A. CALL TO ORDER
The Joint Special Meeting of the City Council, Community Services District, City as Successor Agency for the Community Redevelopment Agency of the City of Moreno Valley, Moreno Valley Housing Authority, Moreno Valley Public Financing Corporation, Moreno Valley Public Financing Authority, the Board of Library Trustees, and the Moreno Valley Community Foundation Board of Directors was called to order at 6:03 pm by Mayor Cabrera in the Council Chamber located at 14177 Frederick Street.
Mayor Cabrera announced that the City Council receives a separate stipend for CSD meetings.
B. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Councilmember Delgado.
C. INVOCATION
Two invocations were provided.
2 Pastor Arturo Linares from Iglesia Rios De Agua Viva provided the first invocation and Pastor Bishop Sykes from Crossword Church provided the second invocation.

G.1 RESOLUTION RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 5, 2024, DECLARING THE OFFICIAL
RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW

City Clerk Patty Rodriguez provided the staff report.
5 With the conclusion of the staff report, Mayor Cabrera called for Council questions/comments.
Councilmember Delgado, Mayor Pro Tem Barnard, and Councilmember Baca-Santa Cruz provided comments on the item.
With no further comments, Mayor Cabrera entertained a motion.

That the City Council:
1. Adopted Resolution 2024 -69 of the City Council of the City of Moreno Valley, California, reciting the fact of the General Municipal Election held on November 5, 2024, declaring the res ults and such other matters as provided by law.
Ayes (4): Mayor Cabrera, Mayor Pro Tem Barnard District 4, Councilmember Baca-Santa Cruz District 1, and Councilmember Delgado District 2
RESULT: Approved (4 to 0)
H. ADMINISTRATION OF THE OATHS OF OFFICE TO NEWLY ELECTED
OFFICIALS
City Clerk Patty Rodriguez announced that we will now be swearing in the City's newly elected officials.
City Clerk Patty Rodriguez announced Mayor Cabrera's oath will be given by his wife, Carina Tamayo Cabrera.
Carina Tamayo Cabrera gave the oath to Mayor Ulises Cabrera.
At the conclusion of the oath, Mayor Cabrera provided his remarks.
A ten-minute break was called by the City Clerk at 7:26 pm.
The City Council meeting resumed at 7:36 pm.
City Clerk Patty Rodriguez announced that Councilmember Baca-Santa Cruz's oath will be given by her daughter, Lorena Santa Cruz.
Lorena Santa Cruz gave the oath to Councilmember Baca-Santa Cruz.
6 At the conclusion of the oath, Councilmember Baca-Santa Cruz provided her remarks.
A ten-minute break was called by the City Clerk at 7:47 pm.
The City Council meeting resumed at 7:57 pm.
City Clerk Patty Rodriguez announced that Councilmember Gonzalez's oath will be given by Mayor Ulises Cabrera.
Mayor Ulises Cabrera gave the oath to Councilmember Gonzalez.
At the conclusion of the oath, Councilmember Gonzalez provided his remarks.
A ten-minute break was called by the City Clerk at 8:08 pm.
The City Council meeting resumed at 8:18 pm.
I. ADJOURNMENT
There being no further business to come before the City Council, Mayor Cabrera adjourned the meeting at 8:19 pm. A reception honoring the newly elected officials followed.
