from the trademark holder, National Fitness Campaign (NFC), in the amount of $217,500.
This project will provide a free, accessible outdoor fitness court for residents and visitors.
The project is included in the adopted Fiscal Year (FY) 2026 -27 Capital Improvement Plan (CIP) budget, but the project timeline has been accelerated from its original schedule and will commence in FY 2025 -26. The total project cost is estimated to be $350,000, which includes equipment, installation, and project administration. The installation phase of this project will be a formal bid.
DISCUSSION
On June 3, 2025, the City Council approved the CIP Budget for FY 2025–26 and 2026– 27, which included funding for the installation of a Fitness Court at the Celebration Park (Project No. 807 0068-3016), originally scheduled for FY 2026–27. Due to the receipt of a discounted purchase opportunity, the project timeline has been accelerated and is now anticipated to commence in FY 2025–26.
Section 3.12 of the Moreno Valley Municipal Code authorizes the use of a sole source procurement when a product or service is available from only one source. Staff recommends a sole-source procurement with NFC for the Fitness Court, as NFC is the exclusive provider of the proprietary equipment, design, and program. No other vendors can meet the required specifications to provide the same integrated system and program benefits. A competitive solicitation would not yield comparable alternatives. Pricing has been determined to be fair and reasonable based on similar agency projects. Therefore, approval of the sole source procurement is recommended.
To support implementation of the project, a $35,000 discount on the purchase price of the Fitness Court equipment was secured.
The NFC is a nonprofit organization with over 40 ye ars of experience in assisting communities with the development of outdoor fitness infrastructure. Their comprehensive program includes equipment, site design, training, and activation support to ensure successful implementation and long-term community engagement.
The proposed Fitness Court will incorporate NFC’s “7 Movement, 7 Minute” system, which delivers a full-body workout utilizing bodyweight exercises suitable for all fitness levels.
The system includes more than 30 pieces of equipment and supports a wide range of exercises, including squats, push-ups, lunges, dips, and jumping jacks. This model aligns with the growing popularity of calisthenics -based fitness and promotes inclusive, accessible outdoor recreation.
Approval of the recommended actions wi ll authorize the purchase of Fitness Court equipment from NFC and allow the project to proceed. Staff will subsequently conduct a competitive solicitation process for installation services.
ALTERNATIVES
1. Approve and authorize the recommended actions as pre sented in this staff report.
ID: 26-0247 Page 3
Staff recommends this alternative as this will allow for the purchase and construction of the Fitness Court Project.
2. Do not approve and authorize the recommended actions as presented in this staff report. Staff does not recommend this alternative as it may delay the construction of a much-needed park amenity for the City.
FISCAL IMPACT
The Fitness Court Project (807 0068) is included in the adopted Fiscal Year (FY) 2026- 27 Capital Improvement Plan (CIP) budget, but the project timeline has been accelerated from its original schedule and will commence in FY 2025-26. The anticipated total project cost of $350,000 over two fiscal years will cover costs related to equipment, installation , and project administration. This report recommends approval of $217,500 to be awarded to National Fitness Campaign LP for the fitness court equipment. Additional funding of $100,000 plus contingency of $15,0 00 will be allocated to installation of the fitness equipment. The remaining project budget of $17,500 will cover costs related to project administration.
The project is funded by Quimby In -Lieu Park Fees (Fund 2019) and budgeted in PCS Capital Projects (Quimby) Fund 3016. The proposed budget adjustments and appropriations will align available funding with the revised project schedule and anticipated construction needs. There is no impact to the General Fund.
