DISCUSSION
In 2023, the Moreno Valley Police Department (MVPD) hosted its first annual Trunk or

Treat event for Moreno Valley residents at the Mor eno Valley Civic Center and it was a great success. The event was supported by local businesses, vendors, and organizations and offered music, food, and fun activities. MVPD plans to continue the tradition by hosting its second annual Trunk or Treat event in the same location. With an anticipated 4,000 attendees, this year’s event promises to again offer a fun and safe experience for the community.

The event area will encompass the majority of the Civic Center including the Civic Center Amphitheater parking lots located west of City Hall and north of the Public Safety Building, and south of City Hall.

The proposed road closures are as follows:
a. Calle San Juan De Los Lagos between Frederick Street and Veterans Way. b. Resource Way between Frederick Street and Corporate Way. c. Corporate Way between Calle San Juan De Los Lagos and Resource Way.

The Moreno Valley Police Department will conduct the street closure s with assistance from the Public Works Department.

ALTERNATIVES

1. Approve and authorize the recommended street closures for the second annual Trunk or Treat event in concurrence with the Moreno Valley Police Department and the Public Works Director/City Engineer. Staff recommends this alternative as it will allow a thorough process to ensure the safety of staff and participants.

2. Do not approve and authorize the recommended street closures for the Second Annual Trunk or Treat event in concurrence with the Moreno Valley Police Department and the Public Works Director/City Engineer. Staff does not recommend this alternative as businesses and residents will need to be advised of the proposed street closures as soon as possible.

FISCAL IMPACT
The adopted FY 2024/25 Police Department operating budget will absorb all proposed street closures, traffic control, and security costs.

NOTIFICATION
Publication of the agenda.

The Moreno Valley Police Department will notify businesses and residents about the upcoming street closures for the Trunk or Treat event as part of the Trunk or Treat planning process.
