SUMMARY
This report recommends approval of an Agreement for Professional Consultant Services with Steinberg Hart to provide architectural and engineering design services for the new Moreno Valley Public Safety Campus . The design phase of this project is supported by revenue collected from Measure U Transaction and Use Taxes, approved by voters on November 5, 2024. The construction phase of the Project will also be implemented via funding supported by Measure U Transaction and Use Taxes.

DISCUSSION
The City Council’s May 6, 2025, adoption of the Fiscal Year 2025/26–2026/27 operating budget includes expanded staffing and equipment for the Fire and Police Departments, along with a new public safety facility on the City’s east end, reflecting the direct link between Moreno Valley’s population growth and rising calls for service. This investment aligns with voter direction from November 5, 2024, when residents approved Measure U, which explicitly prioritizes maintaining public safety service levels , ensuring the City can continue meeting increasing community needs.

The proposed Moreno Valley Public Safety Campus will be located at the east end of the City. This new campus will address the needs of the City’s growing residential and business community. The facility is designed to meet current service demands while accommodating future development and projected population growth, with particular emphasis on the expanding east end of the City.

The project includes the construction of a new fire station and police station as a joint-use public safety facility supporting both fire protection and law enforcement operations. The project also includes improvements to site access, onsite circulation, utility infrastructure, emergency vehicle accommodations, and associated street and frontage enhancements to support safe and efficient operations.

In addition, the City Council adopted the two-year operating budget for FY 2025/26 – 2026/27, which includes equipment and personnel increases for both the Fire and Police Departments. As a result, expansion of public safety facilities is necessary to support these operational enhancements.

On January 16, 2026, staff advertised a Request for Proposals (RFP) to retain a consultant to provide architectural and engineering design services for the Moreno Valley Public Safety Campus. In response to the advertisement, eleven (11) proposals were received on February 16, 2026. Staff carefully reviewed the proposals and ranked them based on various criteria, including firm experience, q ualifications of the proposed key personnel, and demonstrated understanding of the project’s needs.

Following the evaluation process, staff recommends awarding the design services agreement to Steinberg Hart, as they were determined to be the most qualifie d firm to complete the requested services. The consultant’s scope of work includes preparing the full design, construction plans, and bid package; completing environmental clearance and permitting; providing technical support during the bidding phase and t hroughout construction; and performing other design-related tasks necessary to complete the project.

ALTERNATIVES

1. Approve and authorize the recommended actions as presented in this staff report.

This alternative will allow the timely completion of the desi gn and bid package for the Moreno Valley Public Safety Campus project. Staff recommends this alternative.

2. Do not approve and authorize the recommended actions as presented in this staff report. This alternative may delay the design of the much -needed Moreno Valley Public Safety Campus project. Staff does not recommend this alternative.

FISCAL IMPACT
The design phase of this project will be supported by Measure U Transaction and Use Taxes funded through the Public Works Capital Projects, Fund 3002. Staff recommends approval of the following budget adjustments to ensure sufficient funding is available to complete the design work. Staff anticipates returning to the City Council in early Fall 2026 with a comprehensive budgeting plan for the construction phase, once the consultant has completed the conceptual design and developed an estimated construction cost.
