As part of the Commission’s SB 821 Program, two percent of Local Transportation Fund revenues are allocated annually to support bicycle and pedestrian improvement projects throughout Riverside County. For the FY 2025/26 funding cycle, the Commission approved funding for 13 projects that received scores of 41 or higher, totaling approximately $7.28 million.
The City submitted the Juan Bautista de Anza Multi-Use Trail Street Lighting Project for consideration. While the project received a score of 37 and was not selected for funding during this cycle, it has been placed on the contingency list should additional funding become available.

Energy Resilience Plan 2.0 Final Deliverables
The ERP 2.0 has been completed and includes 8 microgrid studies, 8 community resilience center (CRC) feasibility studies, a microgrid regulatory memorandum, and an implementation plan. This project was completed with the Adaptation Planning Grant received in 2023 and builds upon the initial Energy Resilience Plan. The feasibility studies have been designed with future implementation in mind and aim to align potential microgrid and CRC projects with future funding opportunities. Each study includes a summary of the proposed microgrid system and project
economics, community profile, gaps and recommendations for the CRC, and next steps.
The Implementation Plan can be used as a roadmap to
conceptualize microgrid or CRC projects and identify the necessary steps to move towards construction. WRCOG and I-REN can assist agencies with exploring potential projects and providing assistance. • Federal Clean Cities funding has been restored after a year of uncertainty, with a new five-year agreement providing more flexible, task-based support for regional projects and coordination.
23 Western Riverside County Clean Cities Coalition Activities Update WRCOG is making strong progress on its $1.35M Green Zones Initiative, with most zero-emission vehicles and supporting charging infrastructure now deployed across partner agencies.
The Coalition is investing in workforce readiness, recently training 12 technicians in EV safety and maintenance while developing a regional toolkit to support future deployments.
New mobility and collaboration efforts are expanding access and impact, including a $1.8M zero-emission car-share program launching this summer and continued growth of the Inland ZEV Network.
Regional Food Rescue Program Activities Update
The Regional Food Rescue Program was launched in response to the edible food requirement under SB 1383. WRCOG issued an RFP, a consultant was selected, and the consultant began work and collecting data by September 2023. Tasks included identifying commercial edible food generators and food rescue organizations, setting up workshops, site visits, launching the Careit food rescue application, and reporting.
Since the inception of the program, at least 85% of commercial edible food generators and 95% of food rescue organizations have become compliant in the three participating cities, including Jurupa Valley, Murrieta, and Perris. Over 18M pounds of edible food have been recovered during the program.
The Program sunsets on June 30, 2026, as costs to operate the program are not feasible due to a lack of funding from CalRecycle, and no additional funds from the Organic Waste Reduction (OWR) program will be made available.
The Executive Committee directed WRCOG staff to provide additional cost information on the Careit platform, so cities and the County may consider using it to continue the food rescue application. Staff will provide that information.
