SUMMARY
This report recommends approval of an agreement for Professional Consultant Services with LOR Geotechnical Group, Inc. for Geotechnical, Material Testing , and Construction Inspection Services in support of City projects that include the Citywide Pavement Rehabilitation Program FY 23/24 (Project No. 801 0101), the Pavement Rehabilitation for Various Streets (CDBG FY 23/24) (Project No. 801 0110), and the Sunnymead MDP Line B-16A (Project No. 804 0015). These projects are funded by Senate Bill 1 (SB1) Funds (Fund 2000A), Capital Pr oject Reimbursement Funds (Fund 3008), Community Development Block Grant (Fund 2512), and Public Works General Capital Projects Funds (Fund 3002.)

DISCUSSION
The Citywide Pavement Rehabilitation Project provides pavement rehabilitation and preservation for approximately 135 local and arterial streets. The Pavement Rehabilitation for Various Streets (CDBG FY 23/24) consists of the construction of a new asphalt roadway with drainage and other street -related improvements on Brill Road east of Day Street and st reet pavement rehabilitation for fifteen (15) local streets within the HUD - CDBG target areas of the City. The Sunnymead MDP Line B-16A Project consists of the construction of approximately 2,500 linear feet of a new storm drain connecting to an existing storm drain line on Kitching Street, from north of Ironwood Avenue to Kalmia Avenue, including the construction of a new asphalt maintenance road on Kitching Street along this new storm drain line.

Requests for Proposals (RFP) for Professional Consultant Services were distributed and advertised on OpenGov on April 15, 2024. The City received twelve (12) proposals from Professional Consultants in response to the RFP. Following the selection process, Capital Projects reviewed the proposals and rated LOR Geotec hnical Group, Inc. as most qualified firm to perform the work consisting of Geotechnical, Material Testing and Construction Inspection Services. The selection process was pursuant to the City’s Municipal Code requirements for professional services procurem ent. The proposal amount provided in the RFP by LOR Geotechnical Group, Inc. was within the pre-established design budgets.

The Consultant is to provide geotechnical, material testing, and inspection services with personnel trained and experienced in geote chnical and construction inspection work for the construction of public works improvements to ensure the three (3) projects are constructed in accordance with the project drawings and technical provisions.

ALTERNATIVES

1. Approve and authorize the recommended actions as presented in this staff report.

This alternative will ensure that the City Pavement Rehabilitation Program will proceed on schedule and improve 135 local and arterial streets, that Sunnymead

ID: 24-0390 Page 3
MDP Line B -16A will proceed on schedule and resolve t he flooding issue on Kitching Street and adjacent Ivy Lane, and that pavement rehabilitation work for various local streets, and Brill Road, will be completed to meet CDBG Funding requirements. Staff recommends this alternative.

2. Do not approve and authorize the recommended actions as presented in this staff report. This alternative will delay the construction of the Sunnymead MDP Line B- 16A storm drain and will not mitigate flooding issues on Kitching Street and in the neighboring areas. This alternative wi ll also delay much -needed pavement rehabilitation for City streets and jeopardize receiving CDBG funding. Staff does not recommend this alternative.
