizes September 2026 as Ovarian Cancer Awareness Month and encourages all residents to learn the signs and symptoms of ovarian cancer, support those affected by the disease, and recognize the importance of continued research and public awareness. _________________________________

WHEREAS, the 2026 Hispanic-Latino Heritage Month theme is “Unidos, Somos Mas,” translating to “Together, We Are More”; and

In addition, Mexico, Chile and Belize celebrate their independence days on September 16th, 18th, and 21st, respectively; and WHEREAS, Hispanic-Latino Heritage Month provides an opportunity to explore the incredible impact Latinas and Latinos have had on the United States for generations. TOWN OF MORAGA STAFF REPORT

RECOMMENDATION
Staff recommends that the Town Council approve the resolution adopting eight (8) PreApproved Accessory Dwelling Unit (ADU) Plan Designs, developed in partnership with the Cities of Lafayette and Orinda through the Senate District 7 ADU Accelerator Program.

BACKGROUND
In September 2024, the Senate District 7 ADU Accelerator Program was announced to support two funding initiatives: (1) rebates for residents applying for ADU projects and (2) the development of pre-approved ADU plans for participating East Bay jurisdictions. In March 2026, the Town of Moraga was awarded a $50,000.00 grant to support the development of Pre-Approved ADU (PADU) plans.

On June 24, 2026, the Town Council received a presentation and supporting materials on the Town’s partnership with the Cities of Lafayette and Orinda (“Lamorinda”) to pool grant funding and jointly develop a shared library of PADU plans. Once completed, the plans will be made available at no cost to residents of all three jurisdictions. Additional background and supporting information on the program are provided in the staff report for Item 9A of the June 24, 2026, Town Council agenda.

Pre-Approved ADU Plan Library and Design Options
The shared PADU library includes four (4) detached ADU floor plans, each available in two (2) architectural styles (Craftsman/Ranch and Mediterranean), for a total of eight (8) plan sets.

Each design includes floor plans, exterior elevations, and renderings. The plans primarily focus on floor plan configurations and architectural elevations, with building-permit-level plan sets to be developed after Council adoption.
36 All PADUs are intentionally limited to 800 square feet or less and a maximum height of 16 feet to qualify for streamlined ADU review under State law and the Moraga Municipal Code. This allows the plans to be used across the participating Lamorinda jurisdictions, because local design standards do not apply to streamlined ADUs.

The PADU plans included as Attachment C are listed as follows:

1. Plan #1 (Sheets A2–A6): One-Bedroom / Optional Studio – 495 sq. ft.

2. Plan #2 (Sheets A7–A11): One-Bedroom / One-Bathroom – 496 / 601 sq. ft.

3. Plan #3 (Sheets A12–A16): Two-Bedroom / Two-Bathroom – 746 sq. ft.

4. Plan #4 (Sheets A17–A21): Two-Bedroom / Two-Bathroom – 796 sq. ft.

Property owners will have flexibility to select certain exterior finishes, materials, colors, and other design options identified in the plans; however, changes to the approved building footprint, floor plan configuration, structural design, or other elements outside the established options would require additional Planning, Building or Fire review and may no longer qualify for the established PADU process.

The draft PADU Plans were presented to the three Lamorinda Planning Commissions. The revised PADU designs are now before the Town Council for consideration and adoption by resolution, in accordance with the program requirements.

DISCUSSION
August 18, 2026, Town of Moraga Planning Commission
The Planning Commission received a report and presentation on the draft PADU plans and was asked to provide advisory feedback on the overall architectural character, functionality, and significant design refinements to be considered before finalization. No formal action was requested by the Commission. Additional background and supporting materials are available on the August 18, 2026, Planning Commission agenda.

The Planning Commission and staff discussed the extent to which property owners could modify a pre-approved ADU plan while remaining within the PADU process. Staff clarified that substantial changes to the approved design, such as modifying windows, adding floor area, changing interior wall configurations, or making other structural or exterior modifications, may require additional review by Planning, Building, and Fire and may no longer qualify for the streamlined PADU process.

The Commission expressed general support for all eight PADU designs while encouraging greater flexibility and optionality, particularly with respect to roof forms, siding, and other exterior materials, to allow property owners to better coordinate the ADU with the architectural character of the existing primary residence. The Commission also expressed interest in expanding the range of PADU architectural styles and floor plans. However, the current program is limited by available funding and the grant timeline. Staff would consider additional styles and floor plans in the future as new grant funding opportunities become available.

