The following report recommends awarding an agreement for professional consultant services to Willdan Engineering to provide consultant engineering services for the Moreno Valley Supplementary Safety Improvement Plan, Phase II . The project aims to develop three supplemental safety plans aimed to enhance the City's comprehensive safety action plan. This project is funded by the U.S. Department of Transportation Federal Highway Administration for the Safe Streets and Roads for All Grant Program (Capital Projects Grants-Fund 2301) and Measure A (Fund 2001).
DISCUSSION
The Infrastructure Investment and Job Act (IIJA) established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.
On December 13, 2023, the U.S. Department of Transportation announced projects that were awarded grants, including the Moreno Valley Supplementary Safety Improvement Plan, Phase II. This project aims to develop three supplemental safety plans to enhance the City's comprehensive safety action plan currently under development. The planning activities will include developing a Co mmercial Vehicle Network Safety Plan, a Traffic Signal Fiber Network Plan, and a Safe Routes to School Plan. The City was awarded a grant in the amount of $ 572,000 totaling 80% of the total project cost of $715,000. The City’s 20 percent local match requirement is $143,000 funded by Measure A (Fund 2001).
The City issued a Request for Proposal (RFP) for professional engineering services on November 5, 2024 . O ne response was received by the December 10, 2024, RFP deadline. At the beginning of 2025 , the evaluation process was placed on hold due to delays associated with the processing of federal grant funding. Staff has since resumed the RFP evaluation and recommend s that the contract be awarded to Willdan Engineering.
ALTERNATIVES
1. Approve and authorize the recommendations as presented in this report. This alternative will allow the project to move forward in a timely manner and enable the City to receive reimbursement from the Federal Highway Administration . Staff recommends this alternative.
2. Do not approve the recommended actions as presented in this staff report. This alternative will result in the City forfeiting the awarded federal grant funding. Staff does not recommend this alternative.
