DISCUSSION

As part of the Moreno Valley Pump Track Site Improvement Project (Project No. 807 0058), water utility improvements will be constructed. To support this, Eastern Municipal Water District (EMWD) requires an easement for access to install, operate, and maintain infrastructure related to these facilities. City staff prepared an Easement Deed for execution by the Moreno Valley Community Services District (CSD), and EMWD and City staff have verified that the legal description compl ies with the Subdivision Map Act and the applicable provisions of the Moreno Valley Municipal Code. All rights are detailed in the Easement Deed, which includes standard ingress, maintenance, and operational rights typically associated with non-exclusive public utility easements.

ALTERNATIVES

1. Approve and authorize the recommended action as presented in this staff report.

Staff recommends this alternative as this will allow the construction of water utilities for the Moreno Valley Pump Track Site Improvement Project.

2. Do not approve and authorize the recommended action as presented in this staff report. Staff does not recommend this alternative which may delay construction of the Moreno Valley Pump Track Site Improvements Project.

FISCAL IMPACT

There is no fiscal impact associated with the recommended action.
