RESOLUTION NO. 2026-XX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MORENO VALLEY, CALIFORNIA, DESIGNATING AND
AUTHORIZING CERTAIN CITY OFFICIALS TO EXECUTE
APPLICATIONS AND DOCUMENTS FOR THE PURPOSES
OF OBTAINING FEDERAL FINANCIAL ASSISTANCE
PROVIDED BY THE U.S. DEPARTMENT OF HOMELAND
SECURITY AND SUB -GRANTED THROUGH THE STATE
OF CALIFORNIA AND THE COUNTY OF RIVERSIDE
WHEREAS, the California Governor's Office of Emergency Services requires a resolution from the governing body to appoint an Authorized Agent (AA) to act on behalf of the governing body and the City of Moreno Valley by executing an y actions necessary for the application and sub-award for the FY 2025, FY 2026, & FY 2027 grant years of the Emergency Management Performance Grant (EMPG) progra m and the State Homeland Security Program (SHSP) grant; and
WHEREAS, the City Manager may authorize submittal of grant applications and is also authorized to accept grant awards on behalf of the City as further described in the Grants Administrative Proced ure #3.08 and Budget A ppropriation Adjustments Administrative Procedure #3.07;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MORENO
VALLEY, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
1. That the City Manager, Assistant City Manager, Chief Financial Officer / City Treasurer, Fire Chief , or their designee, is hereby authorized to execute for and on behalf of the City of Moreno Valley, a local government established under the laws of the State of California, applications and other related documents for the purpose of obtaining feder al financial assistance provided by the U.S.
Department of Homeland Security and sub -granted through the State of California and the County of Riverside for the Emergency Management Performance Grant (EMPG) and the State Homeland Secu rity Program (SHSP) programs for FY 2025, 2026, and 2027.
2. Severability
That the City Council declares that, should any provision, section, paragraph, sentence or word of this Resolution be rendered or declared invalid by any final court action in a court o f competent jurisdicti on or by reason of any preemptive legislation, the remaining provisions, sections, paragraphs, sentences or words of this Resolution as hereby adopted shall remain in full force and effect.
3. Repeal of Conflicting Provisions

That all the provisions heretofore adopted by the City or the City Council that are in conflict with the provisions of this Resolution are hereby repealed.
4. Effective Date
That this Resolution shall take effect upon its adoption.
5. Certification
That the City Clerk shal l certify to the passage of this resolution and enter it into the book of original resolutions.
