SUMMARY

This report recommends that the City Council authorize the use of Asset Forfeiture funds to support the Moreno Valley Police Department (MVPD) Traffic Unit equipment and technology needs.

ID: 26-0112 Page 2

MVPD requests the use of $149,718. 91 in Asset Forfeiture funds to acquire (1) replacement Getac tablets; (2) Leica Scanner software updates and licenses for traffic collision reconstruction; and (3) the outfitting of the newly replaced commercial enforcement vehicle to ensure it meets the operational standards as set forth by the Riverside County Sheriff Department.

Asset Forfeiture funds are secured by the County of Riverside via the State of California’s asset forfeiture laws. The funds may only be used to support law enforcement activities.

DISCUSSION

The contract for law enforcement services with the Riverside County Sheriff Dep artment (RSO) includes providing the City with a specialized traffic unit, including the Motor and Commercial Vehicle Enforcement teams. As the teams provide service solely to the City of Moreno Valley, the City is responsible for providing the equipment, tools, and services needed to support the service(s) to the community. The following reflects the current needs of the MVPD Traffic Unit.

Getac Tablets
Getac tablets are used by 13 deputies and one Sergeant to enhance mobile capabilities and support field-based operations. These devices are also the standard platform used countywide by the Riverside County Sheriff’s Department, ensuring consistency, compatibility, and seamless integration with County systems. The devices are supplied through the Sheriff’s Department’s authorized vendor, Golden Star Technology, which provides the required configuration and support necessary for deployment within the County’s technology environment.

The existing Getac tablets are now outdated and no longer operat e at optimal performance levels. To maintain operational efficiency, reliability, and alignment with County standards, MVPD is requesting approval to upgrade to the latest model that is necessary to maintain efficiency and reliability. The oldest Getac tablets currently in use were put into operation in 2018.

Commercial Enforcement Truck Outfitting
The City implemented a Commercial Vehicle Safety Program on May 3, 2016. The Commercial Vehicle Safety Program, a unit within the Traffic Team, is responsible f or ensuring that commercial motor vehicles operate safely in compliance with the California Vehicle Code and other applicable laws and regulations. In addition to conducting inspections and enforcing safety standards, the team also enforces designated commercial vehicle parking.

The vehicles assigned to support the program are part of the City’s vehicle lease and replacement schedule. The 2017 Silverado diesel double cab pickup truck was replaced during the current fiscal year with a 2026 RAM 2500 crew cab diesel pickup truck and requires the installation of necessary law enforcement equipment.

This equipment is needed to meet operational standards and ensure it is fully equipped to support enforcement activities. This includes installing the necessary s afety items, emergency lighting, communication systems, and inspection tools . Johnson Equipment Company is used by the Riverside County Sheriff’s Office for outfitting vehicles with the standard law enforcement equipment . Utilizing Johnson Equipment Compan y ensures consistency with Riverside County Sheriff’s Office specifications, compatibility with existing equipment, and uniformity across the fleet.

For these reasons, Johnson Equipment Company is the only vendor to provide the specific equipment and ins tallation required to meet the Sheriff’s Department’s operational and standardization requirements.

Lieca Scan Station C10
For nearly 20 years, MVPD has utilized advanced accident reconstruction technology to support roadway safety and ensure accurate doc umentation of major injury and fatal collisions. The initial Leica Scan Station C10 was purchased in 2009. With a life expectancy of five to eight years due to technological advancements, the system has been replaced twice. The current Leica system was upg raded in 2024 to enhance processing speed and functionality in response to evolving investigative demands and advancements in technology. Precision Survey is the original supplier of the Leica Scan software currently used by the Police Department. MVPD will continue utilizing Precision Survey as the vendor to support the Leica scanning system used for accident reconstruction.

To ensure continued reliability and alignment with current industry standards, MVPD is requesting approval to (1) upgrade the current Leica software license to include ongoing technical support and maintenance , and (2) purchase a second software license to improve operational efficiency.

The initial purchase and first year of the proposed Leica Scan software maintenance and technical support will be funded through Asset Forfeiture revenue. Beginning in FY 2026/2027 and thereafter, while the system remains operational, annual software maintenance costs will be incorporated into the Police Department’s General Fund budget allocation request.

For continuity of government and operational efficiencies, staff recommends purchasing the equipment through the established law enforcement single-source vendors as follows:

Vendor Name Equipment Description Amount
Precision Survey, LLC Leica software and
maintenance $31,964.18
Golden Star Technology Getac field equipment $69,844.17 Johnson Equipment
Company
Commercial Enforcement
truck outfitting $47,910.56
Grand Total $149,718.91