The Commission identified a few plan-specific refinements. For Plan #1, comments included reconfiguring the kitchen to provide greater separation between the sink and stove and enlarging the bedroom window to ensure compliance with applicable egress requirements. For 37 Plan #2, the Commission recommended adjusting the front entrance door swing to avoid obstructing the bedroom egress path.

Public Survey Feedback
In addition to the public hearings in Lamorinda, staff solicited public feedback through an online survey. On August 4, 2026, an online public survey was released inviting Lamorinda residents and stakeholders to provide input on the proposed ADU designs, preferred features, and the plans’ overall usability. The survey closed on August 31, 2026, and received 34 responses. Survey results are summarized in Attachment B.

The four (4) proposed designs and floor plans were well received, with approximately 70–74 percent of respondents rating the overall plans as “Appealing” or “Very Appealing” and 80–90 percent rating the floor plan layouts as “Good” or “Excellent.” Plan #4, a 795 square-foot twobedroom/two-bathroom design, was the most preferred. The top three design features residents most preferred for an ADU were overall size, exterior appearance, and the number of bedrooms and bathrooms.

Common feedback included requests for greater flexibility in ADU size and footprint, additional architectural styles and exterior finish options for siding and roofing, more living room space and storage, and larger windows and doors to improve access to and views of outdoor areas.

Final Design Revisions
Following the Planning Commission review and public survey, Lamorinda staff consolidated the feedback and provided it to RRM Design Group for consideration.

Based on this feedback, RRM Design Group incorporated several feasible refinements into the updated PADU plans. The following revisions are reflected in the updated plan set:

Optional Skylights or Solar Tubes: Optional skylights or solar tubes were added to all four plans to provide additional natural lighting in the primary living, dining, and kitchen areas.

Windows: Plan #3 was revised to increase the kitchen window width from three feet to four feet to allow more natural lighting. Plan #4 was revised to add one new window to each bedroom to fill in a blank wall. Plan #1 includes a revised window muntin/grid pattern for greater consistency with the other windows throughout the ADU.

Floor Plan and Functional Improvements: Plan #1 includes a reconfigured kitchen with additional counter space between the sink and stove, per Moraga’s Planning Commission’s revision request. Plan #2 was revised to reverse the front door swing to avoid obstructing the bedroom egress path, as requested by Moraga’s Planning Commission. Plan #2 additionally provides a clearer distinction between the 496-squarefoot configuration, which includes an optional 91-square-foot covered porch and the 601- square-foot configuration with an extended living area. The extended configuration also includes an approximately seven-square-foot closet for additional storage. Plan #3 includes an optional wall and door at Bedroom #2, allowing the space to function as a bedroom, office, or extension of the living area.

Architectural and Exterior Design Options: All four plans now include an optional 38 adhered masonry veneer on the front elevation and an optional metal roofing option for the Craftsman/Ranch style, giving property owners additional exterior design choices.

The Mediterranean-style arches were also reduced in size to improve the proportions and overall appearance of the front elevation.

Plan #1 Exterior Refinements: The optional covered porch was reduced from 60 square feet to about 52.5 square feet. This change is intended to center the main entry door on the Mediterranean-style ADU with the exterior arches.

FISCAL IMPACT
There is no direct impact on the General Fund. The ADU Accelerator Program is funded by HCD and administered by the Town of Danville as fiscal agent. The Town received a $50,000 check from the fiscal agent on April 27, 2026, to develop pre-approved ADU plans. Under the signed MOU, the Town will pool its grant allocation with Lafayette and Orinda, and project costs are expected to be shared equally based on actual costs, unless otherwise agreed in writing.

CEQA COMPLIANCE
The pre-approved ADU program is not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4). The program involves funding and administrative planning activities and does not commit the Town to a specific development project or result in a potential physical change to the environment. Future use of a preapproved ADU plan on a specific property will remain subject to applicable ADU law and permitting requirements and any ADU project applications would be reviewed separately under CEQA.

ALTERNATIVES

1. Adopt the proposed Resolution with modifications; or

2. Do not adopt the proposed Resolution and provide direction to staff.

NEXT STEPS
Following Town Council action, the resolution will be sent to the Town of Danville, the program’s fiscal agent.

RRM Design Group will then prepare the building-permit-level plan sets, including information about Wildland-Urban Interface (WUI) requirements for review by the Contra Costa County Department of Conservation and Development and the Moraga-Orinda Fire District.

