SUMMARY
City staff recommends purchasing one ChargeRigs Flexx 120 mobile DC fast charging unit to support the City’s ongoing fleet electrification efforts. This asset will significantly increase operational flexibility by providing high ‑ capacity mobile charging for Battery Electric Vehicles (BEVs) deployed across nu merous City divisions. The unit will be procured through Faith Energy Group, the manufacturer’s designated local distributor, via a sole-sourced quote.
DISCUSSION
The ChargeRigs Flexx 120 is a 120-kW mobile DC fast charging system capable of charging vehicles across a voltage range of 150 –1000V DC with a maximum output of 250A. The unit delivers high‑ power, on ‑ demand charging for field operations, emergency response, special events, and locations wher e permanent charging infrastructure is not feasible or has not yet been installed. This capability directly supports the operational needs of City departments and divisions currently adopting Battery Electric Vehicles BEVs, including the Public Works Department – specifically the Moreno Valley Electric Utility Division, Transportation Engineering, Parks & Community Services Department, Community Enhancement & Neighborhood Services Division, Moreno Valley Police Department, the Office of Emergency Management, and others.
The system arrives as a fully self‑ contained mobile platform requiring no site construction work, permitting, or utility upgrades. This enables immediate deployment in alignment with the City’s rapid BEV expansion and sustainability objectives.
The quote provided by Faith Energy Group totals $227,522.00. Funding for this purchase is budgeted in the City Council approved Fleet Operations Replacement Reserve (Fund 7430). Faith Energy Group is the manufacturer’s designated local distributor, and procurement will occur through a sole-sourced purchase. A sole-source procurement is justified because no other known mobile DC fast charging product meets the City’s required specifications for power output, voltage range, mobility, and operational flexibility.
ALTERNATIVES
1. Approve and authorize the recommended actions as presented in this staff report.
Staff recommends this action because the mobile DC fast charging unit will directly support fleet electrification needs, increase operational resilienc y, and provide immediate mobile fast‑ charging capability without requiring construction or utility upgrades.
2. Do not approve and authorize the recommended actions as presented in this staff report. Staff does not recommend this alternative as it would limit the City’s ability to support BEVs across multiple operational environments and could delay the deployment of several BEV‑ assigned assets.

FISCAL IMPACT
The total purchase amount of $227,522.00 for the ChargeRigs Flexx 120 is a 120 -kW mobile DC fast charging system will be funded through Fleet Operations Replacement Reserve (Fund 7430). The budget appropriation will transfer funds from Fund 7430 to General Fund (1010). This purchase is consistent with Fleet’s long ‑ term electrification strategy.
