11 Professional Consultant Design Services for
Gateway Park Revitalization Project 807 0062, RFP 2024-040 Response Template
Project Understanding
Michael Baker International, Inc. has provided professional engineering design and environmental services to agencies for over 30+ years. Our design services include conceptual and final design plans , specifications, and estimates for the park improvement plans.

Currently, the Gateway Park is considered to be a pet friendly park. The City is wanting to implement a Dog Park which will create a designated zone for off-leash dog use with a separation for small and large dogs .

The revitalization project will also include a dog wash area, two shade structures with seating, and a path. The dedicated zones for dogs will improve safety in the park and create a cohesive environment for park goers, homeowners in the area, and maintenance servicers of the park.

Due to the quick turnaround time for this project, the conceptual plan will be laid out and analyzed while the site is being surveyed. This will occur immediately after the execution of the project and shall include follow up meetings throughout the first week. During the conceptual phase details regarding the signage, dog wash area, shade structures, path surface material, sprinkler spray radius, and other design considerations will be established. Once it has been approved by the City, the Plans, Specifications, and Estimate (PS&E) will begin. If necessary, the team assembled will be able to work overtime to submit the 90% plans, address comments, and the final PS&E package.

For purposes of this project, Michael Baker will assume the following:
• The water and sewer connections necessary for the dog wash area shall be connected to the existing lines going to the restroom.
• The proposed paths within the gated areas shall minimize impervious material. Impervious area shall be less than 5,000 square feet so a WQMP is not triggered.
• Location of the shade structures will be reanalyzed with the sprinkler head locations, impervious square footage, and ADA requirements in mind.

Work Plan / Approach
TASK 1 PROJECT MANAGEMENT, COORDINATION AND MEETINGS
Task 1.1 Project Management, Coordination and Meetings Michael Baker shall work with the City of Moreno Valley to schedule a project kickoff meeting (pre-design meeting) as well as planned status meetings with the City. Additional meetings with City Departments, City of Moreno Valley ’s sub - consultants as well as other key stakeholders will be scheduled and attended as necessary. A total of twelve (12) meetings is assumed in this task.

On a monthly basis, Michael Baker will issue invoices and progress reports to the City detailing major items worked on during the billing period as well as percentage complete for each task. This report will include all necessary back up and will serve to establish internal accounting methods and procedures acceptable to the City for documenting and monitoring contract costs.

12 Professional Consultant Design Services for
Gateway Park Revitalization Project 807 0062, RFP 2024-040 It is understood that the City explicitly understands that project management, meetings, and coordination will be billed on a time and materials basis. Should the budgetary hours be exceeded, Michael Baker will notify the City and request a contract amendment for additional hours.

TASK 2 RESEARCH AND INVESTIGATION
Task 2.1 Research and Investigation
Michael Baker’s design team shall identify existing site conditions pertinent to the design and chosen location of the ADA ramp and dog park site. This investigation shall include the following components:
• Established right-of-way and private property boundaries • Established easements
• Existing wet and dry utilities
• Analysis of existing available environmental data pertaining to the Project Site obtained from appropriate jurisdictional agencies and information supplied by the City. • Review of jurisdictional agency grading requirements and conditions.

Assumptions:

The City shall provide existing Improvement As -builts, Drainage and Environmental Reports, pertaining to the park and immediate surrounding areas for Michael Baker review.

TASK 3 SURVEY AND CONTROL
Task 3.1 Aerial Topographic Mapping
Michael Baker shall prepare an Aerial Topographic Map of the project site, at a scale of 1"=40', with one foot contour intervals. The work shall include:
• Preparation of a flight plan and layout of ground control targets • Field surveying services to set ground control panels and survey their precise positions on the appropriate coordinate system basis
• Aerial photogrammetric and aerotriangulation services • Compilation of planimetric and topographic features to digital medium • Perform field survey check profile observations and office analysis of said observations to check ground truth of the compiled map within accepted standards
Task 3.2 Supplemental Topographic Survey
In addition to the Aerial Topographic Survey included in Task 3. 1 above, Michael Baker shall perform a supplemental field topographic survey to show more detailed information as needed by the engineering team for design.

The location of the following ground surface and/or visible underground items are the primary target of this survey:
• Existing sidewalk and ramps
• Existing Water meters
• Above ground sprinkler heads
• Electrical and other above ground dry utility items
• Sewer cleanouts (if any)
• Water meter location
• Culverts and visible storm drain system items

13 Professional Consultant Design Services for
Gateway Park Revitalization Project 807 0062, RFP 2024-040 The following items are specifically not required and not included in this survey:
• Street cross sections
• Tree locations (as they will be captured in the aerial) TASK 4 ENVIRONMENTAL
Task 4.1 CEQA Categorical Exemption
Class 3 Exemption (Small Structures) pursuant to CEQA Guidelines Section 15303. The Class 3 Categorical Exemption consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure.

TASK 5 LANDSCAPE AND CIVL ENGINEERING PLANS
Task 5.1 Conceptual Design and Preliminary Cost Estimate Michael Baker will prepare a conceptual design plan showing the layout of the proposed dog park features, including the entry area into each dog park, fencing with mow curbs, gates, the arched entry area, drinking fountains, pet waste stations, trash and recycling receptacles, concrete and decomposed granite walking paths for ADA accessibility, benches, shade structures, dog park play features, hose bib for dog wash-off, and light locations. It is assumed that new hardscape will be under 5,000 ft2 and no new tree, shrub, or groundcover planting with this project. Any disturbed landscaped areas will be replanted with grass to match the existing. This task will also include a preliminary cost estimate to aid with project funding identification.

Comments to the preliminary design layout will be incorporated into the construction document submittals.

Michael Baker shall perform one (1) analysis on the existing conditions of the curb return and path connecting the parking lot to the Dog Park area to determine the curb ramp conformance to current ADA requirements. The analysis will be performed utilizing supplemental survey of the area, per task above. This will assist Michael Baker to prepare a detail on the plans for an updated curb ramp. Additionally, accessible paths shall be provided to the shade structures and other seating areas.