Staff anticipates that the final PADU plans and information on how the public can use them will be available on each jurisdiction's website by early 2027.

WHAT WE HEARD
Open-ended responses included both positive comments and suggestions for refinement. The following recurring themes summarize the most common feedback across the four plans.

More architectural
flexibility
Respondents requested additional exterior styles and greater flexibility in materials and detailing, including modern or midcentury-modern interpretations, simplified ranch forms, more contemporary stucco treatments, and exterior colors and materials that better align with the variety of homes and natural settings found throughout Lamorinda.

More options for different
lots and needs
Several comments requested different footprints, particularly long and narrow configurations for constrained lots. Other respondents requested either larger ADUs with more bedrooms or a smaller compact option, showing that property size and household needs vary.

Improve storage and space
efficiency
Comments identified opportunities to add interior and exterior storage, increase closet sizes, and improve the efficiency of dining, kitchen, bathroom, and circulation areas.

Some respondents questioned whether two full bathrooms were necessary in the twobedroom plans.

Strengthen indoor/outdoor
connections
Respondents suggested larger windows or sliding doors, expanded porch configurations, and layouts that foster a stronger connection between living areas and outdoor space.

Address accessibility and
functional details
Specific comments included bedroom window egress, wheelchair accessibility, door swings, bedroom daylight, kitchen configurations, and entry locations. These comments can inform the refinement of the building-permit-level plan sets..

Survey Takeaway
The survey indicates broad support for the proposed PADU concepts and floor plan layouts, while identifying opportunities to improve design flexibility and adaptability across different properties and household needs.

Given the program’s current scope, budget, and timeline, not all feedback can be incorporated into the final plans. Staff and the consultant will prioritize feasible refinements and document other suggestions for consideration in future PADU efforts or grant funding opportunities.

Methodology note: This summary presents only descriptive survey results. It reflects the responses received and should not be interpreted as a statistically representative sample of all Lamorinda residents. 45 SCHEMATIC DESIGN PACKAGE

Appointment of 21 Students to the Moraga Youth Involvement Committee (MYIC) for the 2026–2027 Term
Meeting Date: September 9, 2026

TOWN OF MORAGA STAFF REPORT

RECOMMENDATION
Appoint 21 applicants to serve as voting members of the Moraga Youth Involvement Committee (MYIC) for the 2026–2027 term.

BACKGROUND
The Town Council established the Moraga Youth Involvement Committee (MYIC) to provide local youth with opportunities for civic engagement, community involvement, and leadership development. The Committee serves as a youth advisory body and, as requested, makes recommendations to the Town Council on matters affecting Moraga’s youth.

The MYIC also plays an important role in supporting Town programs and community events by providing youth with opportunities to earn community service hours and contribute volunteer support to activities that benefit the Moraga community.

The purpose of the Committee is to provide youth with opportunities for civic involvement, assist with activities and services in the community, and make appropriate recommendations to the Town Council on youth-related issues. Specifically, the Committee is responsible for:

Holding forums and workshops, conducting surveys, gathering concerns, and maintaining communication with Moraga’s youth population; Working cooperatively with other communities on youth-related activities; and Providing youth with opportunities to participate in community service. 67 The Moraga Youth Involvement Committee (MYIC) consists of a minimum of nine (9) and a maximum of twenty-one (21) members. Adult advisors and designated Town staff serve as non-voting members of the Committee. With the exception of the Town staff member, all Committee members must be residents of the Town of Moraga.

Committee members are appointed by the Town Council to serve one-year terms beginning in September and concluding in May. Members may reapply for appointment in subsequent years.

DISCUSSION
For the 2026–2027 term, the Town received 24 applications from Moraga youth interested in serving on the Moraga Youth Involvement Committee (MYIC). Of the applicants, 15 are returning members who have served at least one prior term, while nine are new applicants.

This combination provides an opportunity to maintain continuity and institutional knowledge while also bringing new perspectives and ideas to the Committee.

Applicants represent a variety of schools in and around Moraga, including Joaquin Moraga Intermediate School, Campolindo High School, and De La Salle High School, reflecting broad interest in civic engagement among local youth.

Staff reviewed all submitted applications and conducted individual interviews with each applicant to better understand their interest in serving, availability, and potential contributions to the Committee. The applicant pool was highly competitive and demonstrated a strong level of interest and commitment to community involvement.

