SUMMARY
This report recommends the award of a construction contract to California Professional Engineering, Inc. for construction of the citywide Overnight Intersection Visibility Systemic Improvements Project. Th is project aims to implement safety improvements at 15 signalized intersec tions located along high -speed roadways. The project is funded by Caltrans Highway Safety Improvement Program (HSIP) Grant and complies with the City Council’s Momentum MoVal Strategic Plan to manage and maximize Moreno Valley’s Public infrastructure through maintenance programs and capital improvements.
DISCUSSION
The Caltrans Division of Local Assistance (DLA) manages California’s local agency share of Highway Safety Improvement Program (HSIP) funds. HSIP is a core federal aid program under the Infrastructure Investment and Jobs Act (IIJA) that provides states with resources aimed at significantly reducing fatalities and serious injuries on all public roads.
In alignment with local HSIP goals, the Overnight Intersection Visibility Systemic Improvements Pr oject (Project) will implement various safety improvements at 15 signalized intersections located along high-speed roadways. The purpose of this project is to enhance visibility and increase safety for both drivers and pedestrians.
Improvements include the installation of additional lighting, advanced stop bars, high - visibility striping, retroreflective signal backplate s, updated traffic signal heads , and illuminated street name signs.
Caltrans added the Overnight Intersection Visibility Systemic Improvements Project to their list of approved project s for HSIP Cycle 11 in March of 2023 and allocated $1,223,730.00 funding for design and construction activities with a local match of $135,970.00. Phase 1, the initial design phase, has been completed , and we are now seeking authorization to award a contract for Phase II, the construction phase.
The project was advertised for construction bids on July 31, 2025, and formal bidding procedures have been followed in conformance with the Public Contract Code. Bids were submitted through the electronic bid management system, OpenGov.com, on September 2, 2025. A total of six (6) bids were received , with California Professional Engineering, Inc. being the lowest qualified bidder with a total bid of $1,329,599.00, which includes the base bid and optional/additive construction items.

The city was awarded $1,209,700.00 in State HSIP funding for the Construction Phase ($1,059,700.00 for construction and $1 50,000.00 for construction engineering). To ensure project costs remain within the State -funded amount, the construction contract was awarded using the base bid plus a portion of the optional/additive items.
ALTERNATIVES
1. Approve and authorize the recommended actions as presented in this staff report.
This alternative will allow the City to implement various safety improvements at signalized intersections located along high -speed roadways citywide . Staff recommend this alternative.
2. Do not approve and authorize the recommended actions as presented in this staff report. This alternative will hinder the City from implementing the recommended safety improvements along high -speed roadways citywide and result in forfeiting the remaining award of $1,088,730 in state funds for Phase II of the project. Staff does not recommend this alternative.
FISCAL IMPACT
The Traffic Signal Improvements – Overnight Intersection Visibility Systemic Improvements Project is included in the F iscal Year (FY) 2025/26 Capital Projects Budget. The project is funded through the Capital Projects Grants Fund (Fund 2301), which is supported by the Highway Safety Improvement Program (HSIP) Grant award.
The City’s 10 percent local match obligation is supported by the State Gas Tax Fund (Fund 2000). There is no financial impact to the General Fund.
