A. CALL TO ORDER
The Closed Session of the City Council of the City of Moreno Valley, Moreno Valley Community Services District, City as Successor Agency for the Community Redevelopment Agency of the City of Moreno Valley, Housing Authority, Moreno Valley Public Financing Corporation, Moreno Valley Public Financing Authority, Board of Library Trustees, and the Moreno Valley Community Foundation Board of Directors was called to order at 4:00 p.m. by Mayor Cabrera in the Council Chamber located at 14177 Frederick Street, Moreno Valley, California. *Mayor Cabrera announced that the City Council receives a separate stipend for CSD meetings

Mayor Cabrera recessed the City Council to the Training Room, second floor, City Hall, for their Closed Session at 4:02 pm.
Mayor Cabrera reconvened the City Council in the Council Chamber from their Closed Session at 5:31 pm.
E. REPORT OF ACTION FROM CLOSED SESSION, IF ANY, BY CITY
ATTORNEY
City Attorney Steven Quintanilla announced, "there was no reportable action for item D.2, which is the City Clerk performance evaluation, but on item D.1, the City Council voted 4-1 with Councilmember Baca-Santa Cruz voting no, to place
3 on a future open session agenda a proposed annual salary adjustment of 13% commencing December 28, 2025.
For item D.3, regarding negotiations involving the City Clerk, the City Council voted unanimously to place on a future open session agenda a proposed annual salary adjustment of 24% commencing November 19, 2025, and changing the term of her employment to 12 months."
F. ADJOURNMENT
There being no further business to come before the City Council, Mayor Cabrera adjourned the meeting at 5:32 pm.