Following the application and interview process, staff recommends that the Town Council appoint 21 applicants to serve as voting members of the MYIC for the 2026–2027 term, consistent with the maximum membership established in the Committee’s bylaws.

Applicants who were not selected for appointment as voting members are still encouraged to remain engaged with the MYIC. These youth have been informed that they may attend Committee meetings, participate during public comment, and contribute to agenda discussions as non-voting participants. This approach allows interested youth to continue participating in the Committee’s work and provides an opportunity to gain experience and reapply for appointment in future terms.

FISCAL IMPACT
These are volunteer positions. There are no direct costs associated with these appointments.

CEQA COMPLIANCE
The appointment of Committee/Commission members is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code section 2100 et seq., and the CEQA Guidelines (14 Cal.Code Regs. 15000 et seq.) as this is not a "project" that may cause a direct, or reasonably foreseeable indirect, physical change in the environment.
68 ALTERNATIVES

1. Do not appointment any candidates and reopen the application period; or

2. Appoint different applicants by amending the list of recommended appointees and substituting or adding other applicants from the interview pool.

NEXT STEPS
Upon appointment, candidates will be sworn in by the Town Clerk and attend the first MYIC meeting on Thursday, September 10, 2026 at 7:00 p.m. at the Hacienda de las Flores, Casita.

Subject: Acalanes Union High School District Measure W Parcel Tax Meeting Date: September 9, 2026

TOWN OF MORAGA STAFF REPORT

RECOMMENDATION
Adopt a resolution in support of the Acalanes Union High School District Measure W Parcel Tax.

BACKGROUND
The Acalanes Union High School District (AUHSD) serves four public high schools in Lamorinda and Walnut Creek (Acalanes, Campolindo, Las Lomas, and Miramonte) along with the Acalanes Center for Independent Study. Moraga residents are served by both Campolindo High School (located within the Town of Moraga) and Miramonte High School (located within the City of Orinda immediately west of Moraga).

On March 26, 2025, Town Council adopted a resolution in support of the AUHSD Measure T Parcel Tax ($130 per parcel) which appeared on the May 06, 2025, special ballot. The final vote was 19,448 Yes (63.63%) and 11,115 No (36.37%). The final vote fell 930 votes (or

3.04%) short of the required two-thirds (66.67%) needed for approval.

On August 5, 2026, the AUHSD Governing Board adopted Resolution 26-27-01 (Attachment C) to place a new $168 parcel tax on the November 03, 2026 ballot to generate funding for eight years to support a range of academic programs. Subsequent to this measure being placed on the ballot, the “Yes for Quality High Schools – Yes on W 2026 Committee” has sought endorsements by residents, businesses, groups, and local governments. This Committee has requested an endorsement from the Moraga Town Council.

Since Town Council previously passed a resolution in support of Measure T, staff has prepared a proposed resolution (Attachment A) in support of the new Measure W for Town Council consideration.
71 DISCUSSION
As explained in the Updated Ballot Statement (Attachment B), Resolution 26-27-01 (Attachment C), Measure W Fact Sheet (Attachment D), and Measure W Frequently Asked Questions (Attachment E), the proposed $168 parcel tax will run for eight years and is anticipated to generate at least $6,000,000 per year to provide additional funding for AUHSD schools. Exemptions will be provided to property owners who are seniors (age 65 and older) and individuals with disabilities that meet certain requirements.

ANALYSIS
Over the years, Moraga voters have passed a number of public school revenue measures to raise funds to improve facilities and support recurring operating expenditures at public elementary, middle, and high schools. Currently, there are eight separate public school property-based revenue measures that most Moraga property owners contribute to each year.

Moraga School District Annual Revenue Measures:

The Moraga School District provides education services to the community’s three public elementary schools and one middle school. Most Moraga property owners annually contribute to this district via the following five revenue measures:
• Measure K -- $325 Flat Parcel Tax (March 20224)
• Measure V -- $30 per $100,000 Assessed Value Bond (November 2016) • Measure M -- $192 Parcel Tax with Annual Inflator Tax (March 2020) • Measure D -- $30 per $100,000 Assessed Value Bond (March 2024) • Measure I -- $295 Parcel Tax with Annual Inflator (June 2026) The first four measures listed raise money for facility improvements and other one-time needs and do not have a sunset date. Measure I raises money for recurring operations (including teacher compensation, technology, and academic supplies). Measure I provides a senior exemption and will sunset after seven years.

