To further enhance the partnership, MVC and the City worked together to update the existing MOU. The goal was to include additional focus areas on growing industry sectors such as healthcare, artificial intelligence, advanced manufacturing, esports, and aerospace.
DISCUSSION
On January 12, 2017, the City of Moreno Valley and Moreno Valley College signed an interest letter to establish a strategic partnership to advance mutually beneficial CTE/STEM training, business outreach , and student and workforce development opportunities. That same year, Moreno Valley College was one of 24 colleges to receive a $100,000 Maker Implementation Grant from the California Community College Chancellor's Office to build a makerspace.
In 2018, the CITY and MVC entered into an MOU to build on the partnership and to create a makerspace at Moreno Valley College.
Since that time, the makerspace, known as the iMake Innovation Center, was built on campus, and MVC and the City have continuously worked together to attract higher - paying jobs, increase the quality of life for residents, encourage local retention of homegrown talent, encourage student achievement, increase MVC graduation rates, and to incentivize businesses to promote the hiring of local graduates.
The proposed update to the MOU ensures that the C ity and MVC continue to work collaboratively to achieve the aforementioned goals. The update includes a new City Obligations section and a new Joint Obligations section as detailed below:
City Obligations:
a. Work with local businesses and departments to support access to internships, externships, and apprenticeship pathways for iMAKE participants, prioritizing hands-on training aligned with livable wage careers.
Joint Obligations:
a. Expand access to devices, c onnectivity, and basic -to-advanced digital skills training; support initiatives that reduce the digital divide for students, workers, and residents; and incorporate digital literacy, cybersecurity awareness, and AI literacy into joint programming.
b. The City and MVC will co-host quarterly public showcases at the iMAKE Innovation Center or at City -designated spaces. These events will highlight student and community innovation, promote CTE/STEM career pathways, and engage families, K–12 schools, and local employers.
c. Explore continuous improvement of a framework for data sharing and program assessment, where feasible, to track participation, credentialing, and employment outcomes; Support transparency and accountability for all programs; and inform future policy, curriculum development, and grant reporting.

d. The City and MVC will explore/identify potential sites for future iMAKE satellite access points in City facilities (or other partner spaces), with future decisions contingent on resources and feasibility.
e. Establish a City-MVC Workforce Collaboration workgroup that will meet two times per year with the goal of aligning iMAKE curriculum to local employer needs, offering insight into emerging job sectors, and strengthening recruitment pipelines for Moreno Valley’s business community.
If approved, the MOU will be in effect for 24 months, unless extended by mutual written agreement of the parties or terminated earlier.
