DISCUSSION
As a requirement to apply for and receive federal financial assistance provided by the U.S. Department of Homeland Security and sub -granted through the State of California and County of Riverside, the City of Moreno Valley must appoint an Authorized Agent(s) to act on behalf of the governing body and the Applicant by executing any actions necessary for each application and sub-award. This authority may be valid for up to three years and is in effect only for the grant programs and grant years specified.
The City of Moreno Valley has been a grant subrecipient for several years through the County of Riverside Emergency Management Department (EMD) as they administer the grant funding to eligible agencies throughout the Operational Area.
The EMPG program provides funds to assist state, local, tribal, and territorial (SLTT) emergency management agencies to implement the National Preparedness System and to support all-hazards emergency preparedness, including the evolving threats and risks associated with natural disasters.
The EMPG program requires grant recipients to provide a dollar -for-dollar match, which the City sa tisfies through salar ies and allowable costs approved by the City Council as part of the budget adoption process for the Office of Emergency Management & Volunteer Services Division.
Additionally, t he SHSP program s upports state, local, tribal, and territ orial (SLTT) governments in building, enhancing, and sustaining the capabilities needed to prevent, prepare for, protect against, and respond to acts of terrorism. This program represents a comprehensive approach to national security, fostering collaborati on across all levels of government and within communities to build a safer, more resilient nation. Through planning, training, equipment procurement, and exercises, the program ensures jurisdictions are prepared for a wide range of risks and does not require match funding.