Acalanes Union High School District Annual Revenue Measures:

Most Moraga property owners annually contribute to this district via the following three revenue measures:
• Measure E – $28.80 per $100,000 Assessed Value Bond (November 2008) • Measure G -- $189 Parcel Tax with No Sunset (November 2009) • Measure A – $112 Parcel Tax with No Sunset (May 2014) 72 The revenues from these three measures may be spent on a variety of one-time and recurring expenditures, including: academic programs, teachers, facilities, technology, etc. There is not a senior exemption for Measure E. There is a senior exemption for Measures G and A.

FISCAL IMPACT
There is no direct fiscal impact associated supporting the Measure W tax measure on the Town of Moraga. Indirect costs associated with staff time to prepare this report were de minimis. If the proposed parcel tax is approved by the voters, those property owners that are subject to the tax will have to pay $168 per parcel for eight years. The Town of Moraga, as a municipal corporation, will not be subject to this tax on the properties that it owns. With the passage of Measure W, this will represent the 9th local public school district annual revenue measure/tax that will appear on most property owners’ tax bill. For most non-exempt property owners, they will be responsible for paying an annual total of over $2,000 in additional property-based taxes to the Moraga School District and AUHSD. This is in addition to their share of the 1% ad valorem property tax that goes to both Districts each year.

CEQA COMPLIANCE
This request is not subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. 15000 et. seq.) as this project is categorically exempt pursuant to 14 Cal. Code Regs. 15301 (Class 1-Existing Facilities) and 15304 (Minor Alterations to Land).

ALTERNATIVES

1. Adopt the proposed resolution with modifications; or

2. Do not authorize the proposed resolution and provide direction to staff.

NEXT STEPS
Upon adoption of the proposed resolution, staff will send copies to the AUSHD Governing Board and Yes on W Committee.

ACALANES UNION HIGH SCHOOL DISTRICT (AUHSD), serves 9th–12th grade students and community members in Lafayette, Moraga, Orinda and Walnut Creek. Our four comprehensive high schools—Acalanes, Campolindo, Las Lomas, and Miramonte—are among the best in California and rank in the top 4% of all high schools nationwide for the strength of their Advanced Placement programs, while our Acalanes Center for Independent Study provides an exceptional alternative education program.

HOWEVER, YEARS OF INADEQUATE STATE FUNDING ARE NOW IMPACTING THE LOCAL QUALITY OF EDUCATION.

Funding for our local public high schools is among the lowest in the state, requiring AUHSD to rely on local funding measures and education foundations to help fill the gap. Meanwhile, local parcel tax funding has not increased in 16 years. We have tightened our belts, absorbing over $4 million in budget cuts over the past two years that have impacted student electives, library and counseling services, and enrichment programs. Without a new and sustainable source of additional funding, further reductions and budget cuts are likely. Measure W is on the ballot to address this reality.

MEASURE W DEFINED: Measure W is a parcel tax measure on the November 3rd 2026 ballot seeking voter authorization for locally-controlled funding to protect the quality of AUHSD’s high performing local high schools.

Measure W requires two-thirds, or 66.67%, voter approval to pass. A “YES vote” is a vote in favor of AUHSD’sfunding proposal to levy a parcel tax of $168 for eight years in order address its instructional needs; a “NO vote” is a vote to reject the proposal. All registered voters residing within AUHSD boundaries are eligible to vote on this measure.

MEASURE W BALLOT QUESTION: “Shall the measure supporting high-quality education in local high schools by:
attracting/retaining highly qualified teachers; continuing advanced academic programs in science, technology, engineering, math, and arts that prepare students for success in college and careers; maintaining manageable class sizes with Acalanes Union High School District levying a $168 parcel tax for eight years, with senior exemptions, citizens’ oversight and independent audits, providing $6,000,000 annually in local school funding that cannot be taken by the State, be adopted?”
IDENTIFIED HIGHEST PRIORITY AUHSD INSTRUCTIONAL NEEDS: Attracting/retaining highly qualified teachers; prepare students for college and in-demand careers; maintain manageable class sizes; maintain advanced academic programs, including math, science, engineering and the arts; provide library services, academic counseling, and career training; provide career and technical education for in-demand fields including biotech, medical and health sciences, auto mechanics, fabrication, and other skilled trades; keep technology up to date to provide for modern student learning; and provide instructional equipment, materials and supplies to support AUHSD’s programs..

