SUMMARY
This report recommends approving a contract with Plyco Corp. (Plyco) to complete the construction of the Moreno Valley Senior Center Expansion, Project No. 803 0057. This project expands the existing Senior Center by adding approximately 4,000 square feet of new building space on the south side of the existing building. The new expansion will be used to provide Moreno Valley seniors wi th additional programs, classes, events, and social activities.
DISCUSSION
The Moreno Valley Senior Center has been a vital hub for our City’s seniors for over 30 years. The facility is situat ed on a 2.2-acre City-owned parcel at 25075 Fir Avenue, just east of Perris Boulevard and on the south side of Fir Avenue. The Senior Center offers a variety of programs and services for Moreno Valley seniors, including, but not limited to, classes, crafts, exercise, billiards, dancing, cards, bingo, and low-cost lunches. However, due to the significant growth in the City’s senior population, the existing Senior Center is undersized and unable to meet the increasing demand for its services. The US Census Bureau estimates the City’s senior population is around 9.4% or roughly 20,000 seniors.
Expanding the Moreno Valley Senior Center will provide additional space to offer even more programs, classes, events, and social activities.
The project was initially adv ertised for construction bids on August 1, 2024, and after a formal bid in conformance with the Public Contract Code, the contract was awarded to the lowest responsible bidder, Archico Design Build, Inc. (ADBI) on October 15, 2024, for the amount of $4,990,000. ADBI began construction on February 26, 2025, and on June 23, 2025, the City exercised its right to terminate the construction contract with ADBI for convenience because the construction was not progressing in the City’s best interest and could result in potential liability.
The project was readvertised for construction bids on September 16, 2025, and formal bidding procedures have been followed in conformance with the Public Contract Code.
Bids were via the electronic bid management system, Planet Bids, on October 14, 2025.
Two (2) bids were received as follows:
CONTRACTORS Verified Bid Amounts
1. CALTEC Corp. ........................................................................................... $5,765,000
2. Plyco Corp. ................................................................................................. $5,963,451 Soon after the bid opening, CALTEC Corp., the lowest bidder, requested to withdraw its bid. Staff evalua ted the next lowest bidder, P lyco Corp., and found it to be the lowest responsible bidder in possession of a valid license and bid bond. No outstanding issues were identified through the review of the references submitted by Plyco Corp. in their bid.

Staff recommends the award of the contract and issuance of a purchase order to Plyco in the amount of $6,559,796, which includes a 10% contingency. The contingency amount ($596,345) is recommended to account for any latent or unforeseen circumstances encountered during construction.
The interfund transfer loan will be for an allocation from the Facilities Replacement Reserve Fund (7330) to cover the amount needed for construction e ngineering and construction. A transfer of Facilities Replacement Reserve Fund (7330) to Development Impact Fees (DIF) – Recreation Center (2907) will occur in the amount of $3,406,755.
Approval of the recommended actions would support Objective 4 of the Momentum MoVal Strategic Plan: “Manage and maximize Moreno Valley’s public infrastructure to ensure an excellent quality of life, develop and implement innovative, cost -effective infrastructure maintenance programs, public facilities management strategies, and capital improvement programming and project delivery”.
ALTERNATIVES
1. Approve and authorize the recommended actions as presented in this staff report.
This alternative will complete the construction of the Moreno Valley Senior Center Expansion and will provide the necessary space to offer expanded services to the senior citizens of Moreno Valley. Staff recommends this alternative.
2. Do not approve and authorize the recommended actions as presented in this staff report. This alternative will result in delaying the timely construction of the project.
The Moreno Valley Senior Center will continue to lack sufficient space needed to accommodate the growing senior citizen population and to offer expanded services to the senior citizens of Moreno Valley. The project construction area will remain unusable, with project materials occupying the south side parking lot. Staff does not recommend this alternative.
FISCAL IMPACT
The total cost to complete construction in FY 2025/26 of the Senior Center Expansion Project is estimated at $ 7,830,901. The total cost includes additional construction items added to the project since the original bid advertisement last year. A transfer of Facilities Replacement Reserve Fund (7330) to Developmen t Impact Fees (DIF) – Recreation Center (2907) will occur in the amount of $3, 406,755. Once funds become available in DIF – Recreational Center it will be transferred to the project.
