Understanding and Approach
All of our field personnel have a company-owned vehicle with a company logo displayed.

In addition to providing vehicles, we also supply our personnel with all the equipment necessary to perform the requested services. LOR ensures that our field personnel have the most up-to-date tools, maintained in good working order, and calibrated as required.

To help ensure the accuracy of the test results we provide in the field, our technicians maintain certifications for the tests they routinely perform. Our recurring certification and our in-house training are geared to ensure that our technicians are knowledgeable on safe practices with regards to working around all types of construction equipment, and on current engineering practices.

In support of field personnel, our office has a full service, Caltrans certified, geotechnical laboratory that is fully staffed and capable of providing timely results. To ensure the quality of our laboratory results, our geotechnical laboratory participates in the Caltrans Reference Sample Program which is an annual audit that allows us to compare our laboratory performance relative to the entire population of participating laboratories. 4 LOR GEOTECHNICAL GROUP, INC.

City of Moreno Valley, Capital Projects Division Reference No. 8239.P May 6, 2024
Our office is located at 6121 Quail Valley Court on the east end of Riverside, California, approximately 4 miles from city hall. Our proximity to the city of Moreno Valley will enable us to provide timely service during the course of an on-call services agreement. We have the ability to provide 24-hour service seven days a week if required. Although a 24-hour notice prior to service is appreciated, LOR has the ability to provide service in most cases in as little as one hour.

During construction, the typical methodology begins with our participation in a pre- construction meeting to discuss the methods and strategic plan in depth. Our project management team will have reviewed the construction drawings, technical provisions, and contract information to have a full understanding of the project and our firm’s role as a consultant and provider of geotechnical engineering services. Our pre-construction review includes an understanding of the project specifications for the materials that are proposed for use, as well as for the materials testing methodologies that will be required.

At the start of construction, this firm should obtain native soil samples during the contractor’s pot holing operation for utility trench backfill projects, or during the demolition phase of a roadway improvement project. We prefer to obtain our initial soil samples as early as practically possible. This ensures that our field personnel are able to provide timely compaction test and quality compliance results to your construction inspection team.

Once these samples are obtained, our geotechnical laboratory will conduct maximum density curves and will be prepared to provide immediate test results when requested.

Sampling and testing of the aggregate base materials will be conducted for maximum density and quality assurance.

Our engineering staff is available prior to, and during construction, to provide material submittal review if requested by the city of Moreno Valley.

During underground utility installation and associated roadway improvements, we will be on-call to provide the necessary observation for backfill, subgrade, aggregate base, and asphalt concrete compaction tests. Concrete samples will be taken during the placement of materials supplied for storm drain structures, curbs, sidewalks, etc. Quality compliance sampling and testing of the asphalt concrete will include stability, density, gradation, and extraction.

During paving operations to surface roadways, our technicians will be on-site to check delivery tickets to verify that the submitted mix is being used. Temperature measurements 5 LOR GEOTECHNICAL GROUP, INC.

City of Moreno Valley, Capital Projects Division Reference No. 8239.P May 6, 2024
will be taken to ensure that the mix is delivered hot, as this is critical for the pavement crew to achieve the specified degree of compaction. As the compaction operation progresses, compaction testing will be completed to verify that the pavement mat is being compacted to the minimum specification. Our results will be communicated to both the pavement crew and the city construction inspector.

The asphalt material will be sampled on-site in accordance with the sampling procedures outlined in California Test Method 125. The samples will be returned to our geotechnical laboratory to verify that the material conforms to project specifications. Our laboratory testing of asphalt samples generally includes maximum density determination, aggregate gradation testing, stability testing, and emulsion content testing. Additional sampling can be provided at the batch plant when requested by the city of Moreno Valley.

LOR will also provide slurry seal sampling and testing. Our pre-production process typically begins with a review of the submitted mix design. During this review, we will verify that the submitted mix meets project specifications.

Prior to the start of slurry seal operations, LOR will coordinate with the contractor and the City of Moreno Valley to arrange pre-production testing. This testing will verify that the mixers are capable of producing slurry material that meets project specifications, as submitted to the city. The contractor and the city will be informed of our results. If additional pre-production test runs are necessary to calibrate the mixers to produce the desired mix as submitted, LOR would be available to provide additional sampling and testing services.

During slurry seal operations, LOR will coordinate with the city and the contractor to obtain samples of slurry seal material at the frequency specified by the City of Moreno Valley. The results of our consistency testing will be communicated to the construction inspector and the slurry crew. Wet-track abrasion specimens will be fabricated, and the remaining slurry sample will be weighed and sealed for transportation to our geotechnical laboratory.

