SUMMARY
This report recommends adoption of Resolution 2025 -__ accepting the Offer of Dedication of Old Perris Boulevard, previously shown as Judson Street, on the Moreno Acres Subdivision Map, recorded in April 1924, for public utility purposes.

DISCUSSION

ID: 25-0486 Page 2
The Moreno Acres Subdivision Map, recorded in April 1924, included several streets that were offered for dedication for public use . A mong th ese was Old Perris Boulevard, formerly known as Judson Street , which was offered for dedication prior to the City’s incorporation. The Riverside County Board of Supervisors did not formally accept the Offer of Dedication. Consequently, certain segments of Judson Street remained unaccepted for public purposes following the City’s incorporation.

For background, portions of Judson Street over the years were gradually incorporated into the City’s maintained road system. These segments were accepted for public use and utility purposes, eventually forming what is known today as Perris Boulevard, a major roadway serving the community. However, the portion of Judson Street extending from Pico Vista Way to the northern end has remained a private road, continuing to be known as Old Perris Boulevard.

Recently, several utility purveyors have approached the City to request that this remaining segment of Old Perris Boulevard be accepted by the City Council for public utility purposes. After review, City staff have determined that such acceptance would be in the best interest of the City. The action would allow public utilities to be extended and maintained efficiently, providing necessary infrastructure to support new development and future growth within the area.

Importantly, the acceptance of the dedication is for utility easement purposes only. This segment of Old Perris Blvd will remain a non-maintained road, and as such, imposes no financial cost to the City. Instead, it enhances opportunities for public utility improvements and strengthens the City’s capacity to accommodate expansion in both residential and commercial sectors. Staff recommends that the City Council adopt the proposed Resolution 2025-___ to formally accept the dedication.

ALTERNATIVES

1. Approve and authorize the recommended actions as presented in this staff report.

Staff recommend this alternative as it will allow timely acceptance of Old Perris Boulevard for public utility purposes.

2. Do not approve and authorize the recommended actions as presented in this staff report. Staff does not recommend this alternative as it would not allow timely acceptance of Old Perris Boulevard for public utility purposes.

FISCAL IMPACT
Adoption of the resolution to accept the Offer of Dedication of Old Perris Boulevard for public utility purposes poses no fiscal impact to the City.

NOTIFICATION
