RESOLUTION NO. 2025-____
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MORENO VALLEY, CALIFORNIA, RECOGNIZING PUBLIC
WORKS EMPLOYEES AS FIRST RESPONDERS, AND
AUTHORIZING THE USE OF THE NATIONAL PUBLIC
WORKS FIRST RESPONDER SYMBOL AS ADOPTED BY
THE AMERICAN PUBLIC WORKS ASSOCIATION, AND
DIRECTING CITY STAFF TO IMPLEMENT THIS
DESIGNATION.
WHEREAS, on February 28, 2003, former President George W. Bush issued Homeland Security Presidential Directive 5 (HSPD-5), officially recognizing Public Works as First Responders and directing federal, state, and local emergency planning efforts to include Public Works in disaster response; and
WHEREAS, Public Works professionals play a vital role in emergency response by ensuring the safety and functionality of critical infrastructure, including roads, bridges, water systems, and facilities that support emergency operations; and WHEREAS, Public Works employees are essential to disaster recovery efforts, often working alongside police, fire, and medical personnel to re store public services, clear roadways, and mitigate hazards that threaten public safety; and WHEREAS, the National Incident Management System (NIMS) includes Public Works as a key component of emergency response, emphasizing their role in maintaining essential services during disasters; and
WHEREAS, on May 7, 2018, the American Public Works Association (APWA) announced the adoption of a National Public Works Responder Symbol, to be used throughout North America in recognition of the federally mandated status of Public Works professionals as First Responders; and
WHEREAS, recognizing Public Works employees as First Responders will increase public awareness of their essential functions, improve coordination with other emergency agencies, and ensure they receiv e appropriate training, resources, and support to enhance emergency response capabilities; and WHEREAS, numerous cities and counties across the nation have passed similar resolutions, affirming the First Responder designation for their Public Works personn el; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MORENO VALLEY, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
1. The City of Moreno Valley hereby recognizes Public Works Department employees as First Responders, in accordance with Homeland Security Pr esidential Directive 5 and related federal guidelines. This designation reflects their critical role in emergency response and disaster recovery.

2. The Public Works Responder Symbol, as adopted by the American Public Works Association, is hereby authorize d for use by the City of Moreno Valley Public Works Department and may be displayed on city vehicles, uniforms, buildings, and other appropriate locations to increase awareness of Public Works' role in emergency response.
3. The City Manager is hereby directed to implement this resolution, including integrating Public Works into emergency response planning, training, and coordination efforts with other First Responder agencies.
4. This resolution shall take effect immediately upon adoption.
