This report is being presented to provide background information and to obtain City Council direction prior to returning with any formal amendments to Policy 1.10.
DISCUSSION
Policy 1.10 provides a comprehensive governance structure for advisory boards and commissions, including the processes by which members are nominated, appointed, and confirmed. Section III – Appointment Procedures outlines the roles of the Mayor and City Council in making appointments, as well as application and vacancy procedures.
Currently, the policy does not include a requirement for a formal interview process for Planning Commission appointments. The Planning Commission serve s a critical role in advising on land use, development, and zoning matters, and any modifications to its appointment process may have implications for transparency, consistency, and public engagement.
Based on prior City Council discussion, staff is seeki ng direction on whether to incorporate a requirement that Planning Commission appointments be conducted in open session and include an interview process prior to appointment action.
Should the City Council provide direction to proceed, staff will return at a future meeting with proposed amendments to Policy 1.10 for formal consideration.