MEASURE W REQUIRES THE FOLLOWING TAXPAYER PROTECTIONS: All funds raised would go to AUHSD teaching, learning, and classroom instruction. By law, Measure W funds cannot be taken by the State. A Citizens' Oversight Committee is required to ensure funds are spent properly. If Measure W is approved, senior citizen homeowners age 65 years or older would continue to be eligible for an exemption on their primary residence through a simple application process. Persons receiving Supplemental Security Income and Social Security Disability Insurance, regardless of age, would also be eligible for an exemption.

Acalanes Union High School District
November 2026 School Parcel Tax Measure
Measure W Fact Sheet
89 Who is the Acalanes Union High School District?
Acalanes Union High School District (AUHSD) is public school district serving students in grades 9–12 and interested community members living in the Contra Costa County communities of Lafayette, Moraga, Orinda and Walnut Creek.

The District operates four comprehensive high schools—Acalanes High School, Campolindo High School, Las Lomas High School, and Miramonte High School—as well as Acalanes Center for Independent Study and Acalanes Adult Education. AUHSD high schools are among the best in California and rank in the top 4% of all high schools in the United Statesfor the strength of their Advanced Placement programs, while Acalanes Center for Independent Study provides an exceptional alternative education program.

What is Measure W?
Measure W is a parcel tax measure on the November 3rd 2026 ballot seeking voter authorization for locally-controlled funding to protect the quality of AUHSD’s high performing local high schools. Measure W requires two-thirds, or

66.67%, voter approval to pass. A “YES vote” is a vote in favor of the District’s funding proposal to levy a $168 parcel tax for eight years to address its instructional needs; a “NO vote” is a vote to reject the proposal. All registered voters residing within AUHSD boundaries are eligible to vote on this measure.

What is the exact language of Measure W?
The Ballot Question Reads: “Shall the measure supporting high-quality education in local high schools by:
attracting/retaining highly qualified teachers; continuing advanced academic programs in science, technology, engineering, math, and arts that prepare students for success in college and careers; maintaining manageable class sizes with Acalanes Union High School District levying a $168 parcel tax for eight years, with senior exemptions, citizens’ oversight and independent audits, providing $6,000,000 annually in local school funding that cannot be taken by the State, be adopted?”
Why has Acalanes Union High School District (AUHSD) placed Measure W on the ballot? Funding for our local public high schools is among the lowest in the state, requiring AUHSD to rely on local funding measures and education foundations to help fill the gap. Meanwhile, local parcel tax funding has not increased in 16 years. We have tightened our belts, absorbing over $4 million in budget cuts over the past two years that have impacted student electives, library and counseling services, and enrichment programs. Without a new and sustainable source of additional funding, further reductions and budget cuts are likely. Measure W is on the ballot to address this reality.

How would Measure W funds be spent?
If approved by voters, Measure W funds would be used to support the following AUHSD critical instructional needs:
• Attract and retain highly qualified teachers.
• Prepare students for college and in-demand careers;
• Maintain manageable class sizes;
• Maintain advanced academic programs, including math, science, engineering and the arts; Attachment E

Measure W FAQ’s
Frequently Asked Questions – Fall 2026
90 • Provide library services, academic counseling, and career training; • Provide career and technical education for in-demand fields including biotech, medical and health sciences, auto mechanics, fabrication, and other skilled trades;
• Keep technology up to date to provide for modern student learning; • Provide instructional equipment, materials and supplies to support AUHSD’s programs.

I live in Moraga/Walnut Creek/Lafayette. Didn’t we just vote on a school parcel tax? Why am I being asked again? In June 2026, voters in Lafayette, Moraga, and Walnut Creek, were asked to vote on parcel taxes for their elementary school districts serving children in grades TK-8: Measure H for Lafayette School District, Measure I for Moraga School District, and Measure L for Walnut Creek School District. The revenue from these measures was proposed for those TK-8 districts only. If approved by voters, funds from THIS measure, Measure W, would go to AUHSD high schools only (Acalanes High School, Miramonte High School, Campolindo High School, Las Lomas High School, and ACIS).

How would Measure W attract and retain high-quality teachers? Competition for high-quality teachers has become a significant and growing challenge for public school districts across the Bay Area. If we want to attract and retain high-quality teachers for AUHSD students, we need to pay them competitive salaries. With inadequate state funding and recent budget cuts, the ability for AUHSD to continue attracting and retaining high-quality teachers is becoming an ever-increasing challenge as salaries in nearby districts continue to rise and AUHSD endures continuing budget cuts.

