SUMMARY
This report recommends accepting the Cycle 12 Local Highway Safety Improvement Program (HSIP) grant funding and authorizing the Public Works Director/City Engineer to execute the Program Supplement Agreements with Caltrans for three Traffic Safety Improvement Projects.

DISCUSSION
The Infrastructure Investment and Jobs Act (IIJA) was signed into law on November 15, 2021, and continues the Highway Safety Improvement Program (HSIP), a core federal- aid program that aims to reduce serious injuries and traffic fatalities on public roadways.

The Caltrans Division of Local Assistance (DLA) manages California's local agency share of HSIP funds. California's Local HSIP focuses on infrastructure projects with nationally recognized crash reduction factors (CRFs). Local HSIP projects must be identified on the basis of crash experience, crash potential, crash rate, or other data-supported means.

The City submitted HSIP applications for projects identified in the recently completed Local Roadway Safety Plan (LRSP) , which was grant-funded by Caltrans. O n February 21, 2025, Caltrans announced the HSIP Cycle 12 awards and selected three City projects for funding.

Caltrans awarded the City $2,858,130, which is 90% of the total project cost . The City has a 10% local match requirement of $317,570 funded by Fund 3004 (Traffic Signal Mitigation Project). The total project cost of $3,175,700 includes the following three traffic safety improvement projects:
 Traffic Signal Improvements Iris Ave to John F. Kennedy Dr. (Project No. 808 0048) (31 locations) – $1,018,100
Improvements include upgraded signal hardware, enhanced pavement markings, and installation of rectangular rapid flashing beacons (RRFBs) along key corridors, including John F. Kennedy Drive and Iris Avenue.
 Dracaea Ave to Helm sdale Traffic Signal Improvement (Project No. 808 0049) (1 location) – $349,600
Installation of a pedestrian beacon signal at the intersection of Dracaea Avenue and Helmsdale Avenue to improve pedestrian safety and visibility.

ID: 26-0131 Page 3
 Citywide Traffic Signal Improv ements – HSIP C12 (Project No. 808 0050) (62 locations) – $1,808,000
Citywide improvements to traffic signal infrastructure, including upgraded lenses, back-plates with retroreflective borders, mounting hardware, and related safety enhancements.

The Program Supplement Agreements (PSA) provided with this staff report funds the first phase of each project which includes design and environmental clearance. Subsequent project phases will be funded through future PSA amendments and do not require City Council approval.

ALTERNATIVES

1. Approve and authorize the recommendations as presented in this report. This alternative will allow the City to accept the awarded Caltrans Local HSIP funding and allow the three Traffic Safety Improvement projects to move forward in a timely manner. Staff recommends this alternative.

2. Do not approve the recommended actions as presented in this staff report. T his alternative will result in a loss of HSIP grant fund ing and delay or prevent the implementation of critical traffic safety improvements. Staff does not recommend this alternative

FISCAL IMPACT
The project is funded by the Cycle 12 Local HSIP grant. The total project cost will be $3,175,700 wherein grant funding will be $2,858,130 and City match will be $317,570.

The total grant amount, $2,858,130, will be allocated to Fund 3001(Capital Improvement Grants) among three (3) traffic signal and safety projects. Additionally, the City's 10% local match obligation, $317,570, will be funded with Fund 3004 (Traffic Signal Mitigation Project). There is no impact to the General Fund.
