SUMMARY
This report recommends approval of an award of an Independent Contract Agreement with Diamond Environmental Services LP (“the Contractor”), to provide portable restroom (portable toilets and handwash stations) and temporary fencing rentals and services for use at special City sponsored events, park sites, and emergencies for the Parks and Community Service (PCS) Department, Public Works Maintenance and Operations and Moreno Valley Utility Divisions, and the Police Department.
DISCUSSION
The Parks and Community Services (PCS) Department hosts numerous City -sponsored events throughout the year that require portable restroom facilities and, in certain cases, temporary fencing. The contract award for these temporary services includes the rental of restroom facility units and fencing panels; set-up and servicing of all portable restroom facilities (toilets and handwash stations) and temporary fencing, including repairs and/or replacements as needed, for City events, City parks, Public Works, a nd the Police Department. Additionally, temporary fencing is used at City events and during emergencies as needed.
The Parks and Landscape Services Division of the PCS Department manages certain City park sites that lack permanent restroom facilities, w here the use of portable restrooms is necessary for public use . Also, the PSC Department utilizes portable restroom facilities for emergency situations and at planned construction sites where permanent restroom facilities are unavailable or temporarily inoperable.
In addition to the PCS Department’s use, portable restroom facilities are utilized on a regular and/or as needed basis by other City Departments and Divisions, including use by the Public Works Department, Maintenance and Operations Division wh ich utilize portable toilet trailers for offsite road construction projects, Police Department which utilize portable restrooms for various operational needs, and Moreno Valley Utility, which utilizes portable restrooms for their annual event.
A Request f or Proposal (RFP) for independent contractor services was advertised on

December 11, 2025. The solicitation was conducted in full compliance with the Public Contract Code. Proposals were submitted electronically through the City’s electronic bid and vendor management system, PlanetBids, on January 8, 2026. In response to the City’s RFP request, staff received two proposals – one proposal from Diamond Environmental Services LP and the other from EE Stock LLC. Upon thorough evaluation of the proposals, staff determined that Diamond Environmental Services LP is the most qualified vendor to assist with the desired services. This decision was based on relevant experience, expertise, and qualifications. Staff, therefore, requests approval of a five-year term agreement with Diamond Environmental Services LP.
ALTERNATIVES
1. Approve and authorize the recommended actions as presented in this staff report.
Staff recommends this alternative, which allows for continuity of service for existing sites that utilize portable restroom facilities and allows for timely rentals of portable restroom facilities and temporary fencing for use at City hosted events, certain City/CSD project construction sites , and during times of emergencies when temporary restroom facilities and/or fencing are needed.
2. Do not approve and authorize the recommended actions as presented in this staff report. Staff does not recommend this alternative , as it will cause disruption of continuity of service for police operations, public works, and park sites that do not have or have readily available access to permanent restroom facilities.
Additionally, it will delay timely rental of restroom facilities and temporary fencing for upcoming City events, with no guarantee that a more qualif ied contractor may be found at a better cost.
FISCAL IMPACT
The term of the Contract Agreement is for five (5) years, provided funding appropriations and budgetary approvals have been granted by the City and/or CSD each fiscal year .
The Contract Agreeme nt is subject to an annual Consumer Price Index (CPI) inflation adjustment, at the discretion of the City and/or CSD , with the appropriate City Council/CSD Board funding and program approvals. The following table is the 5 -year projected not to exceed amou nt of the Agreement, which also includes an estimated amount for annual CPI adjustments and emergency rental of additional units as needed.
