WORKS) (DISTRICT: ALL DISTRICTS)

TITLE SUMMARY: Adopt The Fiscal Year 2026 –2027 Storm Water Protection Program Budget And Continue The Levy For County Service Area 152

DISTRICT: All Districts

Recommendation(s)

That the City Council:

1. Adopt the County Service Area 152 Storm Water Protection Program budget for Fiscal Year 2026–2027 in the amount of $710,354; and

2. Authorize the continuation of the levy of the F iscal Year 2026–2027 CSA 152 Storm Water Protection Program budget in the amount of $710,354 and continuation of the levy of the County Service Area 152 assessment at $8.15 per Benefit Assessment Unit.

SUMMARY
This report recommends approval of the F iscal Year 2026–2027 County Service Area (CSA) 152 Storm Water Protection Program budget, in the amount of $710,354, as well as maintaining the levy of the CSA 152 assessment rate at $8.15 per Benefit Assessment Unit (BAU), which is unchanged from last year. The City of Moreno Valley must prepare a CSA 152 budget for submission to the County of Riverside by April 30, 2026, to receive funding.

DISCUSSION
County Service Area ( CSA) 152, administered by the County of Riverside (County), provides a funding mechanism to offset a portion of the City’s costs associated with compliance with the federally mandated National Pollutant Discharge Elimination System (NPDES) Program. The County levies the assessment on property tax bills for benefiting parcels, and the City participates as a member agency.

To continue receiving CSA 152 funding, the City must annually approve a budget and assessment rate. The proposed F iscal Year (FY) 2026–2027 CSA 152 Storm Water Protection Program budget is included in Attachment 1.

CSA 152 funds support eligible NPDES Program costs identified in the attachment. The City also utilizes other funding sources, including the NPDES Parcel Charge, to support program implementation. Staff is not recommending an increase to the Benefit Assessment Unit (BAU ) assessment rate; the rate will remain at $8.15 per BAU. Any future increase would require approval by affected property owners pur suant to the Proposition 218 mail ballot process.

The CSA 152 budget must be submitted to the County by April 30, 2026, to receive funding.

ALTERNATIVES

1. Adopt the County Service Area (CSA) 152 budget for Fiscal Year (FY) 2026 –2027 in the amount of $710,354 and authorize the levy of the CSA 152 assessment at $8.15 per Benefit Assessment Unit (BAU) . Approval of this alternative ensures continued collection of the funds necessary to sup port the City’s various storm water management and maintenance programs . Staff recommends this alternative.

2. Do not approve the CSA 152 budget for FY 2026–2027 and do not authorize the levy of the CSA 152 BAU assessment. This alternative would prevent the collection of assessments on the annual tax rolls, which would disrupt funding for storm water management and maintenance programs, and could require utilizing the General Fund to cover costs and maintain compliance to avoid penalties. Staff does not recommend this alternative.

FISCAL IMPACT
The City uses CSA 152 revenues, together with other funding sources, to cover costs associated with the program, as included in the City Council Adopted Operating Budget For FY 2025/26 -2026/27. Funds collected from the CSA 152 annual levy are restricted for use only within the City’s storm water management programs.
