SUMMARY

This report provides the recommendations that the City Council authorize an increase to the FY 2025/26 Purchase Order (PO) with Riverside University Health System (RUHS) in anticipation of expenses needed to provide specialized medical services throughout the remainder of the fiscal year and authorize a $125,000 annual PO for F Y 2026/27. The recommended actions will ensure the City maintains sufficient service capacity in response to ongoing medical evidentiary demands.

DISCUSSION

The City of Moreno Valley Police Department, with law enforcement services provided by the Riverside County Sheriff Department (RSO), contracts with RUHS, for essential medical emergency and evidentiary services. Law enforcement uses these services as needed for evidentiary purposes and to ensure a timely, specialized response for medical needs and investigative purposes.

For continuity of operations, as part of the contract for law enforcement services with RSO, the City of Moreno Valley is often required to contract with service vendors generally contracted with RSO. This allowable single -source procurement option allows for operational standardization.

While the need for these medical services cannot be truly projected, at the time the FY 2025/26 PO was established, projected service needs were anticipated to remain consistent with prior years. However, due to increased demands for the medical support services needed, the costs have exceeded projections.

To somewhat offset the costs associated with the medical services, the City receives a reimbursement through the Governor’s Office of Emergency Services (Cal OES) for medical evidentiary examinations. The reimbursements are limited to $1,127 per qualified exam.

ALTERNATIVES

1. Authorize the recomme nded actions as presented in this staff report. Staff recommends this alternative.

2. Do not Authorize the recommended actions as presented in this staff report. Staff does not recommend this alternative.

FISCAL IMPACT

There is no impact on the Police Depa rtment’s FY 2025/26 or FY 2026/27 approved budgets.