Will senior citizens have to pay?
Measure W includes a senior citizen exemption provision. This means that pending voter approval, senior citizen homeowners age 65 years or older would continue to be eligible for an exemption on their primary residence through a simple application process. Senior citizens who have already obtained an exemption on other AUHSD parcel taxes will not need to apply to receive the exemption. We do not want a measure to become a burden to those living on a fixed income. In addition, persons receiving Supplemental Security Income and Social Security Disability Insurance, regardless of age, would be eligible for an exemption.

How was the community involved in this decision?
Yes. To help inform the Board's decision, the District conducted scientific voter research among over 1,000 AUHSD registered voters as well as conducting a community LISTENING initiative engaging an additional 1,000+ stakeholders.

Activities included conducting a series of stakeholder meetings and opinion leader conversations, a community survey mailed to AHUHSD registered voter households and emailed to AUHSD parents, and town hall meetings at each of the District's four high school campuses in late July and early August 2026. These opportunities allowed voters and community members to learn about the District's financial challenges and share their feedback. All told, more than 2,000 voters and community members participated in conversations and providing input. The AUHSD Governing Board considered all of this input before unanimously voting to place Measure W on the ballot.

Why is school funding from State and Federal government not enough? The State of California provides only enough funding to AUHSD for a basic education, falling short of what many in our community expect for local high schools. Our state and Federal governments do not provide adequate funding for the advanced, high quality academic programs in math, science, technology, and engineering that our schools are known to provide. As a result, districts like AUHSD increasingly rely on local funding sources like parcel taxes to maintain academic excellence, retain and attract qualified teachers and staff, and provide students with the support, programs and services they need to succeed in preparing for success in college and careers. 91 Why isn’t the State doing more to provide adequate funding? What is LCFF? In an effort to close the statewide achievement gap, the State provides all public school districts funding based on what’s called the Local Control Funding Formula (LCFF). This formula allocates more funding to school districts that have high concentrations of students who are English language learners, low income, and/or foster youth. That said, school districts like ours are often left with less State funding than we have received in previous years, making more local funding from the community a necessity simply to maintain our quality teachers, staff and instructional programs. Acalanes Union High School District is actively engaged in the effort to “raise the base” and advocate for adequate and equitable base funding for all California students. To learn more, please visit www.raisethebase.org.

What programs are at risk?
AUHSD provides a broad range of academic, elective, enrichment, and student support programs that help make our schools among the highest-performing public high schools nationwide. Unfortunately, the District must continue implementing budget reductions to address ongoing structural deficits. In the 2025-26 school year, our local high schools, students and staff endured over $2 million in budget cuts. This school year, an additional $2.2 million in ongoing cuts are taking effect, including reductions in advanced elective and special program teaching staff, library services, including moving from one librarian per school site to just one librarian for the entire school district, plus additional reductions in counseling staff, administrative staff, maintenance & operations staff, student enrichment programs, technology, and professional development.

How has the District tightened its belt and lived within its means? Over the past two years, District leaders and the Governing Board have carefully reviewed expenditures and absorbed $4.2 million in ongoing reductions, impacting student electives, library and counseling services, and enrichment programs. These reductions include decreases in administrative staffing, counseling services, library services, technology, Maintenance & Operationsstaff, professional development, student enrichment programs, and advanced elective offerings. As our local high schools endure these painful budget cuts, AUHSD continues to face financial pressures driven by inadequate state funding, rising operational costs, and the loss of anticipated Measure T revenue.

Does AUHSD already have a parcel tax? Why are you proposing another one? Yes. AUHSD currently benefits from local parcel tax funding Measures A and G, originally approved by voters in 2006 and 2010, which help support educational programs, attract and retain high-quality teachers and staff, and maintain the academic excellence for which the District is known. However, these local parcel tax revenues have not increased in 16 years, and have not kept up with inflation and the rising costs of living. Without a sustainable source of additional funding, the District will likely need to make further reductions to programs and services in the coming years.

What is a parcel tax?
“Parcel Tax” is the common term for a school district “qualified special tax.” It is usually applied as a flat tax to each parcel of land within a school district’s boundaries. and is payable by the owner of each parcel. Parcel taxes generate revenue for a district’s operating budget. These funds are a locally controlled source of funding that cannot be taken away by the State. In California, passage of a local parcel tax requires two-thirds (66.7%) voter approval among voters casting ballots on the measure.

