City of Moreno Valley | On-Call Geotechnical, Materials Testing, and Construction Inspection 1 Understanding
& Approach
City of Moreno Valley | On-Call Geotechnical, Materials Testing, and Construction Inspection Understanding & Approach
Project Understanding
RMA understands that the City’s Citywide Pavement
Rehabilitation Program is a large-scale, construction-
driven effort requiring consistent field oversight, accurate materials testing, and clear documentation to support
compliance, payment, and project closeout. With
improvements spanning approximately 174 streets across
the City, the program involves milling, paving, slurry seal, ARHM placement, crack sealing, and associated roadway
improvements, all of which must be executed in accordance with City standards, Caltrans specifications, and applicable regulatory requirements.
This contract requires a consultant who can function as a reliable extension of City staff—providing a dedicated inspection presence, coordinating with contractors and
stakeholders, and maintaining real-time awareness of
construction activities across multiple, active work areas.
RMA recognizes the importance of daily inspection,
accurate quantity verification, and thorough documentation to support contractor payments, minimize disputes, and
maintain an auditable project record.
We understand that pavement rehabilitation projects of
this scale present a range of field challenges that require timely, practical solutions. These include variability in existing pavement sections and subgrade conditions, moisture
control and compaction of soils and aggregate base,
coordination of phased construction and traffic control, and maintaining quality during high-production paving and slurry operations within active public roadways. RMA’s team is experienced in identifying these conditions early, verifying readiness for construction activities, and providing clear recommendations to maintain compliance and avoid rework or delays.
Materials testing plays a critical role in confirming the performance and longevity of the completed work. RMA
understands the importance of adhering to specified
testing frequencies and procedures for soils, aggregate base, HMA/ARHM, slurry seal, and concrete, as well as
maintaining defensible records of all testing performed.
Timely communication of test results—particularly when
nonconforming conditions are identified—is essential
to keeping the project on schedule and ensuring that
corrective actions are implemented efficiently.
We also recognize the importance of coordination and
communication throughout the duration of the program.
This includes participation in pre-construction and progress meetings, responding to field inquiries, supporting resolution of construction issues, and coordinating with City staff, contractors, and other stakeholders. RMA’s approach
emphasizes responsiveness, clear communication, and
collaboration to support the City’s objectives and maintain project momentum.
Ultimately, RMA understands that the success of this
program depends on delivering consistent, accurate, and well-documented inspection and testing services in a
dynamic, multi-site construction environment. Our team
is prepared to provide the level of field support, technical expertise, and coordination required to ensure the City’s pavement rehabilitation program is executed safely,
efficiently, and in full compliance with project requirements. » Dedicated Deputy Inspector assigned
» Local staff & lab resources available
» Immediate mobilization upon notice to proceed
» No ramp-up required
» Established municipal experience
» Proven pavement program delivery
READY DAY ONE

Approach
RMA will serve as an extension of the City of Moreno Valley’s Capital Projects Division, providing integrated construction inspection, materials testing, and geotechnical support services for the Citywide Pavement Rehabilitation Program.
Our approach is centered on consistent field presence,
proactive communication, and real-time quality verification to ensure construction activities remain compliant, well- documented, and on schedule.
We will provide a dedicated, experienced Public Street
(Deputy) Inspector to support daily construction oversight under the direction of the City’s Senior Inspector. Our inspector will monitor contractor operations, verify
compliance with plans and specifications, track installed quantities, maintain daily reports, and coordinate with City staff, contractors, and stakeholders to support efficient project delivery.
RMA will perform materials sampling and testing of soils, aggregate base, HMA/ARHM, slurry seal, and concrete
in accordance with project specifications and applicable ASTM, AASHTO, and Caltrans standards. Field services
include observation and compaction testing of subgrade, trench backfill, and aggregate base; monitoring of asphalt placement and density; slurry seal sampling and production testing; and Portland Cement Concrete (PCC) sampling and strength testing. Laboratory testing will be performed to verify compliance with specified performance criteria and support material acceptance.
Our team takes a proactive approach to identifying and
resolving field issues. Subgrade and base conditions,
moisture content, and compaction are continuously
evaluated to confirm readiness for paving operations. In the event of nonconforming work, RMA will document
deficiencies, notify the City, and coordinate corrective actions, including process adjustments or increased
testing frequency as needed to achieve compliance and
minimize delays.
We understand the dynamic nature of pavement
rehabilitation programs, including phased construction, night work, and active public interfaces. RMA provides
flexible staffing and responsive scheduling to meet
changing project demands, ensuring inspection and
testing services are available when needed to maintain
construction progress.
All inspection and testing activities are supported by clear, defensible documentation. RMA will maintain daily reports, testing logs, and material records to support contractor payment, change order review, and project closeout. Our team also reviews contractor submittals, including mix
designs and material certifications, and provides technical support related to field conditions, unforeseen issues, and quantity verification.
RMA’s internal quality control procedures ensure that all testing and inspection activities are performed by certified personnel and are subject to ongoing technical oversight.
Through consistent field presence, accurate testing, and proactive coordination, we deliver reliable, low-risk support that enables the City to execute its pavement program with confidence and certainty.
Responsive Construction-Phase Geotechnical Support
RMA provides real-time geotechnical support during construction to verify subgrade conditions and maintain alignment with project requirements. Our engineers and field teams deliver timely observations, rapid laboratory turnaround, and practical recommendations to address field conditions as they arise.