Our laboratory staff will complete wet-track abrasion testing of the sample fabricated in the field, percent emulsion testing, residual asphalt testing, and water content testing. The results of our tests will be reviewed by our staff engineer and immediately emailed to the City of Moreno Valley.

At the end of each onsite service visit, the city’s onsite representative will be provided with a copy of the time charge ticket and field report. These documents describe the services provided and our test results for that day. Following the completion of the project, a final 6 LOR GEOTECHNICAL GROUP, INC.

compaction and quality compliance testing report will be prepared and delivered to the City of Moreno Valley. It will be wet signed and stamped by our principle registered geotechnical engineer.

Back-Office Support
Prior to the start of construction, our engineers will review the project documents in detail to prepare our field staff for the observations, testing, and sampling procedures that will be required to meet the city’s expectations. Additionally, our staff engineer and our principle engineer will review material submittals to verify that the proposed materials meet project specifications.

Once work is started, our professionals will have an open line of communication with our field technicians to help resolve issues in the field as they arise. Additionally, our office staff will maintain communication with the city during construction.

The city will receive an invoice once a month for services provided. During our invoicing process, we will reference the project budget to verify that the amount billed to the project has not been exceeded. LOR will notify the City of Moreno Valley if the amount billed is approaching the budgeted amount for services.

Additionally, our clerical staff will ensure that our technicians have been dispatched by the Local 12 Operating Engineers union, as required by the Community Workforce Agreement that the City of Moreno Valley has with organized labor. LOR will provide DAS Form 142 to the city’s compliance team. Our office staff will also provide certified payroll records, fringe benefit statements, statements of non-performance, waivers and releases, and other compliance documentation.

Service Quality Assurance/Quality Control
The first step of our in-house Quality Assurance program is to provide the city of Moreno Valley with geotechnical technicians who have over 20 years of experience working on similar projects, have a long track record of successfully completing projects at LOR, and are experienced with a wide range of public improvements projects. They are adept troubleshooters, skilled at communicating solutions. Our technicians hold certification for the testing and sampling procedures that they will be performing during the course of the proposed projects.
7 LOR GEOTECHNICAL GROUP, INC.

City of Moreno Valley, Capital Projects Division Reference No. 8239.P May 6, 2024
Our geotechnical technicians maintain detailed records of the samples obtained during construction and of the tests performed in the field. They produce documentation regarding sample location (for soil, Portland cement concrete, hot-mix asphalt, and slurry seal), delivery ticket information, and soil/mix types.

Detailed records are also kept for compaction test locations and results. The compaction test data is maintained by our technicians and summarized in a table. It includes test location, test elevation, compaction test methodology, soil moisture content, dry density, and relative compaction. Additionally, our technicians map the compaction tests performed on a set of project plans. Our final compaction report, which the city of Moreno Valley will receive upon completion of the project, includes compaction test summaries and compaction test location maps.

As the project progresses, the documentation produced by our geotechnical technicians is periodically reviewed by our project management team. During our in-house review, our project managers verify that sampling of materials is being performed in accordance with the specified frequencies. They also ensure that the relevant information pertaining to the construction materials being sampled is collected.

Our field test results are also reviewed to verify that testing frequencies are in line with project requirements, results meet project specifications, and that tests are appropriately documented.

Our field and laboratory personnel have been certified by the Caltrans district engineer to provide the sampling and testing that have been proposed. Additionally our geotechnical laboratory participates in the Caltrans Reference Sample Program which is an annual audit that allows us to compare our laboratory performance relative to the entire population of participating laboratories.

Our laboratory results are reviewed by our laboratory manager and our project coordinator prior to being reported to the construction management team.

The time frames provided include 90-100 days for the Citywide Pavement Rehabilitation Program FY2023/24 (Project 801-0101), 140 days for the Pavement Rehabilitation for Various Local Streets CDBG FY23-34 (Project 801-0110), and 120 days for the Sunnymead MDP Line B-16A (Project 804-0015). These projects have a labor agreement (Community Workforce Agreement) that LOR will abide by. The detailed cost estimate for providing the proposed services is included herein.

The accrual of our service costs will be highly dependent on the field conditions at the time of construction, which might include the sequencing of construction, the performance of the contractors, and the extent of our services requested by your construction management team. Due to the unpredictable nature of these factors, we propose to provide our services on a time and materials basis. Accordingly, you will only be invoiced for the services provided by this firm.
