SUMMARY

This report proposes entering into a Memorandum of U nderstanding (MOU) with Sports Facilities Companies, LLC, to initiate a structured pre-development process for a potential sports complex project.

This action is in alignment with many goals and initiatives in the City’s 2024 Economic Development Strategic Plan (EDSP), which prioritizes the expansion of entertainment and sense of place, the attraction of destination -quality facilities, and the advancement of projects that generate long -term economic impact, tou rism activity, and diversified revenue sources for the City of Moreno Valley.

The proposed MOU does not approve a project, site, development agreement, or commit City funds to a project. Any future project implementation steps will be presented to the City Council for review and approval.

DISCUSSION

On March 3, 2026 , the City issued a Request for Proposals (RFP) seeking qualified development teams to identify, acquire, develop, and potentially operate a sports complex within the City of Moreno Valley. The RFP encouraged teams to propose innovative delivery approaches, including public -private-partnership (P3) structures, long -term operational models, and strategies that could enhance the project’s overall economic viability.

The proposed project conce pt is consistent with the City’s 2024 EDSP, which identifies the advancement of destination-quality amenities, entertainment -oriented development, and projects that enhance Moreno Valley’s “sense of place” as key strategic priorities.

The EDSP also emphasi zes the importance of catalytic projects that drive visitation, support local spending, and encourage complementary private investment.

An evaluation panel reviewed the proposal submitted in accordance with the rules and requirements detailed in the RFP and determined that Sports Facilities Companies, LLC and its proposed team were experienced and qualified for this type of project. Staff recommends entering into a Memorandum of Understanding with Sports Facilities Companies, LLC to initiate a structured pre-development phase to further evaluate project feasibility. This phase is intended to determine whether a viable sports complex concept can be structured that aligns with City objectives, market demand, and long-term financial feasibility.

The pre-development effort will focus on the following areas:
 Identification and evaluation of potential sites suitable for a sports complex development
 Conceptual facility programming, including sports, recreation, and event components consistent with demonstrated market demand
 Market and demand analysis, including regional sports tourism and community usage trends

ID: 26-0275 Page 3
 Preliminary financial feasibility analysis, including cost estimating and revenue modeling
 Evaluation of potential project delivery structures, includi ng public -private partnership approaches
 Assessment of potential complementary and ancillary uses that may support project feasibility and economic sustainability

This effort is exploratory in nature and intended to determine the market and economic feasibility of a regional destination sports complex in Moreno Valley. No site selection, project approval, development agreement, financing commitment, or operational structure is proposed as part of this action.

Upon completion of the pre-development phase, staff may return to the City Council with a summary of the pre -development evaluation and any potential recommendations for next steps, which may include pursuing a development agreement, conducting additional due diligence and procurement activities, or discontinuing the effort.

This action is not a project as defined under the California Environmental Quality Act (CEQA).

ALTERNATIVES

1. Approve the recommended actions as presented. Staff recommends this alternative, as it will allow evaluation of a potential sports complex opportunity consistent with the City’s Economic Development Strategic Plan.

2. Do not approve the recommended action as presented in this staff report. Staff does not recommend this alternative, as it would conclude f urther structured evaluation of the proposed sports complex concept at this time.

FISCAL IMPACT

There is no fiscal impact associated with the recommended action. The Memorandum of Understanding establishes a framework for pre -development discussions and feasibility analysis only. Any future agreements, development activities, or City financial participation, if any, would be subject to separate City Council review and approval.
