Both the Homeless Assistance Program and Homeless to Work Programs are strength -based, creative problem -solving programs that are designed to assist individuals in the navigation of resources and serv ices that can guide them in a path toward housing and stability.
DISCUSSION
In 2017, the City Council approved the creation of the Homeless to Work Program, initially funded through the federal Community Development Block Grant (CDBG) program administered by the U.S. Department of Housing and Urban Development. This program received an annual allocation of approximately $100,000 and was restricted to use within federally designated areas of the city. In 2020, the Council approved the Homeless Assistance P rogram (HAP), a two -year initiative funded by the City’s general fund to expand wraparound services for individuals experiencing homelessness.
Due to the success of the programs, in 2022, The Salvation Army was awarded a three- year contract for each program at $100,000 per year, totaling $300,000 per program. Both programs have been in operation for the past three fiscal years and have demonstrated measurable success in assisting individuals experiencing homelessness.
A verbal presentation o f the programs was provided to the Homeless Ad Hoc Subcommittee on May 21, 2025. City staff is now seeking Council’s support to continue both programs in partnership with The Salvation Army.
