Councilmember Baca-Santa Cruz reported the following:

At the March 2, 2026, WRCOG Executive Committee Meeting, reports for Fiscal Department activities, committees, agency activities, and various (external) committees were received and filed.

Additionally, the Executive Committee discussed the following key items:

Approval of Fiscal Year 2025/2026 Budget Amendment

18  WRCOG’s FY 2025/2026 budget reflects an overall $270K net decrease, with $2.9M in reduced revenues and $2.6M in reduced expenditures, maintaining a balanced approach despite financial constraints.
 Program adjustments are driving several of the changes:
 The I-REN budget decreased by $1.86M due to timing and program shifts.
 The Clean Cities Program experienced reduced activity, with some funding deferred to future years.
 $373K in REAP funds is being carried forward to ensure full use of prior allocations.
 Capital and operational priorities have been refined, including scaling back the Chicago building improvements by $500K to focus on essential upgrades and energy efficiency.
 WRCOG is restructuring its administrative functions by eliminating one executive role and adding two specialized positions, strengthening risk management, internal controls, and
organizational efficiency.
 TUMF revenues were significantly revised from $77.5M to $48M due to economic conditions, resulting in a $1.2M reduction in WRCOG’s administrative revenue, while a new project
management program positions WRCOG to take a more active role in delivering transportation projects.

WRCOG Project Management of Transportation Studies
 WRCOG is kicking off two transportation studies with the goal of implementing near-term improvements. These studies would also be managed by WRCOG and funded by the respective TUMF Zone funds.

1. Pass Area Intelligent Transportation Systems (ITS) Feasibility Analysis. This analysis will assess the existing conditions of traffic signal infrastructure within the TUMF Pass Zone, determine agency needs and problem areas, coordinate with Caltrans, and facilitate discussions with Pass Zone agencies regarding the findings to identify next steps.

19 2. Southwest TUMF Zone Transportation Study Pilot Project. This analysis will analyze and deliver recommendations on feasible, near-term solutions for improving traffic congestion in 8 - 10 areas in a comprehensive manner within this TUMF Zone. Examples of improvements that will be recommended are envisioned to be ITS, restriping, or intersection improvements
o These types of studies have not been conducted, so these are considered pilot studies. WRCOG will evaluate and, as
necessary, refine, take lessons learned, and apply them to each TUMF zone. This process will also be undertaken on an
ongoing basis.