What is the difference between a parcel tax and a bond? Parcel taxes can be used to support any school district cost; however, they are almost always used to support classroom expenditures such as teacher salaries, instructional programs and other educational enhancements.

School bond funds, on the other hand, can only be used to fund capital costs – e.g. facilities repair, renovation and 92 upgrades, new construction, portables replacement, school safety/security upgrades, technology and/or technology infrastructure, and in the case of CA Prop 39 bonds, equipment and furniture. Most school bonds require 55% voter approval to pass, while parcel tax measures require two-thirds (66.67%) voter approval to pass.

How much will Measure W cost?
If approved by voters, Measure W is an annual $168tax, set to expire in eight years, generating $6 million annually.

This is funding that can’t be taken by the State or used for purposes other than what voters approved in passing Measure W. Pending voter approval, the assessment would appear on local property tax bills next November (2027).

Measure W does not include an escalator – it proposes a simple flat per-parcel annual assessment of $168, with an 8-year duration and no cost of living adjustment. Measure W includes exemption provisions for senior citizen homeowners age 65+. Persons receiving Supplemental Security Income and Social Security Disability Insurance, regardless of age, would also be eligible for an exemption.

How can taxpayers be assured that Measure W funds will be spent properly? Measure W would require accountability provisions, including: all funds raised would stay local to support AUHSD students, teaching, and classroom instruction. By law, Measure W funds cannot be taken by the State. A citizens' oversight committee is required to ensure funds are spent properly, and independent audits will be performed annually.

Who is eligible to vote on this parcel tax proposal?
All registered voters living within the boundaries of the Acalanes Union High School District — registered by October 19 — would be eligible to vote on Measure W on the November 2026 ballot. Same Day (conditional) registration is available October 20 through November 3, 2026 (Election Day) in-person at the Contra Costa County Elections Office or an eligible voting location. To learn more about your voter registration, please visit www.contracostavote.gov.

Would businesses share in a parcel tax cost?
Yes, both commercial and residential property owners will be subject to the proposed assessment.

Do other school districts receive similar funding for their schools? Because of inadequate and inconsistent State funding, there are many districts, especially in communities across the Bay Area, that consistently and repeatedly support parcel taxes. Lafayette, Moraga, Orinda, and Walnut Creek are just a few of the communities in our immediate area where voters have approved one or more local school parcel tax measures.

What is the difference between Lafayette/Moraga/Orinda/Walnut Creek school districts and AUHSD? Our communities, like a number of California communities, have two separate public school districts—one serving children attending school in grades TK-8, and a separate district serving students attending high school • Lafayette School District serves students in TK-8 and operates four elementary schools (Burton Valley, Happy Valley, Lafayette, and Springhill Elementary Schools) and one middle school (Stanley Middle School). • Moraga School District serves students in TK-8 and operates three elementary schools (Camino Pablo, Los Perales, and Donald Rheem Elementary Schools) and one middle school (Joaquin Moraga Intermediate School). • Orinda School District serves students in TK-8 and operates four elementary schools (Del Rey, Glorietta, Sleepy Hollow, and Wagner Ranch Elementary Schools) and one middle school (Orinda Intermediate School). • Walnut Creek School Districtserves students in TK-8 and operates five elementary schools (Buena Vista, Indian Valley, Murwood, Parkmead, and Walnut Heights Elementary Schools), one K-8 magnet school (Tice Creek), and one middle school (Walnut Creek Intermediate).
• Acalanes Union High School District serves students in grades 9-12 attending Acalanes High School in Lafayette, 93 Miramonte High School in Orinda, Campolindo High School in Moraga, and Las Lomas High School in Walnut Creek, as well as Acalanes Center for Independent Study and the District’s Acalanes Adult Education Center and programs.

$4.2 Million in Cuts Already –
More on the Way
AUHSD has cut $4.2 million over two years. Students
are feeling the impact: reduced course offerings, one
librarian for four campuses, and fewer academic
counselors. And the district still operates at a structural deficit; without Measure W, more cuts are coming.

WHAT IS MEASURE W?
A local parcel tax of $168/parcel/year – stable,
predictable, no inflation increases – generating
$5.5-$6M per year for 8 years to protect our
high schools from state underfunding.

OUR HIGH SCHOOLS ARE AMONG THE BEST IN THE NATION, AND THEY NEED OUR SUPPORT.

AUHSD receives less state and federal
funding per student than about 92% of CA
high school districts. Even with local support,
our high schools still receive less funding than
the average high school in CA.
