Thisorderis madepursuantto PublicResourcesCodesection21168.9, subdivision(b), 7 whichprovidesthatanyorderfindingthatadecisionof apublicagencyhasbeenmade 8 without compliancewith CEQA shall include only thosemandateswhich arenecessaryto 9 achievecompliancewith CEQA, andonlythosespecificprojectactivitiesin 10 noncompliance with CEQA.
